Since the election of Mayor Fitzwater, the process of appointments for the city’s boards and commissions has experienced an increasing level of challenges. In last Thursday’s News Tribune, Councilman Mike Lester’s resolution for the Administration Committee was described. This included four “preferences” to be utilized in appointing persons to the Parks and Recreation and Planning and Zoning Commissions: 1. Prefers at least one person from each ward, no more than 3 from one ward. 2. Mayor should consult with “relevant department director” for first-time appointments. 3. First-time appointments should appear in person before the administration committee. 4. Nothing shall limit the mayor’s authority to appoint members of committees, boards and commissions. Committee voted ultimately to send the resolution to the full council, with two council members in favor, one against and two absent. Challenges to mayoral appointments were not the norm under the former mayor’s term – only since the election of Mayor Fitzwater. The City’s Charter states that one of the Mayor’s duties is Appointments: “The mayor with the advice and consent of a majority of the council, shall appoint all members of committees, boards and commissions.” Challenges to the appointments process has resulted in conflict among Council members for several months. Should members of the City Council place restrictions on the Mayor’s appointments? Should the City Charter be amended? Should prospective commission members be submitted to in person questioning prior to their appointments being presented to City Council? We’d like to hear your thoughts.
