IMPD Youth Mountain Bike Project

THE HEADQUARTERS: MOUNTAIN BIKE SKILLS PARK·MONDAY, OCTOBER 14, 2019·
The YMBP was started in 2015 by IMPD North District Bike Unit officers to help build a connection between our youth and the police through mountain biking. The project includes the Headquarters Mountain Bike Skills Park, Bike Safety Rodeos at schools and community events, and our new Portable Mo

untain Bike Project that can be deployed throughout the city. Police officers throughout the department volunteer to participate and share their mountain biking skills with the kids.

Late July Update:

I wish we had positive news to share, but instead we simply have no real news at all.

We have not seen any progress with Parks since early July.

We are still hopeful to get a new operating agreement in place, but at the pace we have experienced with Parks since the summer of 2025; the reality is that this season is lost as it stands right now.

We will continue to provide updates as we have them.

If this facility means something to you, I strongly encourage you to reach out and request the contact information of those at Parks who have been part of this process, we will be happy to provide it so you can contact them and respectfully articulate the loss to the community that occurs when this facility isn't open to the public.

Hello friends of The Headquarters: Mountain Bike Skills Park, Tom Hanley here from Nine13sports.

I was hoping to have some tighter timelines of next steps with Indy Parks as we wait for a final contract to be able to begin work on reopening the Skills Park. We have been advised by Parks leadership we should have that document in the days ahead and we're hopeful that any changes needed after review will be minimal.

In terms of the Park itself, unfortunately there has been no work done to the Park since late 2025 as a result of there not being an official contract and us not being able to access the facility as a result. We expect it to take at least 30-45 days, if not more, to have the Park operational once documents are finalized as a result of some feature changes that have been requested by Indy Parks.

We have been working diligently, and unfortunately these delays have been outside of our control and are a result of internal processes with the City that began more than a year ago.

Our highest priority is maximizing as much riding season as possible in 2026 and getting back to a normal schedule of the park opening in April as weather allows in 2027.

You can reach me directly at [email protected] if you have any additional specific questions or would like contact information to connect with Parks and make it clear what this facility means to you.

Hi All! Tom Hanley here from Nine13sports.

I want to give the community an update as to the status of The Headquarters: Mountain Bike Skills Park and the current timeline of plans as we have had a ton of messages regarding when the park will open with this nice weather that is finally coming to Indianapolis.

We have been working with Indy Parks and Indianapolis Public Safety Foundation to make sure that the riding opportunities that have existed at The Headquarters over the last years not only continue, but can be expanded for even more access.

As of today, March 20th, we are hopeful to be able to make a more formal announcement sometime in April regarding the long term plans and efforts with a targeted park opening in June.

The facility itself will need some work and maintenance before it can be opened for riding and we will be sure to share volunteer opportunities with our community as we finalize that scope of work.

We will provide more details as we are able in the weeks ahead.

If you're not following Nine13sports, please do so. While we will maintain this page, additional up to date information will be available on our main corporate channels.

I started my career as a cop in Indianapolis in 1997, not knowing where it was going to lead me.
In 2012, I was given the opportunity to do my policing from a bicycle, and I have been lucky enough to keep the rubber side down, most of the time, ever since.
In 2014, my partner Steve Smalley and I came up with a crazy idea to start the IMPD Youth Mountain Bike Project and build the Headquarters Mountain Bike Skills Park.
Thanks to a great number of community volunteers, businesses, and organizations, it grew into an incredible program that I am honored to have been a part of.
I will be retiring at the end of this month, and very satisfied with a career that has allowed me to meet so many caring people and introduce mountain biking to thousands of kids in Indy over the past 12 years!
I am also excited to tell you that it will all continue without me.
Stand by for an announcement from your future Trail Crew.
Thanks for the ride!

It was a chilly day at the HQ, but it didn't deter the Trail Crew from getting some work done on last summer's projects.

The Crew spent the afternoon working on the log rides paralleling the HQXC loop and they are riding fine!
