Jasper woman arrested after warrant check reveals Arkansas warrant:

On June 12, 2026, at approximately 9:30 p.m., Deputy Walker was dispatched to the 100 Block of County Road 123 in Jasper in reference to a verbal disturbance. Upon arrival, Deputy Walker began investigating the incident. It was determined the incident was a verbal altercation only. Deputy Walker conducted a persons check through dispatch and learned Kelli Moore, 38, of Jasper, was wanted out of Arkansas for Failure to Appear on an original charge of Possession of Weapon by Certain Persons, a Class D Felony. When Deputy Walker attempted to place Moore into custody, she resisted. Deputy Walker was able to place Moore into custody without injury. Moore was charged with Resisting Arrest, a Class A Misdemeanor. Moore was transported to the Jasper County Jail without incident.

She is innocent unless proven guilty in a court of law.

We had a great time attending the 35th Annual Press Club of Southeast Texas Awards Banquet last night and being a finalist for the Newsmaker of the Year Award. Myself and Colton Havard was extremely honored to be considered for it. Congratulations to the other finalists and Big Rich Courville for receiving it! If me and Colton couldn’t bring it back to Jasper and Newton County, we were pulling for Big Rich.

It’s an honor representing and serving the people of Jasper County and the Jasper County Sheriff’s Office.

Jasper man arrested for kidnapping and sexual assault of a child:

On June 10, 2026, at approximately 9 a.m., the Jasper County Sheriff’s Office received a call regarding a missing juvenile in the Buna area.
Upon arrival, deputies learned the juvenile had gone to a convenience store in Buna and had not returned. The juvenile’s parent searched the store but did not locate them. Surveillance footage from the convenience store revealed the 16-year-old juvenile entered a black sedan with an unknown male at approximately 8:39 a.m. and left traveling north on U.S. Highway 96.

Investigators quickly identified the male as Kollin Bishop, 20, of Jasper. Investigators also determined Bishop had been having inappropriate contact with the juvenile over the last several weeks. Bishop and the juvenile were located in Port Allen, Louisiana. After speaking with investigators, Bishop left the juvenile unharmed at the Port Allen Police Department near Baton Rouge, where the juvenile was reunited with their parents. The Jasper County Sheriff’s Office would like to thank the dedicated men and women of the Port Allen Police Department for their swift action and support in helping ensure the juvenile was safely returned. Further investigation revealed the juvenile had been sexually assaulted by Bishop on multiple occasions, occurring in both Texas and Louisiana.

Due to these acts, probable cause was established, and warrants were issued on June 11, 2026, charging Bishop with kidnapping, a third-degree felony, and sexual assault of a child, a second-degree felony.

Bishop surrendered to the Jasper County Jail on June 12, 2026, and is currently awaiting arraignment.

This investigation remains ongoing, and additional or enhanced charges may be filed. He's innocent unless proven guilty in a court of law. The Jasper County Sheriff’s Office would like to thank Investigator Karli Cherry and the Criminal Investigations Division for their relentless efforts in keeping Jasper County safe.

Below is my statement on the Social Media Policy of the Jasper County Sheriff’s Office. I put this statement out after I took office. We use this page for public awareness and information, educational purposes, arrest notifications and as a tool to communicate with the citizens of Jasper County. Just to be clear, the below guidelines is what I adhere to before making a post. I have been very consistent and I will not pick and choose what gets posted. Some of the comments I’ve seen regarding some of our posts are utterly ridiculous and often times just plain false. I do my best to get on here and help educate the public and answer as many questions as I can; however, we will not have court on this page, trials are done at the courthouse.

I have been in office for 18 months, thus far, I have received one phone complaint pertaining to our social media policy regarding arrests (other than someone we have arrested or their family/friends). Therefore, I believe a reasonable person can assume that the majority of the people in Jasper County are happy how our information is getting disseminated to them. I work for them. If not, they will let me know. Although individuals have a first amendment right to free speech, I would ask that each person who follows this page be respectful and courteous.

