PUBLIC HEARING NOTICE

The City of Kahoka will hold a public hearing on July 27, 2026, 6:30 p.m. at City Hall located at 250 N. Morgan St., Kahoka, MO, to discuss the city's submission of an application on behalf of Kahoka Medical Services and Scotland County Hospital for the fiscal year 2026 Community Development Block Grant (CDBG) program. The city is interested in obtaining all citizens' input on community development needs within the city. As part of the hearing process citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. The city needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as the comments relating to the proposed project application. The State has established a maximum application request for each funding category. Activities that are eligible for funding include the improvement of public works, public facilities, housing rehabilitation, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons in non-urgent need categories. No displacement of persons will be proposed.

The city is proposing to seek up to $500,000 in CDBG funding for a community facility project on behalf of the sub-applicant, Scotland County Hospital and Kahoka Medical Services, to assist with the acquisition of a building purchase for the establishment in Kahoka of a hospital-based rural health clinic with an emphasis on women's health and obstetrics (prenatal, postpartum care and infant care). The project, if funded, will benefit the entire community as the proposed hospital-based rural health clinic involves Scotland County Hospital in Memphis, Missouri, one of only three remaining hospital's in the northeast region of the state of Missouri which still provides an Obstetrical (OB) Department.

For more information on the proposed project, contact Marcia Slavin at 660.216.5505 or by email at [email protected]. If you need special accommodations for the public hearing including LEP assistance, please contact Sandie Hopp at Kahoka City Hall at 660.727.3711 or by email at [email protected] by July 24, 2026 at 4:00 p.m. The meeting will be held at an accessible location and the city will make every effort possible to provide reasonable accommodations.
