Jennifer Van Vrancken, Councilwoman Councilwoman At-Large for Jefferson Parish, Division A Jennifer knows now is a critical time for Jefferson Parish to take a leadership role in the region.

Jennifer Van Vrancken is currently representing all of Jefferson Parish, Louisiana as Councilwoman At-Large, Division A. She recently served two terms representing Council District 5, which includes Metairie, Old Metairie, Fat City, and Bucktown. Prior to serving on the Parish Council, Jennifer served as Jefferson Parish’s Chief Operating Officer, where she was responsible for approximately 40 dep

artments, 2,400 parish employees, and a budget of $500 million. During her tenure on the Parish Council, Jennifer was named “Legislator of the Year” by the Alliance for Good Government. She is a leader in fighting crime and a defender of public safety, establishing a grant program for neighborhoods to purchase crime cameras. Jennifer is a cultural advocate, spearheading efforts to create art & beautification, community gatherings & events, and outdoor recreation & green spaces, especially in overlooked areas and along the parish’s beautiful coastal shoreline. Jennifer’s legislation also serves as a model across the state for its win-win approach on challenging issues, like finding a successful path for Uber & Lyft to operate fairly alongside taxis and a way for residents to opt out of newspaper ads tossed on lawns, reducing litter and earning accolades from the Louisiana Department of Environmental Quality. She believes her positive, proven approach to public service will keep Jefferson moving in the right direction and preserve the safe, vibrant quality of life all residents should expect.

This morning we went to the Jefferson Chamber Legislative Breakfast at the Alario Center. We heard from our state representatives and senators in the Jefferson Parish delegation, as well as Will Green of LABI and Jasmine Brown DeRousselle of GNO Inc., who provided a comprehensive recap of the latest Louisiana legislative session.

They gave us informative, insightful, and inspiring updates on the policy priorities for our region… such as key legislation passed; significant investments made in economic development, workforce training, and fortified roofs; drastic improvements in our state’s education and reading levels; critical areas of reform (such as insurance)… and also where reform is still needed (such as tort reform and taxes).

As mentioned several times, the appetite for reform is real… and we see it at all levels in our parish, region, and state. And it’s great to see the emphasis on regionalism. Thank you to Jasmine for spotlighting our successful R.E.L.I.F. Pilot Program that provided gap funding for JP residents installing fortified roofs… and for highlighting how this program is the model that other parishes in our region, like Orleans, are adopting.

It felt good to be in a room full of leaders willing to tackle the big issues, find creative solutions to some of our toughest challenges, and work together for the greater good.

Yesterday, I was honored to speak at a New Orleans City Council committee meeting about our incredibly successful R.E.L.I.F. pilot program, which provided up to $5k in gap funding to some Jefferson Parish homeowners who received grant funding to install a FORTIFIED Roof through the state’s lottery program (Louisiana Fortify Homes Program).

Our office worked directly with the Louisiana Department of Insurance to implement the pilot program, which mirrored the state’s lottery system. Commissioner Tim Temple also spoke at yesterday’s meeting and praised our program for its effectiveness in getting more homes in at-risk coastal areas fortified, which is the best defense against hurricanes and the best way to lower homeowners insurance costs.

It is also critical to recruiting new insurers to the state (which = more options) and to lower insurance costs in the state… 20% of homes being fortified is a ‘critical mass’ number.

Our pilot program was such a success and had such an incredibly high completion rate, that it is now the model being used by other parishes in our region, such as Orleans Parish! Commissioner Temple talked about how these programs are the model for the rest of the country, as well. We are proud and grateful to be able to provide such a direct, tangible, and meaningful resource to citizens in our Parish to make it easier and more affordable to fortify their homes.

We are looking for a permanent funding source to expand our R.E.L.I.F. program so we can offer funding assistance to more homeowners in Jefferson Parish. We are excited and hopeful about what can come from this… and our regional efforts. Stay tuned.

Today in Lafitte I joined Governor Landry, State Representative Kerner, Councilman Kerner, Jean Lafitte, La Mayor Crain, Mayor Robert Billiot, City of Westwego, Westwego Councilwoman Valence, Westwego Councilman Utley, and a host of local fishermen as House Bill 857 was signed into law.
This important legislation strengthens seafood labeling laws and protects Louisiana fishermen by cracking down on imported and commingled seafood being marketed as Louisiana seafood. Thank you to Louisiana’s fishermen for all you do. Together, we’re protecting the future of Louisiana seafood.

It’s always wonderful to visit with our most mature residents. Today we visited the Marrero Senior Center with copies of the Senior Resource Guide my office created. It’s chock-full of info for senior citizens and those who love and care for them. I also got to participate in calling bingo for the group- something they take very seriously!

We’ve heard and read the concerns of countless citizens about their utility bills. We’ve been looking into these issues, meeting with the Administration, and working on solutions.

I placed two items into summary on the Jefferson Parish Council agenda so we can move toward addressing your billing concerns.

One of my recommendations is to do an analysis to look at what the proposed rates are for the next 20 years and see: Are they fair? Are they in line with other communities? Have they gotten too aggressive? If so, maybe we need to pause or adjust those rates over time so they’re not so burdensome.

I’ve also requested that the parish consider bringing on a third party to look into issues, especially any repeated patterns, and resolve billing disputes.