Statement regarding Public Information on social media at JCSO

I want to take a few minutes to address the social media policy at the Sheriff’s Office when it comes to the dissemination of public information. For many years the State of Texas has had very strict laws on public information regarding law enforcement operations and information that the public has a “RIGHT” to know from law enforcement agencies. Specifically, when law-enforcement makes an arrest of any individual. An “arrest” just means that law-enforcement has the suspicion to believe that a crime has been committed. Generally speaking, when arrest happens, the “suspect” hires an attorney and the legal process to a trial begins. At trial, back stories, mental competence, circumstances surrounding the suspected crime and many other things come into the consideration before a judge and/or a jury at the courthouse. If the “suspect” is convicted, that means that a jury or a judge was convinced “beyond a reasonable doubt” that he or she did commit a crime. At that time, judges/juries can give leniency if they believe leniency is warranted in that particular case.

The difference between an “arrest” and a “conviction” is far and wide. Our job at the Jasper County Sheriff’s Office is to go out and enforce the law as best as we possibly can. It can be a very difficult job, but we must rely on experience, training, good judgment, and a lot of common sense. Many times, in a county like ours, the Sheriff and the deputies know people that comes under arrest. Even during the most difficult times, we have to separate our personal feelings and be fair and professional as best as we can and enforce the law. If that means give people a break, then you give them a break. We are not judges, juries or lawyers and we SHOULD NOT ignore facts and evidence that support convictions in a court of law. Our job is to gather the facts and present the evidence in court (not on social media). It is the job of the judicial system to consider all the facts and the circumstances. More times than not, we do not make an arrest on most of our calls. However, sometimes depending on the seriousness of the offense and the circumstances, we do need to make an arrest to ensure the safety of the “suspect” and the public. When we do, this is “Public Information”. Which means the public has a right to know. For many, many years, the information regarding arrests have been made public through television, newspapers, radios, etc. Obviously, as technology progressed, social media is another way to inform the public on what law enforcement does, such as arrests, traffic incidents, weather events and other emergencies. Social Media is a great tool to immediately notify the public. Again, this information has been disseminated to the public for decades through various news outlets. Now, like most other law enforcement agencies across the world, JCSO utilizes Social Media to inform the public on what we are doing and who we arrest. This is public information. We will provide the basic facts and probable cause regarding an arrest, we will not go to trial on social media. That is done at the courthouse and every citizen should get a fair trial.

The point of this post is to educate the public about the difference between an “arrest” and a “conviction”. Under no circumstances, will we purposefully humiliate or embarrass anyone while they are in our custody. However, if you get arrested by the Jasper County Sheriff’s Office for any Felony crime, a serious misdemeanor or any other crime that may have public interest, your picture will be put on social media so that the people of Jasper County know what our Sheriff’s Office is doing and how their tax dollars are getting spent. Does it deter crime? That’s not for me to decide. I assured the people of Jasper County when I was campaigning for this job that I would be transparent, work hard and keep them informed. I’m very proud of the work our men and women are doing.

If the people of Jasper County would rather me not disseminate this information to them on social media, I can assure you, they will let me know. Me and every employee at the Sheriff’s Office work for the people of Jasper County and we will continue to work hard and do the very best we can to keep our county safe. I hope this answers a few questions regarding social media posts.

Kirbyville man arrested for Injury to a Child/Elderly/Disabled Person:

On June 11, 2026, at approximately 10:30 a.m., Deputy Kaylor and Investigator Noel responded to the 8000 block of County Road 451 in Kirbyville to serve a Felony Arrest Warrant. Deputies made contact with Markel Simmons, 18, of Kirbyville, and placed him into custody for Injury to a Child/Elderly/ Disabled Person, a Third-Degree Felony. The arrest warrant stems from an investigation conducted by Jasper County investigators in May 2026.

He is innocent unless proven guilty in a court of law.

