There are guidelines for our program: primarily that the student meets our low-income level guidelines and resides in Morgan, Cass, or Scott counties and is enrolled or planning to enroll in an accredited Illinois institution. If you would like to complete an application for our scholarship program, please call 217-243-9404 to have an application mailed to you. The entry deadline is May 28, 2021.

MCS Community Services, as supported by the Morgan, Cass, and Scott County boards will begin scheduling applications for the 2021 Energy Assistance Program begining July 27, 2020 and continuing through June 30, 2021 (or until funding is exhausted).

Due to new State of Illinois guidelines, there will be no priority groups this program year. No months set aside for certain populations.

Households with disconnection notices, high past due balances, and the general population that has been affected by wage fluctuations, are encouraged to apply early.

Households with propane are encouraged to apply early when propane is at a lower rate.

Fixed income households are encouraged to apply at any time but they could apply in or after October, during the time of year they have usually applied. The exception would be for Seniors (60+) and disabled households who are without energy service or with high past due balances who need to apply early.

Due to the COVID-19 pandemic and social distancing requirement, no in-person appointments will be given at this time. Applying for assistance will be over the phone. Documentation will need to be sent to MCS Community Services by using our office drop box, emailing ([email protected]), faxing, or regular mail delivery. Details will be given out during the phone application. Please be patient as we navigate through this system. Households interested in applying should call MCS Community Services at 217-243-9404 or 1-888-288-4413 from Monday-Thursday, 8:30-12:00 and 1:00-4:00 beginning August 3, 2020.

A single-person household can qualify with a monthly gross income of up to $2,127; a two-person household up to $2,873; a family of three can earn up to $3,620; and a family of four can earn up to $4,367. Larger households should call the office for current guidelines.

Those wishing to apply for energy assistance must furnish the following documentation to our office before an application can be completed or processed:
1.) Social Security card for all household members.
2.) Proof of all household gross income for the 30 day income period beginning with the date of the application.
3.) Most recent heat and electric bill(s)
4.) All household members over the age of 18 claiming zero income are required to provide proof of how they are surviving, such as; proof of job search, denial or appeal of disability claim, denial of unemployment, written proof of help from family, application for or receipt of DHS services(SNAP, TANF, medical cards, etc.), proof of enrollment in school, etc.

Households that have their energy costs included in their rent might be eligible for a one-time cash benefit and will be required to provide a rent receipt and/or rental agreement indicating the rent amount paid and that utilities are included in the rent.

Additionally, a homeowner whose existing heating system is not operational or has been red-tagged as hazardous may being applying for LIHEAP Furnace Assistance on July 27, 2020 through April 30, 2021, or as funding permits.

The Percentage of Income Payment Plan (PIPP) is available for LIHEAP eligible households in Morgan, Cass or Scott county who are customers of Ameren Illinois. Under PIPP, eligible households pay a percentage of their income; receive a monthly benefit towards their utility bill and arrearage reductions for every on-time payment they make, if applicable. PIPP applications will be taken on a first-come, first-served basis starting September 1, 2020 through March 31, 2021, or until available funding per county, per utility, is met. The 30 day income guidelines for PIPP are based on 150% of the Federal Poverty Level and the number of persons living in the household. The guidelines are as follows: 1-$1,595, 2-$2,155, 3-$2,715, 4-$3,275 (add $560 for each additional household member).

The LIHEAP program is funded through the U.S. Department of Health and Human Services and the State of Illinois and administered by the Illinois Department of Commerce and Economic Opportunity-Office of Community Assistance. Based on program guidelines applications may be denied due to program ineligibility, lack of documentation or lack of funding availability. Beginning Monday April 6, MCS Community Services will begin setting over the phone appointments for Energy Assistance, Rental Assistance, and Re-connection Assistance. We will not be doing any in person appointments. The Energy Assistance Program is still only for people who have not applied since October 1, 2019. Please call 217-243-9404 to set an appointment, starting April 6.

MCS Community Services will be extending our closure to at least April 7, 2020. All programs will also be extended. Utility companies are not disconnecting at this time. You will need to make arrangements with your landlord as we are not currently able to take rental assistance applications. Our anticipated re-open date of April 7 is subject to change at any time. MCS Community Services is still offering help for electric, gas, and propane bills. Your bill does not have to be past due. You must be income eligible. If you have not applied since October 1, 2019 you may be eligible. At the time of your application you will need:
1. Proof of income for the previous 30 days.
2. Social Security cards for everyone in the home.
3. Most recent electric, gas, and propane bill.
4. Link or medical cards if you receive them.

MCS Community Services is offering scholarships of up to $1,000 to income eligible students of Morgan, Cass and Scott counties, who are already attending or are planning to attend an accredited Illinois university, college, technical or vocational school. The scholarships are provided by Community Services Block Grant, a program funded by the Illinois Department of Commerce and Economic Opportunity.

Eligibility will be based upon the following:

• Must be a high school graduate or GED recipient planning enrollment, or continuing enrollment, in an Illinois post-secondary educational/vocational program;

• Must be a resident of Morgan, Cass or Scott county; and

• Must be economically disadvantaged, according to CSBG income guidelines.
