Congratulations to one of our very own Florida Guardian ad Litem Office Volunteers, Kathy Matson for being nominated as one of three finalists for Florida Today's Brevard County Volunteer of the Year!

Kathy Matson spent 30 years as an executive in the gaming industry before retiring with her husband to Merritt Island in 2016.

The self-described type A personality said she was looking for a volunteer opportunity in Brevard that focused on women and children. She had never heard of the Florida Statewide Guardian ad Litem Office, which represents abused, abandoned and neglected children in court and the community through the collaboration of a multi-disciplinary team including volunteers like Matson.

“I took to it like a duck to water,” Matson, 71, said. “My husband calls it my volunteer job.”

In Matson’s volunteer role, she often attends court hearings to help children and foster parents navigate this challenging time. While these volunteers are asked to spend a small amount of time checking in on the children, Matson takes it to another level.

She’s taken them to doctors’ appointments, helped them shop for much-needed essentials and even taught one teen how to properly use utensils.

“There’s always a different situation and I learn something new everyday in this job, my volunteer job,” Matson said.

Florida Guardian ad Litem Attorneys are the independent legal representation for abused, neglected, and abandoned children in Florida.

All children appointed to the Statewide Guardian ad Litem Office are always assigned a Guardian ad Litem Attorney, a Guardian ad Litem child welfare professional and a Guardian ad Litem community volunteer, if one is available.

Guardian ad Litem Attorneys report the child’s wishes to the court as required by statute, including when the child’s wishes are inconsistent with the child’s best interest. The child’s voice is heard.

A baby girl the Florida Guardian ad Litem Office is appointed to represent was reunited with her parents on her first birthday! It was a joyous celebration for all involved.

Though the dependency process can be difficult for parents, this family was able to overcome their struggles and come out on the other side as a stronger family unit. The parents have completely turned their lives around and have rearranged their priorities to put their daughter first. Their bond was immediately restored upon reunification and now they have the knowledge and skills to be the best parents for their little girl. They are changing the future for their daughter and their entire family.

Congratulations to the Florida Guardian ad Litem Office multi-disciplinary team that consisted of Guardian ad Litem Attorney Ryan Johnson, Child Welfare Professional Kaiti Ensley, and Guardian ad Litem Volunteer Nicolle O’Steen. Together, you all made a difference.

One of our Florida Guardian ad Litem Office Volunteers, Bentley Harrison, has been the only constant for Charlie, an eight-year-old boy in foster care with no permanent placement.

Bentley has picked Charlie up from school, taken him places, washed his clothes, and brought him to his nightly placement, to name just a few of the things she has done for him recently. On Halloween, she visited Charlie at school, and he told her he had no costume and was not going trick or treating because he had nobody to take him.

Bentley rearranged her schedule, bought Charlie a costume, and took him trick or treating so that he could have a normal experience and help get his mind off of everything else he should not have to worry about as an eight-year-old child navigating the foster care system.

As a Guardian ad Litem Volunteer with the Florida Guardian ad Litem Office, your time is what we need. As a volunteer, you work alongside a Guardian ad Litem Attorney and a child welfare professional, representing the most vulnerable among us: the abused, neglected, and abandoned. At the Florida Guardian ad Litem Office, every abused, abandoned and neglected child appointed to the Office is assigned a Guardian ad Litem Attorney, a child welfare professional, and hopefully, a volunteer or pro bono attorney from the child’s community if one is available.

The Office’s Standards make sure all information about the child is provided to the judge, the person in charge of decisions regarding the safety and welfare of the child. Guardian ad Litem Attorneys do not decide whether to withhold information or keep secrets from a judge about a child, who then maintains the risk of making decisions to keep the child safe. The only attorney in Florida who can do best interest representation is a Guardian ad Litem Attorney.

November is National Adoption Month and it is an initiative that seeks to increase awareness of adoption issues, and this year, specifically to bring attention to the need for adoptive families for teens in the foster care system, and emphasize the value of youth engagement. In recent years, efforts have been focused on adoption for teens because we know that teens in foster care wait longer for permanency and are at higher risk of aging out than younger children. Teens need love, support, and a sense of belonging that families can provide. Securing lifelong connections for these teens, legally and emotionally, is critical in determining their future achievement, health, and well-being.

