About the Indiana Community Action Network
In Indiana, there are 23 Community Action Agencies that serve all 92 counties of Indiana and comprise the Indiana Community Action Network. Each Community Action Agency periodically analyzes community needs to identify strategies that will work best in attacking poverty. Each CAA is distinct because its programs reflect the needs of their local communitie

s. These agencies are unique in their ability to deploy diverse program activities and services in meeting their mission. Community Action Agencies operate an array of programs which include, but are not limited to: Head Start, Energy Assistance Program, Weatherization Program, Individual Development Accounts, Homeownership Counseling, Owner Occupied Rehabilitation, Housing Development, Foster Grandparents, Child Care, and many more programs and services.

The Community Collaboration Award goes to a community action agency who has utilized the invaluable connections of local partners to better their community through a project.

The winning agency for this award took an innovative approach in allocating their CSBG CARES Act funding to build and solidify relationships with new partners in their community 🤝

"Payday lenders drain millions from Hoosiers, their families, and their communities every year," said Andy Nielsen, Senior Policy Analyst at the Indiana Community Action Poverty Institute. "Payday loans are inherently flawed: they violate anything close to a true borrower-creditor relationship in exchange for a one-sided agreement that fuels a debt trap for vulnerable borrowers. Lawmakers have the power and the obligation to create a credit market in our state that is fair, responsible, and equitable. We hope this report will inform that conversation in the future and create a framework that works for all Hoosiers."

The Department of Energy (DOE) along with an industry led collaboration developed four Job Task Analyses (JTAs) which define the knowledge, skills and abilities of workers in the home energy industry. Recognizing the importance of DOE’s efforts, the INCAA WTC transi­tioned their training to the National platform in 2012. We now train in the following areas: Energy Auditor, Retrofit Installer (Shell and Mechanical), Crew Leader and Quality Control Inspector (also known as Final Inspec­tor).

DOE partnered with the Interstate Renewable Energy Council (IREC) and they developed the IREC ISPQ Standard 01022:2011 for training centers that want to seek accreditation in the above JTA’s . On July 12, 2013 the INCAA WTC received the IREC accreditation awards for Energy Auditor, Quality Control Inspector, Crew Leader and Retrofit Installer. The INCAA WTC now carries a mark of distinction and sends a strong signal to the industry that they have met a rigorous standard. Our Trainers are now working on their applications for Affiliated Master Trainer based upon the IREC ISPQ Standard 01022:2011.

There have been recent staffing changes at the Indiana Institute for Working Families (Institute), a program of the Indiana Community Action Association. Jessica Fraser has been promoted to Program Manager for the Institute. Jessica has been with the Institute for 4 years and has performed extensive research and outreach on a number on issues important to low-income working Hoosiers. As program manager, Jessica will oversee operations as well as set the policy agenda for the Institute. She will continue her work as the lead for Indiana’s Skills2Compete Coalition in an effort to provide training/education for all working Hoosiers. She will also continue her outreach and education efforts to advance Indiana’s Self-Sufficiency Standard. Through expanded fund development, Jessica hopes to expand the Institute and its policy activities.

At this year’s Indiana Community Action Association’s ( ) annual statewide conference, IHCDA presented its inaugural Appreciation Awards. The Trailblazer Award was given to a community action agency who saw and implemented a new way forward. We recognized Lincoln Hills Development Corporation for their efforts in implementing a new, amazing program and for keeping their community members safe and healthy.

They installed teller windows in their locations so they could keep meeting with their constituents in a way that kept their employees and community safe. These windows will not only help throughout the pandemic, but also, they created a new way to continue serving their community in perpetuity. Congratulations to Lincoln Hills Development Corporation! Thank you for joining forces with different organizations in your community to uplift education. You are truly making Hoosier lives better every day!

This was awarded to Brightpoint (formerly CANI) for representing CAAs at a national level. This agency was asked to present at the OCS-led “Case Management Approaches and Use of Assurance 16 Funds” national webinar. They were identified as having strong performance and innovative practices in this field and were invited to present as part of the panel by OCS.

We have partnered with Indiana Community Action Association (IN-CAA) to provide housing stability counseling to Hoosier renters.

Counselors can assist families with evaluating their current circumstance, identifying obstacles, and creating opportunities. Counselors may also assist families with creating goals aimed at overall family well-being. Counselors can also assist a family in creating a strategy to achieve short term and long term goals. This opportunity allows Hoosier renters to assess their current situation and set realistic goals for a brighter future 🌟

We’re a little proud of our Kerwin Olson and Jen Washburn, honored today by the Indiana Community Action Association as Advocacy Heroes for their work expanding income qualified Hoosiers’ access to energy!

These initiatives included funding for direct bill assistance and home weatherization which provides cost-savings associated with measures like insulation and the replacement of older appliances. These initiatives together keep households connected to essential services and help to provide a healthy and safe living space, which all Hoosiers deserve.
"While many policies have been put in place already, as the crisis continues, it is clear that more will have to be done to get the country back on solid ground.

Hoosier families are facing serious hardship as a result of the COVID-19 pandemic and the resulting sharp economic decline. To weather the storm, nearly 30% of Hoosiers have needed to borrow from credit sources and/or family and friends. One in five Hoosiers reported taking from savings or selling assets to make ends meet.

Congress must step up with stronger policies to help people as the economic downturn drags on. In the next stimulus package, improving the Child Tax Credit and Earned Income Tax Credit – two proven policies that put money back in the pockets of people with low-wage jobs, reduce poverty, and boost the economy – should be part of the solution."

Please see the attached “Be a Light” – Virtual Race Across America Flyer. Jefferson Franklin Community Action Corporation (JFCAC) is sponsoring this race to help raise COVID Relief Dollars Across America. Our goal is to successfully get people signed up to race in every State. In these dim times the race is designed to offer individuals the opportunity from across America to join us in bringing light, togetherness and healing to our communities. One half of all proceeds from registering goes to JFCAC for COVID Emergency Relief in Missouri and the other half goes to your State’s Community Action State Agency for emergency COVID Relief in your State.

The Community Action “in network” signup fee (people who are Community Action Agency (CAA) employees) is $20.00 and the “out of network” (others from your State who do not work for a CAA) signup fee is $25.00. The only caveat for the reduced “in network” fee is that we ask that these folks take a brief video of themselves while they are completing their race stating their first name, what State they are from, and how they are a light in their community - we will be posting all videos on our page. We do not care if the race is completed on a treadmill or in a park or … we would just love to have a brief video from the runners, so we can document how far across the United States that our message got and all the great ways that CAA Employees are lighting the way for others. Out of network individual can also send videos that we will post if they would like to do so. Please send all videos to [email protected].
