The Jefferson Parish Office of Inspector General (JPOIG) is an operationally independent department within Jefferson Parish Government whose mission is to assist in improving operations and deterring and identifying fraud, waste, abuse, and illegal acts, and to provide increased accountability for parish government, its departments, agencies, special districts, and other entities receiving funds by or through the parish, in order to preserve public trust.

Earlier this week, Inspector General Kim Raines Chatelain spoke with members of the Legal Professionals of New Orleans on the laws relating to Inspectors General.

The discussion highlighted the mission and scope of the Jefferson Parish Office of Inspector General, as well as examples of recent reports and oversight work impacting Jefferson Parish.

Last week, Inspector General Kim Raines Chatelain participated as a panelist on Ringside "Politics with a Punch"—a long-running Louisiana forum known for its candid, fast-paced, and often humorous discussions on current events.

Hosted by Jeff Crouere, Politics with a Punch brings together a diverse mix of public officials, media figures, entertainers, and community leaders for a live, unscripted conversation on issues impacting our parish, state, and nation.

Last week, Deputy Inspector General Jeff Adolph spoke with members of the Accounting & Financial Women's Alliance - New Orleans Chapter and the Association of Government Accountants - New Orleans Chapter about the work of the Jefferson Parish Office of Inspector General.

During the presentation, he shared examples of recent cases and discussed the ongoing challenges of providing independent oversight in Jefferson Parish.

We appreciate the opportunity to engage with both organizations and thank the Accounting & Financial Women’s Alliance and the Association of Government Accountants for the invitation.

The JPOIG 2025 Annual Report is now live.

This year’s theme—“Closing the Loop: From Findings to Fixes and Facing Opposition”—highlights a hard truth: identifying problems in government is the first step. Real accountability requires action by the Administration and Council.

In 2025, the JPOIG:
▪️ Published 6 public reports
▪️ Issued 1 public letter
▪️ Reviewed 84 complaints (+17% from 2024)
▪️ Referred 18 matters to outside agencies (+56% from 2024)
▪️ Opened 5 new investigations

Since its creation, the office has contributed to 64 public reports, 16 position papers, and 8 arrests stemming from referred matters.

Still, nearly 60% of all findings remain unresolved and unanswered by Parish leadership. Oversight begins, not ends, with a report—it happens when leaders act.

Meaningful reform depends on action by Parish leadership. Without it, risks remain, and opportunities for improvement are lost. Closing the loop requires action.

As Inspector General Kim Raines Chatelain put it: “Oversight works best when it is paired with a commitment to improvement.”

The Jefferson Parish Ethics & Compliance Commission (ECC) will meet tomorrow, Wednesday, March 18, 2026, at 5:00 PM.

Location: 1221 Elmwood Park Blvd., Jefferson, LA. (Yenni Building) Council Chambers (2nd Floor).

The agenda includes discussion of recent reports and public work from the Office of Inspector General, along with discussion of an appointment to the Quality Assurance Review Committee and other ethics-related matters.

Public comment is welcome—each speaker will have up to two minutes.

Transparency doesn’t happen by accident. It happens when people show up, pay attention, and ask questions.

Last week, Inspector General Kim Chatelain spoke with members of the Louisiana Republican Assembly – NOLA Region about the mission and work of the Jefferson Parish Office of Inspector General.

She shared the history and mission of the JPOIG, discussed recent reports and accomplishments, and spoke candidly about the challenges faced in carrying out independent oversight. Inspector General Chatelain also fielded thoughtful questions from members and expressed her appreciation for the opportunity to engage directly with the community about the important work of promoting transparency, accountability, and integrity in Jefferson Parish government.

The Jefferson Parish Ethics & Compliance Commission unanimously adopted Resolution No. 70 in support of the JPOIG's proposed education initiatives which are opposed by the Parish President.

Parish President Lee-Sheng continues to block the Inspector General's plan for a single monthly email reminding employees where and how to report fraud, waste, and abuse.

The Ethics and Compliance Commission adopted Resolution No. 70 supporting the Inspector General's education initiatives to raise awareness among Parish employees.

When employees don’t know where or how to report wrongdoing, oversight fails before it even begins.

Supporting accountability and ethics in government isn't symbolic - it requires action.
