OPERATION DOVE WATCH
News Release from Keizer Police Dept.

Operation Dove Watch was a multi-agency operation consisting of the Keizer Police Department, the United States Marshal Service and the Oregon State Police S*x Offender Registration Section. The operation took place on Thursday May 14, 2026.

Teams of officers focused on s*x offenders living within the City of Keizer who met one or more of the following criteria:
• Non-compliant offenders who missed one or more reporting requirements
• Offenders who were compliant but had serviceable warrants
• All Level 3 offenders
• Compliant offenders who had federal/military/tribal s*x crime convictions
• Compliant offenders with multiple s*x crime convictions/adjudications

Through a pre-screening process, 232 offenders were audited and 75 were identified and selected to be targeted in this operation. Upon completion, 8 individuals were identified as being out of compliance with registration laws.

The eight non-compliant individuals were arrested and lodged at the Marion County Correctional Facility for Failing to Report as a S*x Offender- missing annual reporting requirement. An exception was made in one case where health issues prevented the transportation and lodging; this individual was issued a citation to appear and released. The eight individuals were all identified as being low to moderate risk for reoffending.

We want to thank our partners, the United States Marshal Service, the Oregon State Police S*x Offender Registration Section and the Willamette Valley Communications Center, for their support in helping the Keizer Police Department keep the City of Keizer a safe and livable community.

**UPDATE** SHOOTING AT KEIZER STATION SENDS TWO TO HOSPITAL (PHOTO)
Keizer Police, with the help of Salem SWAT, capture two suspects from February’s Keizer Station shooting.

Early this morning at around 4am, officers from the Keizer Police Department were assisted by Salem Police SWAT in serving a search warrant, issued by the Marion County Circuit Court, for an apartment in the 1600 block of Madras St SE in Salem. In the course of the operation, 20-year-old Salem resident, Ethan Adrian Armenta-Lagunas, was taken into custody on charges of Assault in the First Degree, Unlawful Use of a Weapon, Criminal Mischief in the First Degree, and Recklessly Endangering Another Person. Several fi****ms were located inside the apartment.

Later in the morning, Keizer officers along with deputies from the Marion County Sheriff’s Office conducted an additional apprehension operation in the area of Monroe Ave SE in Salem. A second suspect, 18-year-old Salem resident, Gabriel “Alex” Javier, was taken into custody. He too was charged with Assault in the First Degree, Unlawful Use of a Weapon, Criminal Mischief in the First Degree, and Recklessly Endangering Another Person.

Both, Mr. Armenta-Lagunas and Mr. Javier were lodged at the Marion County Correctional Facility on their charges.

A third suspect, 22-year-old Salem resident, Anthony Taylor-Manriquez, is still outstanding and is wanted by the Keizer Police Department. Mr. Taylor-Manriquez should be considered armed and dangerous and anyone with information on his whereabouts is asked to contact Keizer PD.

An update will be made once Mr. Taylor-Manriquez is in custody.
