Chief Dubler has been helping others for a long time and now he’s in need of our help.

Here’s his story.

Kevin Dubler’s service career started as an Eagle Scout in high school and counselor at local Boy Scout camps. Upon graduation in 1969, he went to San Diego State and was a San Diego Fire-Rescue Department Lifeguard. For 8 years, Kevin kept our ocean goers safe, but in 1977, when he was looking at becoming a full-time Industrial Arts teacher with 5 years of college credit, San Diego Fire-Rescue Department asked if he’d like to become a Firefighter.

Kevin got a 100% on his entry exam, joined SDFD’s 17th Academy, and was Honor Man at the top of his academy class. He even set a long-standing record for fastest hose lays! While employed by San Diego Fire-Rescue Department, he volunteered with Julian VFD including spending many hours of his off-time helping to build the station in town.

In 1985, Kevin had a terrible knee injury that saw him retire on disability from his love of firefighting. He decided to take his love of community and college teaching credentials for Palomar Mountain, Molokai in Hawaii, and then to Julian Junior High School. In 1999, Kevin accepted the position of the first paid Fire Chief of Julian VFD. Then sadly, he was diagnosed with Parkinson’s in 2000 at 49 years old.

He continued to serve as Julian’s Fire Chief and taught at Palomar College as an adjunct Fire Science instructor until 2012 when he was again forced to retire because Parkinson’s was limiting his ability to move well, to speak loudly, and manage the radios for Julian, CAL Fire, CHP and the US Forestry services.

Kevin Dubler was an SDFD Life Guard, SDFD Firefighter, and the Julian Volunteer Fire Department Fire Chief. He dedicated his life to keeping our communities safe, and now he needs an extra hand. After being medically forced to retire, Kevin is battling Parkinson's and dementia.

History of JCFPD

The Town of Julian is a California Historic Landmark (old gold mining town) and attracts hundreds of thousands of tourists each year. Lake Cuyamaca is popular for fishing, camping, hiking and horse riding trails. JCFPD is responsible for fire protection and emergency medical services for the residents in this geographic area, as well as the influx of tourists and motorcyclists.

JCFPD supports two stations: Station 56 in Julian and Station 57 in Lake Cuyamaca. The district encompasses 87 square miles and protects over 4,000 residents and 2,500 homes, outbuildings and commercial structures. The terrain is mountainous and the streets are often irregular, presenting challenges such as being steep, or unpaved, or having only a single outlet, or having no easy turn around. GPS instructions are often incorrect, reflecting that streets connect when they do not, or that streets exist where they do not. Volunteer firefighters who are local residents know the geography, the fastest route to a home, who resides in the home, what to expect in terms of availability of water, and other factors that are unavailable and/or unknown to firefighters from outside agencies who do not reside in or near Julian and are not familiar with our community.

The Julian-Cuyamaca Fire Protection District is an all-volunteer fire department, except for a part-time Chief and Secretary. JCFPD has a total of 52 firefighters and growing: 12 experienced Volunteers who serve as Officers and over 50 Reserves. The Reserves are trained firefighters here to gain practical experience, all are Emergency Medical Technicians (EMTS) and some are Paramedic trained as well. They utilize the training and experience they acquire while working for JCFPD until they can secure paid firefighter positions. All of the Reserves are working toward Firefighter I level.

History: San Diego back county volunteer fire companies were organized after the huge 1970 Laguna Fire.The fire was caused by downed power lines during Santa Ana winds in the Kitchen Creek area of the Laguna Mountains. In only 24 hours it burned westward about 30 miles to the outskirts of El Cajon and Spring Valley. The fire devastated the communities of Harbison Canyon and Crest. In the end the fire burned 175,425 acres and 382 homes, killing eight people.