This year's National Adoption Month theme is "Empowering Youth: Finding Points of Connection." Empowerment helps youth develop their identity and recognize their talents and strengths. When you are a teen in the child welfare system and away from your family, developing your identity can feel like you are on the journey alone. As child welfare professionals, volunteers and Guardian ad Litem Attorneys with the Florida Guardian ad Litem Office, our mission is to partner on this journey with the youth and help them find new connections and opportunities.

Each Florida community critically needs Guardian ad Litem Volunteers to help represent children in the foster care system. Mentors are also needed as part of the Hope Florida – Pathway to Promise initiative to help youth transition from foster care into adulthood.

Florida Guardian ad Litem Office Child Advocate Manager Deb Eulo began working with a newborn child in 2005. At one point in time, Deb, along with a Guardian ad Litem Attorney and a Guardian ad Litem Volunteer, were assigned to six children within this family as other children were born and placed into foster care. Sometimes, they felt their efforts were in vain, but the team kept showing up for the children.

Recently, the newborn from 2005, Christina, turned 18, and she is trying to make it on her own after being in foster care her entire life. She has been plagued with the effects of the trauma she suffered during times when she was reunited with a mother who could not care for her and allowed her to be abused by others. Christina has expressed to her team that little things like answering phone calls at all hours of the night and speaking with law enforcement to help explain a situation mean a lot to children who have been abused and abandoned.

Many would decide that it was a failure because this newborn never left the dependency system. The most important thing we can do as child advocates is be present for the child whenever needed. Present for the court hearings and present at the birthday parties. Present when the placements break down and the children must be sheltered again. Present when a runaway teenager calls in the middle of the night and knows one of her Guardians ad Litem will answer the phone. Present when a confused teenager is the subject of a baker act due to a mental health crisis.

The Florida Guardian ad Litem Office did not stop advocating for these children when it became hard and sometimes felt impossible. Hundreds of reports were written, and hundreds of court hearings were attended over the last 18 years for these children, and, the entire time, their Florida Guardian ad Litem Office Child Advocate Manager Deb Eulo remained involved.

Last week, permanency was achieved for one of Christina’s siblings so that she could remain in the care of relatives. Our Guardian ad Litem Attorney, Kimberly VanBibber, filed a motion to close the case after it became clear that other attorneys in the system of care did not deem it urgent. We are glad to report that this month, Christina’s four-year-old sister achieved permanency and will not have to suffer the trauma and heartbreaks that her older sister did. Christina wanted this for her sister; she knew it was needed.

During a recent call from Christina to Deb Eulo, Christina stated, “You are the only one who believes in me. You are my only family.”

The Florida Guardian ad Litem Office changes the lives of the children we represent, not just in court representing their legal interests, but daily, showing up and being present in their lives during the good times and the bad.

Although every abused, neglected, and abandoned child appointed to our Office for representation has a Guardian ad Litem Attorney and a child welfare professional on their team, not every child has a Guardian ad Litem Volunteer. The answer is simple: we do not have enough. Ken and MaryAlice David started 2023 determined to make a difference. They chose to make that difference by joining the Florida Guardian Litem Office and helping older youth in foster care by becoming FAWL in Love with GAL Mentors. FAWL in Love with GAL is a partnership with the Florida Association for Women Lawyers, where pro bono attorneys mentor foster youth as they transition to independence.

MaryAlice understood the need for older youth to have someone they could turn to, a “professional friend,” she calls it. She knew she could use her lived experience to help a foster youth transition to adulthood. After matching with a youth, she spent time with her to learn her interests. She discovered they both love to read. Now, they read the same books together. MaryAlice also sent her a letter and stationary so that they could write to each other. MaryAlice sees herself as another set of ears for the youth to talk to. Every week MaryAlice calls her youth and just listens.

Ken first started with our Office as a Pro Bono Guardian ad Litem Attorney, but then he saw the need to become further involved and become a mentor, too. He says that older youth in care need someone, whether they feel things are going well or poorly. He wants to be that person, showing the youth he mentors that he is there whenever they need him.

As supportive adults, Ken and MaryAlice are changing the trajectories of youths’ lives in their community, and for that, the Florida Guardian ad Litem thanks them. We recognize them and the over 65 FAWL in Love with GAL mentors throughout the state during National Pro Bono Week for using their knowledge, skills, and experience to make a difference in the lives of Florida’s most vulnerable children.

It is National Pro Bono Week!