Buna man injured while fleeing deputy; faces multiple felony charges:

On June 10, 2026, at approximately midnight, Deputy Daniel Hoke was dispatched to a residence in the 28000 block of Highway 96 South in Kirbyville for a Criminal Trespass in progress. Upon arrival, Deputy Hoke located the suspect, Christopher Hand, 36, of Buna, passed out inside a vehicle. Deputy Hoke made contact with Hand and detained him. Shortly after being detained, Hand fled on foot. Following a brief foot pursuit, Hand was taken into custody. Hand complained of shoulder and collarbone injuries after falling to the ground during the pursuit and was transported to a Beaumont hospital for medical treatment. During the investigation, it was determined that Hand had burglarized the residence and stolen several items from the property. Hand was also found to be in possession of a Controlled Substance Penalty Group 1.

The following warrants were issued for Hand:
• Evading Arrest or Detention, Class A Misdemeanor
• Possession of a Controlled Substance Penalty Group 1, Third-Degree Felony
• Burglary of a Habitation, Second-Degree Felony
• Theft of Property, State Jail Felony

Hand was released from the hospital today and placed in custody by Deputy Bradley Morgan. He is innocent unless proven guilty in a court of law.

Due to the fact that the suspect was injured during his attempt to flee, the deputy's body cam is being released for transparency purposes. Hand is a constant problem in our county and is a habitual thief. Our men and women are out here getting the job done, and I am proud of the work they are doing to help keep our community safe.

Today, I had the honor of attending the Lamar University Police Department's pinning ceremony for Dalton Pulliam, son of JCSO Chief Deputy Larry Pulliam.

I wanted to take a moment to brag on Chief Pulliam and his family. I've known Larry and his family for the majority of my law enforcement career, and while he gives so much of himself in service to the citizens of Jasper County, he has always given even more to his family.

His daughter, Brea Pulliam, has built a successful career as a talented hairstylist. His son, Jordan Pulliam, is a ten-year veteran of the Texas Department of Public Safety. And today, we celebrate Dalton, who has graduated from the Lamar University Police Academy and will begin his career as an officer with the Lamar University Police Department.

As Sheriff, one of the greatest compliments I can give someone is to say they have raised good people, and Chief Pulliam and their mom have certainly done that. I am proud of the people these kids have become and proud of the parents who helped guide them along the way.
Congratulations, Dalton! We wish you a long, safe, and successful career in law enforcement... and maybe one of these days you can come up north and work beside your dad. 😉

The Jasper County Sheriff's Office is excited to introduce our newest jailer, Sara Alcala! For the past three years, Sara has been a dedicated employee at the Jasper County Courthouse. She is now taking the next step in her career by joining the law enforcement side of public service and attending the Jasper Police Academy, where she will graduate in December. Sara is bilingual, which will allow her to play a vital role in communicating with and assisting Spanish-speaking inmates and their families We are proud to have Sara as part of the JCSO family and look forward to her continued service to our community.

The Jasper County Sheriff's Office would like to specially thank Keisha Williams with Goodwill for taking the time last week to host a job readiness training session for our jail inmates. Since I took office, Goodwill has been an outstanding community partner, providing valuable resources and guidance to help our inmates prepare for a successful future. Through programs like this, they learn essential skills such as job searching, completing applications and preparing for employment opportunities upon release. We are extremely grateful for partnerships like these that help equip the inmates with the tools they need to make positive life changes and become productive members of our community.

On June 1, 2026, Reanna Wolverton, 26, of Brookeland, contacted Sheriff Chuck Havard to inquire whether she had a fugitive warrant for her arrest. It was confirmed that Wolverton was wanted by Jasper County on a Motion to Adjudicate Guilt warrant stemming from the original charge of Possession of a Controlled Substance, Penalty Group 1, Third-Degree Felony.

On June 4, 2026, Deputy Kaylor went to a residence on Private Road 7065 in Brookeland to serve a felony probation violation warrant. Deputy Kaylor located and arrested James Cofty, 63, of Brookeland. Cofty was wanted out of Jasper County for a probation violation on the original charge of Possession of a Controlled Substance, a Third-Degree Felony.

