Municipal Bridge Engineer
County of Carbon
Request for Statements of Interest/Statement of Qualifications
Notice is hereby given that the County of Carbon will retain an engineering firm to act as
the County’s Municipal Bridge Engineer. The selection of the Municipal Bridge Engineer
will be valid for no more than 5 years. The firm must be a registered ECMS Business
Partner. The scope of the services includes but is not limited to: studies, roadway
design, bridge design, services during construction, NBIS bridge inspection, general
municipal bridge engineering tasks, right-of way acquisitions, construction management,
and construction inspection. The selected firm will be expected to provide structural
engineering and design related services including, but not limited to, the preparation of
bridge repair contracts, preliminary engineering, environmental studies,
geotechnical/foundation engineering, final design, construction inspection/management
and initial NBIS inspection of bridge repair and rehabilitation projects in accordance with
FHWA, AASHTO, NBIS and PennDOT standards for all bridges located in the County
regardless of size and type.
The County of Carbon will establish an order of ranking of a minimum of 3 firms for the
purpose of negotiating an Agreement based on the County’s evaluation of the
Statements of Interest received in response to this solicitation. The final ranking will be
established directly from the Statements of Interest.
The County of Carbon will utilize the modified selection process in their determination
for professional engineering services. The method of procurement will be competitive
negotiations.
The following factors, listed in order of importance, will be considered by the County
during the evaluation of the firms submitting Statements of Interest:
1. Professional qualifications necessary for satisfactory performance of potentially
required services;
2. Any specialized experience and technical competence in the type of work that may
be required;
3. The firm’s capacity, or availability of technical staff, to accomplish work in required
time frames;
4. Knowledge of the County; and
5. Specific experience and/or qualifications related to the anticipated services.
The County encourages responses from small firms, minority firms, and firms that have
not previously performed work for the County. For federally funded agreements assigned
to the Municipal Bridge Engineer exceeding $100,000, there may be a DBE goal
requirement. If prime is not a DBE firm, a DBE engineering firm may be selected specific
to each project need and can be added at a later time upon approval by the County.
Specific DBE firms do not need to be identified in the Statement of Interest.
The assignment of the above services will be made to one of the firms responding to
this notice, but the County of Carbon reserves the right to reject all statements of
interest submitted, to cancel the solicitations requested under this notice, and/or to readvertise solicitation for these services.
Technical proposals will not be requested prior to the establishment of the final ranking.
The Statements of Interest will be limited to four (4) pages and shall be presented
utilizing ECMS requirements in electronic format submitted via email to
[email protected] .
Firms interested in performing this work are invited to submit a Statement of Interest to
the County of Carbon at [email protected]. All Statements of
Interest must be submitted via email by 5:00 PM ET on September 30, 2026. Please
add a read receipt to your email to serve as confirmation of receipt of your submission.
Firms submitting a Statement of Interest document that does not comply with the above
requirements will not be considered. Project discussion will be in the form of emails. If
you are interested in submitting a Statement of Interest, please email
