It’s been great my friends!

This week, we deliver to you the final newsletter (Link: https://bit.ly/488rGtn) ‘From the Desk of Commissioner Brent Bailey’. It has been my honor to serve as Commissioner of the Central District these last four years. We hope you enjoy our very last newsletter as we have aimed to finish strong ahead of the holidays!

We have included some ‘Energy News and Notes’, the recent filings at ‘Last Week at the PSC’, a yearly report consisting of the MPSC Central District customer complaints, and whole lot of ‘Central District Snaps’. 📸📸📸

This morning, I conducted a hearing in the MPSC Hearing Room to consider the petition of Hinds Solar LLC to construct, own and operate a 150 MW solar electric generating facility in Hinds County. The project may also incorporate up to 150 MW battery energy storage system in the future. The project will generate and sell the entire electrical output to Entergy Mississippi and supply cost-competitive electricity directly into the Entergy Mississippi grid serving Hinds County and beyond. This project represents an investment of over $150 million and will contribute over $30 million in revenues to the county and public school system over the life of the project.

We were excited to join Mississippi Power Company and Walnut Grove Mayor Brian Gomillion this morning at Mississippi Power’s solar generation and battery energy storage facility now in commercial operation. It couldn’t have been a better or brighter day for this celebration. The technology aspects of this project make it the first of its kind in Mississippi and within the Southern Company service area. The facility utilizes a sun tracking systems, several types of panels, and is capable of micro grid operations. The project has been constructed with more than 5,400 solar panels and entails 5.14 megawatt hours of battery storage installed on the 16.5-acre site. It is capable of generating enough energy to power approximately 300 homes - even if the overall grid system goes down. This $7.8m project provides additional reliability to their customers in the town of Walnut Grove as it has the ability to operate separately during an outage event. We are grateful for Mississippi Power’s efforts to complete this project and I am proud to have been a part of the conversations to bring this project to fruition in my home county. I hope other towns and utilities can learn from this project and increase our understanding of how effective, and more importantly cost-effective, these facilities can be for Mississippi. This week, the Commission conducted hearings on four solar energy generation projects that will add at least 460 MWac of new electricity generation capacity in the state and represents a total capital investment of $680 million into the state of Mississippi. This evening, I held two hearings in Greenville for two different projects, each seeking a Facilities Certificate to construct, own and operate a solar generating facility in Washington County. The 100 MW solar/100 MWh battery storage by McNew Renewables LLC and the 175 MW solar by Greer LLC will represent a combined $400 million investment in new energy capacity in Washington County, will create hundreds of construction jobs, and will generate over $2 million/year in new revenue for the county and public school district over the life of the projects. These new revenues could also benefit Sheriff Milton Gaston and his department. Congratulations to the developers, landowners, transmission owners, local officials and others who laid the groundwork for these projects.

Hey Central Mississippi! It has been nearly five months since this area has experienced any severe weather. So don't let your guard down! Severe thunderstorms are likely through tonight for much of the Central District. For areas generally along and south of I-20, tornadoes are likely with strong tornadoes possible. Damaging wind gusts as high as 70 mph are also possible within this "Enhanced" outlook area. Elsewhere, damaging wind and tornadoes will be possible. Storms will generally move quickly from west to east through the evening hours. Tornado warnings and sever thunderstorm warnings have already been issued in Louisiana in the past hour. Be prepared to receive severe weather warnings and take shelter should a warning be issued for your area.