On June 5, 2026, I received information that a wanted fugitive was staying at a residence on the Bonami Road in Kirbyville. I get up early with the chickens so | arrived at the residence with our deputies early that morning. After repeated knocks, the subject's grandmother came to the door and said he wasn't there. I told her I didn't think she was being honest and she finally told me he was in the back bedroom of the travel trailer. We entered the residence, located and arrested the subject. The subject is Jaron Alexander David, 29, of Bay St. Louis, Mississippi. The warrant was out of Newton County for Motion to Adjudicate Guilt, Possession of a Controlled Substance, a 2nd Degree Felony. Public Service Announcement- when and if law-enforcement shows up at your house/place of business looking for a wanted fugitive, please do not try to hinder their apprehension. (Even if it's your family). This is a serious violation of the law and you can be arrested.

On June 7, 2026, at approximately 7:38 a.m., Deputy Kaylor conducted a consensual encounter with Tina Kiernan, 36, of Brookeland, at the Brookeland Country Mart. Deputy Kaylor spoke with Tina for several minutes, in which she untied a black bag from her waistband and threw it in the trash can in front of Deputy Kaylor. Deputy Kaylor retrieved the bag and it contained a m**h pipe. Deputy Kaylor furthered his investigation, and Tina admitted to having a loaded syringe on her person. Tina admitted the syringe was loaded with Methamphetamine.
Deputy Kaylor placed Tina under arrest for Possession of a Controlled Substance, located in Penalty Group 1, in the amount of 2.7 Grams, a Third-Degree Felony.

Kelby Michael Webb, 32, turned himself into the Jasper County Jail on June 7, 2026, at approximately 8:30 p.m. Webb had a variety of probation warrants out of Jasper County:
Motion to adjudicate guilt, Burglary of Habitation- (F2)
Unlawful Possession of a Firearm by a Felon (F3)
Money Laundering (SJF)
Manufacture/Delivery of a Controlled Substance (SJF)
Possession of Ma*****na (MA)

On May 20, 2026, Jasper County Jail inmates notified jail administrators, who then notified Major Steve Crowell of a possible inappropriate incident involving an inmate trustee work crew and a county employee. An investigation was initiated after multiple inmate trustees alleged that the county employee made offensive, inappropriate comments and engaged in unwanted physical contact toward an inmate while acting under the authority of his position. Investigators subsequently conducted interviews with numerous witnesses and the county employee. During the investigation, the county employee admitted to the alleged actions. Based on the facts and evidence obtained, the case was submitted to the district attorney for review. It was determined that probable cause had been established, and an arrest warrant was issued for the suspect, identified as Tony Harris, 65, of Evadale. Harris was arrested and charged with Official Oppression, a Class A misdemeanor. To reiterate, Harris is not an employee of the Jasper County Sheriff’s Office. Harris is employed by the Jasper County Precinct 4 Commissioner and served as a supervisor for the inmate trustee work crew. Any disciplinary action will be handled through the Precinct 4 Commissioner. The Jasper County Sheriff’s Office takes all allegations of misconduct seriously and is committed to the safety and lawful treatment of every individual in its custody. We will not tolerate any person abusing a position of authority or violating the rights of another individual, including jail trustees. When criminal conduct is identified, it will be thoroughly investigated and appropriate action will be taken.

On June 5, 2026, Investigator Noel was contacted by Sheriff Chuck Havard and asked to meet with a complainant regarding an assault. Investigator Noel met with the victim, who reported being assaulted by a former partner in 2025. An investigation was initiated, and numerous items of evidence were collected and analyzed. The case was submitted to the district attorney for review. It was determined that probable cause had been established, and an arrest warrant was issued for the suspect, identified as Ray Beck, 74, of Georgetown. Beck was arrested and charged with Assault Family Violence Impeding Breath, a third-degree felony.

Everyone listed in this report is innocent unless proven guilty in a court of law.
