Hello Mr. Barter,

I said I would contact you when this forgery issue was resolved by my office.
I apologize for the delay, however, in reality I had other pressing cases to tend to. Not to diminish your interest of a quick resolution in this matter, but the initial appearance of this case did not have indications that any criminal forgery occurred in the first place. Our Office resources are limited and we routinely “triage” our case load to handle urgent cases efficiently and effectively.
(Additionally, we are also keenly aware of complaints or inquiries that are motivated due to political conflicts, arguments, or just out of spite between parties)
I did open a case file to look into this matter. Most of this matter had already been addressed by the WI Dept. of Financial Institutions and in civil court.
To summarize, I did speak with other involved parties and came to the conclusion that there was no substantiated criminal forgery in this case. I did consult with a prosecutor with the DA’s Office and the decision was mutual that the case would be closed and without referral.

Kenosha Alderman G. John Ruffolo pleaded guilty Thursday to felony stalking -- making him ineligible to hold public office -- and was sentenced to three years of probation.

Having watched the various construction projects unfold here in Kenosha, and all the numerous delays regarding the downtown project, the paving of 31st Street, and now the delay at the Lincoln Park lagoon, it's time for our citizens to step up and demand accountability from our Public Works Department.

The list also includes the Lincoln Road roundabout that wasn't large enough to accommodate emergency vehicles. The dredging of the harbor that had to be redone two years later. The nightmares at the Dream Playground and the Washington Park Velodrome. Not to forget having to redo curbs and gutters on 56th Street in front of the courthouse because they weren't engineered properly. Along with the recent repaving of the driveway at the 60th Street Fire Station because they didn't use rebar.

Through the Freedom of Information Act, we reviewed the contract for the downtown project which is valued at $2.5 million of the taxpayers' dollars, and the multitude of mistakes, the members of Kenoshans Open/Honest Government Inc., are asking that Kenosha residents contact your alderperson and seek answers to why this happens time and time again.

The estimated cost overruns to the above-mentioned projects have cost taxpayers over S3 million, and it is time to put an end to this type of ineptness. While the Public Works director's office is covered under civil service statutes, our community can no longer afford this arrangement. Therefore, we encourage the director to either resign the position, or the City Council to take action on behalf of their constituents.

This is truly a very sad day in our community when incidents like this occur. Especially when it involves an elected official who has always thought he was above the law. Our organization will be following this very closely to determine if an ethics complaint will be filed seeking his removal from his position as an Alderperson.
