𝗞𝗲𝗿𝗺𝗮𝗻 𝗣𝗼𝗹𝗶𝗰𝗲 𝗔𝗿𝗿𝗲𝘀𝘁 𝗦𝘂𝘀𝗽𝗲𝗰𝘁 𝗶𝗻 𝗢𝗻𝗹𝗶𝗻𝗲 𝗖𝗵𝗶𝗹𝗱 𝗘𝘅𝗽𝗹𝗼𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻

Detectives with the Kerman Police Department arrested 18-year-old Ulises Sanchez-Casillas of Kerman following an investigation into the online exploitation of juveniles. Sanchez-Casillas was booked into the Fresno County Jail on charges including Possession/Distribution of Child Sexual Abuse Material (CSAM), Harmful Matter Sent to a Minor, and Contacting a Minor with the Intent to Commit a Sexual Offense.

On Thursday, August 20, 2026, Kerman Police Department Detectives followed up on a CyberTip received from the National Center for Missing & Exploited Children (NCMEC) regarding suspected online child exploitation. Detectives subsequently served a search warrant, with the assistance of the Central California Internet Crimes Against Children (ICAC) Task Force, at a residence located in the 14000 block of E Street in Kerman.

During the investigation, Detectives developed information that Sanchez-Casillas had been engaging in sexually explicit conversations with juveniles and sharing inappropriate images with them.

Detectives contacted Sanchez-Casillas at the residence and seized electronic devices believed to be relevant to the investigation for forensic examination. Sanchez-Casillas was subsequently placed under arrest and booked into the Fresno County Jail.

As the investigation continued, Detectives developed additional information indicating Sanchez-Casillas may have had contact with other minors, and Detectives believe there may be additional victims who have not yet come forward or who may be hesitant or afraid to report their experiences.

On August 14, 2026, at approximately 9:00 p.m., Kerman Police Department officers responded to a 911 call reporting a possible kidnapping in the southeastern residential area of Kerman.

Upon arrival, officers contacted the victim’s mother and gathered information regarding the incident, including the location of the victim’s cellular phone. Using this information, officers were able to locate the suspect’s vehicle and attempted to initiate a traffic stop. The suspect failed to yield, resulting in a pursuit.

The pursuit continued from Kerman into the City of Fresno, where the suspect’s vehicle collided with another vehicle. As a result of the collision, the victim was ejected from the suspect’s vehicle.

The victim was transported to Community Regional Medical Center (CRMC) for medical treatment and was reported to be in stable condition later that morning. The suspect was also transported to CRMC for medical clearance before being booked into the Fresno County Jail.

During the investigation, officers determined the victim and suspect were adults who were in a dating relationship. The couple became involved in an argument, during which the suspect forced the victim into his vehicle before driving away. The victim subsequently called 911 and requested assistance.
