JCSD was pleased to welcome Ernie Avila, President of the Association of California Water Agencies (), for a tour of several JCSD facilities and projects, including the Chino II Desalter, Concentrate Reduction Facility, Roger Teagarden Water Treatment Plant, and JCSD’s Heli-Hydrant.

Tours like these provide an opportunity for water leaders to exchange knowledge, share resources, and learn from innovative solutions being implemented across the industry. By working together, we can continue strengthening water reliability and building a more sustainable future for communities throughout California.

We’re celebrating 70 years of service with 70 JCSD Facts! 🎉

Fact #20: Did you know? JCSD has been helping keep our neighborhoods clean for more than three decades.

In 1992, JCSD established its Graffiti Abatement Program to quickly remove graffiti and preserve the appearance, safety, and pride of our community. What began as a neighborhood beautification effort continues today as one of the many services JCSD provides to enhance the quality of life.

In 2022, JCSD made reporting graffiti even easier with the launch of the MyJCSD app. Since then, community members have submitted more than 5,500 graffiti reports, helping us respond faster and keep Eastvale and Jurupa Valley looking their best.

🚧 Recycled Water Construction Update

JCSD's contractors will be working near Prairie Smoke Road and Hellman Avenue on Saturday, Aug. 29, from approximately 6 a.m. to 5 p.m. as part of JCSD's Regional Recycled Water Project.

During construction:
💜 Northbound Hellman Avenue between Schleisman Avenue and Limonite Avenue will be temporarily closed.
💜 Local neighborhood access will remain available through Whitewell Road.

🎉 Celebrating 70 years of service with 70 facts

Fact #19: Did you know? JCSD's Roger Teagarden Water Treatment Plant has been serving our community since 2004, helping remove nitrates from groundwater to provide safe, reliable drinking water.

Here's a quick look at what keeps the plant running:
💧 Supplied by eight groundwater wells
💧 Treats up to 23 million gallons of water per day
💧 Operates seasonally during peak water demand (typically May–October)
💧 Expanded in 2025 with a seasonal PFAS treatment facility capable of treating 9,000 gallons per minute
💧 Monitored and operated remotely through JCSD's SCADA system for efficient, reliable operations

Fact #18: JCSD is leading the way in emergency preparedness through the development of our Heli-Hydrant Program. This innovative infrastructure initiative is designed to support wildfire response efforts across our region, allowing firefighting helicopters to refill the water tank in under seven minutes!

Fact #17: Today, JCSD's fleet helps support our team to complete more than 800 maintenance and repair work orders each year!

Over the years, our Fleet Maintenance team helps keep essential services on the road by maintaining the vehicles and equipment that support water, wastewater, parks, and recreation operations in-house.

We’re celebrating 70 years of service with 70 JCSD Facts! 🎉

Fact #16: JCSD is a proud member agency of the Chino Basin Desalter Authority since 2001 and operates the Chino II Desalter, one of the region's advanced groundwater treatment facilities.

Recent upgrades to the nitrate treatment process utilize already produced Reverse Osmosis (RO) permeate on-site, which creates a more efficient and reliable system while minimizing maintenance and operational waste.

It's another way we're investing in innovative solutions to deliver high-quality water to our community.
