JOB SUMMARY

This position exercises considerable independent judgement in directing the appraisal work of the Department. The incumbent performs management, supervisory, and technical appraisal duties in directing the work of the Tax Assessor’s Office. The position is responsible for the appraising and listing of all real, personal, and public utility properties in Wayne County. Plans, organizes coordinates, and directs the on-site inspections, audits, appraisals and assessments of all property in accordance with State law and County policy. Supervise the departmental staff of administrative, technical, and clerical employees to ensure accurate and timely completion of duties. Reports to the Board of Tax Assessors.

MAJOR DUTIES

This list represents the essential tasks performed by the position. The incumbent may be assigned additional or fewer duties by the Wayne County Board of Tax Assessors, as necessary.

Administers the daily operations of the Office of the Tax Assessor, including those functions mandated by the State of Georgia, Board of Tax Assessors, and the county.
Supervises, directs and evaluates assigned staff; processes employee concerns and problems; establishes and directs work and prioritizes work assignments; responds to employee concerns and problems and counsels or disciplines personnel as appropriate; makes hiring or termination decisions or recommendations.
Supervises the work of personnel engaged in conducting personal and real property appraisals, including residential, commercial, industrial, mobile homes, farmland, timber sales, and personal holdings such as boats, aircraft, and business possessions. Supervision also includes business inspections and the issuance of business licenses, homestead exemptions, conservation land use applications, Forest Land Protection Covenants, and over the appeal process of all real and personal property in the county.
In addition to the supervisory role of the Chief Appraiser, the Chief Appraiser also must be able to perform appraisal work in the field when necessary.
Develops, implements, interprets, and enforces policies and procedures of the Assessor’s office.
Interprets, applies, and ensures compliance with applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates actions necessary to correct deviations or violations.
Establishes short-term and long-term goals for the department and consults with managers to ensure goals are achieved.
Works with representatives of the Georgia Department of Revenue and the Georgia Department of Audits and Accounts to ensure accurate digest submissions.
Directs the preparation of the annual tax digest; manages property appraisal activities; develops and analyzes annual ratio studies; reviews and makes recommendations regarding homestead, current use, and personal property exemption applications; reviews and makes recommendations for appeals; reviews consolidation reports for all taxing jurisdictions; assists in the calculation of millage rate roll back rates.
Works with the real and personal property appraisers in the implementation of the review cycle for taxable property to ensure proper valuation; researches and analyzes matters affecting the assessment and value of property, including proposed and newly passed legislation.
Meets with the Board of Tax Assessors and the county appraisal staff to discuss events affecting operations, policies and procedures, work progress, proposed tax legislation, or new or revised property appraisal regulations.
Represents the Board of Tax Assessors in tax appeals to the Board of Equalization and Superior Court.
Represents the Board of Tax Assessors in audits and performance reviews by the Georgia Department of Revenue.
Works with the County Administrator and Board of Commissioners to resolve budgetary issues and other administrative matters.
Develops, recommends, updates, and implements department policies and procedures; reviews the efficiency and effectiveness of operations, methods, processes, and procedures; implements improvements.
Schedules and attends staff meetings; schedules staff training.
Develops, implements, and administers the department budget; monitors expenditures for compliance; develops budget estimates and projections.

Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

Two (2) to Three (3) years of increasingly responsible experience in the area of ad valorem taxation and/or real estate appraisal.
Required Certificates/Licenses: Valid Georgia Driver’s License is required. Appraiser II or III designation is required and/or the ability to achieve Appraiser II certification from the Georgia Department of Revenue within one (1) year of hire is required. State appraisal license or certification is preferred.
Salary Range: Minimum $40,000 to a maximum of $55,000 based on education, experience, and certifications/licenses.

JOB SUMMARY

This position is responsible for performing appraisals of real property in Wayne County, Georgia. An incumbent in this position may be designated “Appraiser II”, Appraiser III”, or “Appraiser IV”.

MAJOR DUTIES

This list represents the essential tasks performed by the position. The Real Property Appraiser may be assigned additional duties by management as required.

Appraises real property in the county using local sales data and the CAMA (Computer Assisted Mass Appraisal) software, with a focus on commercial and industrial properties.
Conducts fieldwork to appraise/re-appraise real property at least once every three (3) years; measures new construction, existing structures and improvements; adjusts grades, depreciation, and property conditions uniformly; determines land value based on quality, desirability, and market conditions.
Make changes to property records based on inspections and gathered information, as supported by applicable market data.
Works property returns, updating site and improvement information as needed.
Meets with property owners to provide information and resolve factual problems.
Processes assessment appeals and defends values before the Board of Equalization.
Value mobile homes and other modular improvements.
Creates parcels and adds/removes improvements.
Inputs timber information for billing
Inputs conservation covenants and preferential covenants.
Inputs Forest Land Protection Act covenants.
Answers telephone and greets visitors; provides information and assistance; transfers to appropriate personnel as needed.
Attend required training.
Performs other duties as assigned by the Chief Appraiser and/or Deputy Chief Appraiser.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of the real property appraisal process.
Knowledge of Mass Appraisal, Exemptions, and other relevant Georgia Ordinances (such as Georgia Code §48-5) and the Appraisal Procedures Manual (GA R&
R, Chapter 560-11).
Knowledge of computers and job-related software.
Skill in appraising commercial/industrial properties or significant appraisal experience and education to facilitate the promotion into commercial/industrial valuation for ad valorem purposes.
Skill in the measurement of commercial and residential buildings.
Skill in reading and working with GIS mapping.
Skill in the analysis of problems and the development and implementation of solutions.
Skill in the preparation of clear and precise reports.
Skill in oral and written communication.

SUPERVISORY CONTROLS

The Chief appraiser assigns work in terms of general instructions. The Chief Appraiser and/or the Deputy Chief Appraiser spot checks work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include the Official Code of Georgia Annotated, the Appraisal Procedures Manual, Uniform Standards of Professional Appraisal Practice, Georgia Department of Revenue Rules & Regulations, and applicable county and department policies and procedures. These guidelines require judgement, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of related real property appraisal duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
The purpose of this position is to perform real property appraisals for ad valorem purposes. Success in this position results in the development of a fair and accurate county tax digest.

Contacts are typically with other county employees, property owners, bank personnel, and members of the general public.
Contacts are typically to provide services, to give or exchange information, to defend or settle matters, or to resolve problems.

PHYSICAL DEMANDS/WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently walking, standing or stooping. The employee occasionally lifts light and heavy objects.
The work is typically performed both in an office and outdoors. The employee may be exposed to dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Work requires use of certain protective devices and safety equipment as mandated in the Wayne County Tax Assessor’s Policy and Procedures manual.

MINIMUM QUALIFICATIONS

High School diploma. An Associate or Baccalaureate’s degree in a related field of study is preferred.
Knowledge and level of competency commonly associated with completion of specialized training in the field of work.
Sufficient experience to understand the use of CAMA (Computer Assisted Mass Appraisal) software and its application and basic understanding of other software, such as Microsoft Office’s components and email.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship / internship or having had a similar position for one to two years.
Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia (Class C) and a satisfactory Motor Vehicle Record (MVR) in compliance with County guidelines.
Ability to meet necessary requirements of Appraiser II and/or Appraiser III or higher as mandated by the Georgia Department of Revenue. It is preferable that the level of Appraiser II, or higher, has already been achieved.