When Marilyn Linares, a former Statewide Guardian ad Litem Office Attorney, changed jobs, she could not leave her children behind. She immediately became a pro bono attorney for the Office.

Throughout the last year, she has spent countless hours representing children in the dependency system. She currently has four cases. Even though she now works in a private firm, Marilyn is always present for her dependency cases, advocating for the children in court. She sends emails, makes calls, and visits to make sure she has the most up-to-date information. Currently, she is preparing for a trial to try to move her children closer to what every child needs and deserves, a permanent, safe home.

The children she represents know that they have a fierce advocate in her, and today, Marilyn is our Pro Bono Hero for Kids!

It is National Pro Bono Week!

Attorney Samantha Wuschke has always been passionate about helping others. This year, she decided to make a difference by volunteering as a Florida Guardian ad Litem Office Defending Best Interests (DBI) Pro Bono Attorney.

Samantha jumped right in, taking two related termination of parental rights appeals in cases that had been active since 2020. These appeals were obstacles to the children finding a safe and permanent home as they entered their third year in out-of-home care. Knowing the impact that resolution of the appeal could have, she meticulously combed over the record. She crafted her arguments to tell the children’s story and persuade the appellate court to uphold the termination. She donated 50 hours in a single month so that, through her words, the children could be represented and heard during the appeals process. The termination orders were ultimately upheld, and the children are one step closer to finding their forever home.

Thank you, Samantha, for using your time, skills, and passion to represent Florida’s abused, abandoned, and neglected children. In honor of National Pro Bono Week, we recognize you and the hundreds of pro bono attorneys, many of whom have participated in DBI through the years, for the high-quality legal advocacy you provide for dependent children. It is National Pro Bono Week!

Sometimes, pro bono attorneys make such an impact that they become the gold standard. Sarah Niss is one of those attorneys and today is our Pro Bono Hero for Kids. She is compassionate, solution-oriented, and deeply committed to the children she represents.

Sarah is a pro bono Guardian ad Litem Volunteer. Recently, she agreed to take on an unusually complex case with three teens who have been through challenging circumstances. When suggested that the youngest may need placement in a more restrictive environment, Sarah was one of the only people to advocate for the youth to have more time to adjust to the changes in her life before further action was taken. Sarah’s advocacy allowed this youth to have the time she needed to stabilize in her placement, and now she is the student of the month at her school and is accomplishing all of the goals Sarah believed she could.

When another of the siblings had a baby of her own placed into foster care, Sarah advocated for the teen to stay involved in the baby’s life in whatever capacity she could. When the teen’s siblings said they would like to see the baby, Sarah ensured they could frequently visit with their new nephew.

When the eldest sibling turned 18, Sarah helped her get everything she needed to transition to independence smoothly. Sarah then put together a gift basket with everything needed to celebrate this milestone.

Sarah continues to provide unwavering support and dedication to these youth. Working with the Florida Guardian ad Litem Office team, her advocacy positively impacts their lives.

During National Pro Bono Week, we honor Sarah and the many other pro bono attorneys who work daily with the Florida Guardian ad Litem Office. From all of us and the children we represent, thank you.

We are excited to announce that Governor Ron DeSantis has proclaimed October as Foster Youth Voice Month!

The decree supports and honors Florida’s commitment to helping our children and young adults in foster care reach their full potential and live safe and healthy lives. Florida is committed to providing youth with opportunities to advocate at all levels of decision making.

At the Florida Guardian ad Litem Office, we are proud of our CHAMPIONS, all former foster children and youth who contribute and inform on policy and practice while acting as ambassadors and leaders in child advocacy efforts within their local and state child welfare communities. The CHAMPIONS use their voice to share their lived experience in the Florida foster care system to better focus on child advocacy practices, offer suggestions, and help shape the Statewide Guardian ad Litem Office priorities, training opportunities, practices and effectiveness.

Pro Bono Week takes place every year in October. It celebrates the pro bono ethic of the attorneys who volunteer their skills and expertise. At the Florida Guardian ad Litem Office, we are so grateful for the outpouring of support by Florida attorneys for our pro bono initiatives.

For our Office, the celebration is an opportunity to showcase the incredible difference that pro bono attorneys make to the system of justice, our communities, and most of all, the abused, neglected, and abandoned children our Office represents.

We encourage our friends to help us recognize the vital contributions of the hundreds of pro bono attorneys who volunteer with the Florida Guardian ad Litem Office to help Florida’s most vulnerable children.
