Yesterday, the Association of Inspectors General (AIG) kicked off its August Inspector General Institute. Through the AIG Inspector General Institute, professionals in the Inspector General community can earn certifications as Certified Inspector General, Certified Inspector General Auditor, Certified Inspector General Evaluator, Certified Inspector General Counsel, and Certified Inspector General Investigator.

Jefferson Parish IG Kim Chatelain serves as AIG Second Vice President and Chairperson for the AIG Professional Certification Board and annually instructs certification candidates. On the first day of the Institute, IG Chatelain instructed on History & Overview of the Inspector General Function to participants in the Auditor track. She will also instruct General Counsel candidates on Principles & Standards and Inspector General candidates on Leadership & Supervision.

This year’s Institute includes 220 attendees representing more than 75 organizations, including federal, state, city, county, and military institutions. Attendees represent 27 states, the District of Columbia, Guam, and Puerto Rico. The Institute and its certification programs are designed to establish and demonstrate professional competency in the specialized field of government oversight by providing training in common standards, ethical principles, methodologies, and best practices applicable to each discipline within the Inspector General profession.

The JPOIG is proud to see IG Chatelain contributing to the education and professional development of oversight professionals from across the country and beyond.

Evaluation of Third-Party Inspections | Jefferson Parish Office of Inspector General

The Jefferson Parish Office of Inspector General has released a new evaluation examining the Department of Building Permits' oversight of third-party residential building and trade inspections.

The evaluation was initiated following state and federal criminal investigations involving allegations of falsified inspection reports, fraudulent permitting practices, bribery, and conflicts of interest related to inspections performed in Jefferson Parish and the City of New Orleans.

The JPOIG found significant deficiencies in oversight of third-party inspectors, including failures to verify inspector qualifications, implement recently adopted ordinance requirements, and require sufficient documentation to demonstrate inspections were performed on-site. These deficiencies increase the risk of fraudulent inspections and compromise the integrity of the permitting process.

This morning, the Jefferson Parish Office of Inspector General released Evaluation Report #2023-0009 – Evaluation of Third-Party Inspections.

The evaluation was initiated following state and federal arrests and indictments involving allegations of falsified inspection reports, fraudulent permitting practices, bribery schemes, and conflicts of interest related to inspections performed in Jefferson Parish and the City of New Orleans.

The purpose of the evaluation was to determine whether the Jefferson Parish Department of Building Permits (DOBP) and third-party inspectors complied with applicable laws and regulations and whether the Parish required sufficient documentation to verify that third-party inspections were actually performed on site.

The evaluation identified four primary findings:

• DOBP failed to obtain required documentation for third-party inspections, including photographs, geotagged images, and other records required by state law and Parish ordinance.

• DOBP accepted inspections that did not meet required prerequisite conditions, including inspections performed before required approvals or earlier stages of construction were completed.

• DOBP accepted inspections from inspectors who did not meet required registration and credential requirements established by Parish ordinance.

• DOBP failed to properly register and maintain records of qualified third-party inspectors, resulting in inspectors being approved without adequate documentation of required qualifications.

The Jefferson Parish Ethics & Compliance Commission (ECC) will meet tonight, Wednesday, July 29, 2026, at 5:00 PM.

The agenda includes presentation and discussion of the Jefferson Parish Office of Inspector General's Report, consideration of a proposed consent agreement related to an ethics complaint, and review and approval of the 2027 JPECC/JPOIG shared budget.

Public comment is welcome — each speaker will have up to two minutes to address the Commission.

Transparency and accountability are strengthened when the public stays informed and engaged. We encourage residents to attend and participate in the process.

Due to the potential impacts of Tropical Depression Two, the Jefferson Parish Council will host a special Council Meeting tomorrow (Tuesday, July 21, 2026) at 9:30 a.m. at the Joseph S. Yenni Building (1221 Elmwood Park Boulevard, 2nd floor Council Chambers, Jefferson, LA 70123).

Tomorrow’s special meeting is strictly procedural, and is required for the Council to vote on a resolution to relocate Wednesday’s regular Council Meeting from the Grand Isle Multiplex to the General Government Building (200 Derbigny St., Gretna, LA 70053). Tomorrow’s meeting will not replace Wednesday’s regular Council Meeting.
