S*X OFFENDER COMPLIANCE OPERATION—

On May 28th, 2026 a multi-agency s*x offender compliance operation, Operation Paper Trail, was conducted in Winkler County, City of Kermit and City of Wink. During this operation compliance checks were conducted at 37 addresses resulting in the arrest of two individuals for compliance violations. The individuals were identified as:

1. Jose Manuel Chavez Sr. - W/H/M - 57 YOA
2. Eduardo Corral - W/H/M - 64 YOA

Both individuals were taken into custody and charged with S*x Offender Duty to Register Life/Annually - 3rd Degree Felony. They were transported to the Winkler County Detention Center and issued a $15,000 surety bond by JP1 Jones.

The success of this operation was contributed by the dedicated personnel of the Winkler County Sheriff’s Office, Kermit Police Department, Wink Police Department, Texas Department of Public Safety Criminal Investigations Division, US Marshal’s Service and the Department of Homeland Security.

We are aware of Verizon and AT&T users experiencing very limited data, voice and text services. According to Verizon’s website the network disruption started at 6:23pm and engineers were working to diagnose the issue. As of now, the estimated time to restore service is 12-14 hours.

🚨 FRAUD ALERT 🚨

Scammers are becoming more aggressive and convincing. One of the latest tactics we’re seeing is fraudsters insisting that you stay on the phone with them while you are inside your financial institution. They may tell you what to say, instruct you to withdraw cash, transfer funds, or hide the real reason for your transaction from your financial institution.

Many are also threatening victims with arrest, lawsuits, or other legal action if they do not comply immediately.

This is a major red flag. Legitimate financial institutions, government agencies, and law enforcement will NEVER ask you to:
• Stay on the phone during a banking transaction
• Lie to staff.
• Withdraw or transfer money to “protect” your account.
• Deposit money into a Bitcoin ATM or send cryptocurrency.
• Purchase gift cards as payment.
• Make immediate payments to avoid arrest or legal trouble.

If someone is pressuring you to act quickly, keep secrets, or threatening legal consequences, STOP and verify before taking action.
✔️ Hang up immediately.
✔️ Contact your financial institution directly using a trusted phone number.
✔️ Talk to a family member or trusted friend before sending money.

—FELONY ARREST—

On Tuesday, May 05th, 2026, at around 8:00AM, officers with the Wink Police Department responded to a reported disturbance located in the 600 Block of South Cross Ave. A WPD Sergeant located an individual involved in the disturbance in the 500 Block of South Cross Ave while a secondary WPD officer made contact with the reporting party. Through separate interviews it was determined the suspect, identified as Victoria Longoria - W/F - 29YOA, arrived at the female victim’s residence unannounced and uninvited with an active criminal trespass warning against her. Ms. Longoria allegedly proceeded to force entry into the victims residence by kicking in the front door, causing damage, and began physically assaulting the victim. The victim received minor injuries. Ms. Longoria was subsequently placed under custodial arrest and transported to the Winkler County Detention Center where she was charged with the following:

1. BURGLARY OF HABITATION - 2ND DEGREE FELONY
2. ASSAULT CAUSES BODILY INJURY FV - CLASS A MISD
3. CRIMINAL TRESPASS - CLASS B MISD
4. CRIMINAL MISCHIEF >=$100 < $750 - CLASS B MISD

Her bond was set at $24,000 surety by JP2 MIXON.
