At a press conference at the Indiana State House today, Indiana Treasurer Daniel Elliott announced RAPID — the Recovery Advance Program for Infrastructure Damage — a new financing program administered by the Indiana Bond Bank to help Indiana communities recover from the severe flooding caused by heavy rainfall in early August.

RAPID gives local governments fast access to short-term financing, in the form of a Bond Anticipation Note, so they can get cash in hand quickly to begin cleanup, complete damage assessments, and cover the engineering and emergency work needed to plan permanent repair or replacement of damaged public infrastructure and facilities.

Treasurer Elliott was joined by Indiana Department of Homeland Security Executive Director Jonathan Witham, State Representative Danny Lopez, Gary Mayor Eddie Melton, and Connersville Mayor Chad Frank — leaders from two of the communities hit hardest by the flooding.

"This will allow communities to start recovering on day one," Witham said.

RAPID operates under the Indiana Bond Bank's existing Interim Loan Program authority, with closings held every two weeks, so funds reach communities quickly. Indiana local governments can access up to $1,000,000 at a low, fixed rate of 2.00%.

While created in response to this summer's flooding, RAPID is a permanent program that will remain available to help Indiana communities respond quickly to future disaster events.
