Deputy Assistant Secretary of the Navy for Budget/Director, Fiscal Management Division (OPNAV N82) Rear Adm. Ben Reynolds visited Naval Surface Warfare Center Indian Head Division (NSWC IHD), Feb. 18, for an ex*****on review on the Navyโ€™s Energetics Comprehensive Modernization Plan (ECMP) and to tour the commandโ€™s High Energy Non-Destructive Evaluation Facility. NSWC IHD showcased how cross-cutting ECMP investments impacted the commandโ€™s non-destructive test and evaluation capabilities, which are used during lot acceptance testing of large solid rocket motors (SRM) and warheads. On-schedule ex*****on and completion of ECMP projects is essential in aligning command outputs with key Department of War and Navy priorities, including increasing production of large SRMs and warheads.

This week, we shine โœจthe spotlight ๐Ÿ”ฆon one of our employees here at Naval Surface Warfare Center Indian Head Division.

๐—ฃ๐—ฎ๐˜†๐˜๐—ผ๐—ป ๐—ช๐—ถ๐—ป๐˜€๐—ผ๐—ฟ was just a senior at South Dakota School of Mines and Technology (SDSM&T) when he was leading a team of students that designed and built a rocket with a 10,000-pound payload for the Spaceport America Cup โ€“ the worldโ€™s largest intercollegiate rocket contest. Thatโ€™s when Naval Surface Warfare Center Indian Head Division took notice and offered him a job.

Thanks to a unique skillset and extensive multi-disciplinary experience, Winsor was initially offered a position in the commandโ€™s Energetics Manufacturing Technology Department, but after graduating in 2023 with a degree in mechanical engineering, he accepted a position in the commandโ€™s Research & Engineering Department developing counter-unmanned aerial system (C-UAS) warheads, lightweight torpedo warheads and other multi-domain weapon systems.

Winsor gained experience at the command supporting the development of the Air Forceโ€™s Advanced 5,000 Pound Warhead (A5P) bunker-buster bomb by simulating material models and evaluating the role of damaged explosives.

Looking back on his academic career, Winsor stated, โ€œAttending a small school like SDSM&T meant that I got to be extremely hands-on with the research being conducted.โ€ Currently, Winsor is back in school pursuing a masterโ€™s degree in mechanical engineering, thanks to the commandโ€™s Academic Tuition Assistance Program.

As a lead in government research, development, and test and engineering efforts for novel formulations and characterization, Winsor and his team are key players in transitioning research and development work into fielded weapon systems-

Naval Surface Warfare Center Indian Head Divisionโ€™s Cast Propellant Production and Cast Rockets Assembly team creates history for the commandโ€™s Mk 104 rocket motor program.
