Knowledge, Skills, and Abilities: Extensive knowledge of real and personal property assessment, exemptions, conservation uses, and historic properties is required. Experience in a management position, preferably in a Tax Assessors Office or similar setting. Strong verbal and written skills are required.
Minimum Education, Training, and Experience: Qualified applicants must possess the knowledge and level of competency commonly associated with the completion of a Baccalaureate Degree in a course of study related to this occupational field. Preference will be given to qualified applicants with at least a Baccalaureate degree in a related field from an accredited college or university.
Other requirements include: three to five years of paid, related work experience; a valid Georgia driver’s license; possess the required appraiser certifications from the Georgia Department of Revenue (Appraiser III or Appraiser IV); proficient in the use of Microsoft Office Suite (Outlook, Excel, PowerPoint, and Word); and either the knowledge to use or the ability to learn and use a Georgia Department of Revenue approved software CAMA application. Excellent written and verbal skills are required.
A High School Diploma is required. A Baccalaureate's Degree in Business Administration, Real Estate, or closely related field is preferable. Education to be supplemented by college level course work or technical training in property appraisal and property assessment; and/or training that includes real property appraisal, personal appraisal, or property assessment. Five (5) to seven (7) years of increasingly responsible experience in the area of ad valorem taxation and/or real estate appraisal, with a minimum of three (3) years management/supervisory experience in property tax environment.
Required Certificates/Licenses: Valid Georgia Driver’s License is required. Appraiser III or IV designation is required and/or the ability to achieve Appraiser III certification from the Georgia Department of Revenue within two (2) years of hire is required. State of Georgia Real Estate Appraiser license or certification is preferred.
Salary Range: Minimum $80,000 to a maximum of $90,000 based on education, experience, and certifications/licenses.

JOB SUMMARY
This position exercises considerable independent judgement in directing the appraisal work of the Department. The incumbent performs management, supervisory, and technical appraisal duties in directing the work of the Tax Assessor’s Office. The position is responsible for the appraising and listing of all real, personal, and public utility properties in Wayne County. Plans, organizes coordinates, and directs the on-site inspections, audits, appraisals and assessments of all property in accordance with State law and County policy. Supervise the departmental staff of administrative, technical, and clerical employees to ensure accurate and timely completion of duties. Reports to the Board of Tax Assessors.
MAJOR DUTIES
This list represents the essential tasks performed by the position. The incumbent may be assigned additional or fewer duties by the Wayne County Board of Tax Assessors, as necessary.
Administers the daily operations of the Office of the Tax Assessor, including those functions mandated by the State of Georgia, Board of Tax Assessors, and the county.
Supervises, directs and evaluates assigned staff; processes employee concerns and problems; establishes and directs work and prioritizes work assignments; responds to employee concerns and problems and counsels or disciplines personnel as appropriate; makes hiring or termination decisions or recommendations.
Supervises the work of personnel engaged in conducting personal and real property appraisals, including residential, commercial, industrial, mobile homes, farmland, timber sales, and personal holdings such as boats, aircraft, and business possessions. Supervision also includes business inspections and the issuance of business licenses, homestead exemptions, conservation land use applications, Forest Land Protection Covenants, and over the appeal process of all real and personal property in the county.
In addition to the supervisory role of the Chief Appraiser, the Chief Appraiser also must be able to perform appraisal work in the field when necessary.
Develops, implements, interprets, and enforces policies and procedures of the Assessor’s office.
Interprets, applies, and ensures compliance with applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates actions necessary to correct deviations or violations.
Establishes short-term and long-term goals for the department and consults with managers to ensure goals are achieved.
Works with representatives of the Georgia Department of Revenue and the Georgia Department of Audits and Accounts to ensure accurate digest submissions.
Directs the preparation of the annual tax digest; manages property appraisal activities; develops and analyzes annual ratio studies; reviews and makes recommendations regarding homestead, current use, and personal property exemption applications; reviews and makes recommendations for appeals; reviews consolidation reports for all taxing jurisdictions; assists in the calculation of millage rate roll back rates.
Works with the real and personal property appraisers in the implementation of the review cycle for taxable property to ensure proper valuation; researches and analyzes matters affecting the assessment and value of property, including proposed and newly passed legislation.
Meets with the Board of Tax Assessors and the county appraisal staff to discuss events affecting operations, policies and procedures, work progress, proposed tax legislation, or new or revised property appraisal regulations.
Represents the Board of Tax Assessors in tax appeals to the Board of Equalization and Superior Court.
Represents the Board of Tax Assessors in audits and performance reviews by the Georgia Department of Revenue.
Works with the County Administrator and Board of Commissioners to resolve budgetary issues and other administrative matters.
Develops, recommends, updates, and implements department policies and procedures; reviews the efficiency and effectiveness of operations, methods, processes, and procedures; implements improvements.
Schedules and attends staff meetings; schedules staff training.
Develops, implements, and administers the department budget; monitors expenditures for compliance; develops budget estimates and projections.
Makes or directs all purchases, check requests, and requisitions for the department.
Provides information and assistance regarding the appraisal process; responds to questions or complaints.
Oversees the implementation of mass appraisal programming software.
Directs the maintenance of the department website.
Prepares documentation as requested by the Board of Tax Assessors.
Maintains a comprehensive, current knowledge of appliable property tax laws and regulations.
Maintains professional affiliations; attends workshops and training sessions as appropriate.

SUPERVISORY CONTROLS
The Board of Tax Assessors assigns work in terms of departmental goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include the Official Code of Georgia Annotated, Georgia Department of Revenue Rules and Regulations, the Appraisal Procedures Manual, and applicable department and county policies and procedures. These guidelines require judgement, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
The work consists of varied administrative, management, supervisory, and property assessment duties. Strict and changing guidelines, as well as the volume of work, contribute to the complexity of the position.
The purpose of this position is to administer the day-to-day operation of the department. Successful performance in this position ensures the creation and maintenance of a fair and accurate valuation and taxation of real and personal property.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the Deputy Chief Appraiser, Real Property Appraiser(s), Personal Property Appraiser(s), and tax assessor department’s staff.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three (3) to five (5) years of related experience.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
Ability to meet the necessary requirements of Appraiser III or Appraiser IV as mandated by the Georgia Department of Revenue.
Proficient in the WinGAP CAMA (Computer Assisted Mass Appraisal) system.
Possess excellent skills communicating with the public and other governmental agencies.
The ability to learn and understand relatively complex principles and techniques and to acquire knowledge of topics related to the primary occupation.
The ability to utilize mathematical formulas and analyze statistical data.
PHYSICAL DEMANDS/WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently walking, standing or stooping. The employee occasionally lifts light and heavy objects.
The work is typically performed in an office, but at times may also require field work in the outdoors.
The employee may be exposed to dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Work requires use of certain protective devices and safety equipment as mandated in the Wayne County Tax Assessor’s Policy and Procedures manual.
