Upper Guadalupe River Authority UGRA is a trusted steward in managing the watershed and water resources of the Upper Guadalupe River.

The Guadalupe River originates in Western Kerr County, deep in the Texas Hill Country. This beautiful spring fed river is one of the highest rated recreational and scenic rivers in Texas and is Kerr County's central asset. The Upper Guadalupe River Authority or UGRA was created as a conservation and reclamation district by the Texas Legislatures in 1939. The mission of the Upper Guadalupe River Au

thority is to protect the health of the Guadalupe River watershed in Kerr County by managing water quality and water quantity, promoting stewardship, and providing services to support our communities. The UGRA Environmental Laboratory is a full service laboratory serving Kerr County and surrounding areas. It plays an important role in UGRA's water monitoring programs. The Laboratory's analytical services include the bacteriological, chemical, and biological testing of water, wastewater, soils, and sludges. The Laboratory is certified by the Texas Commission on Environmental Quality, and is one of the largest microbiological laboratories in the region. The environmental staff is committed to providing precise data in a timely fashion with the highest level of customer service.

The July 16th flood postponed our annual River Clean Up, but now we are moving forward with a different format and focus. This most recent flood caused extensive damage to property, homes, and businesses along the creeks in Kerrville and throughout Kerr County. Rather than host one large cleanup event, we are going to support several smaller clean ups and first focus on the creeks that were hit hardest. Our first clean up of this phased approach will be the Town Creek Clean Up on September 18th from 8 am - noon.

Community Support for Our Flood Warning System

UGRA and Kerr County are grateful for the support of our local CERT volunteers as they assisted us with the monthly testing of our outdoor warning sirens. 📢

During this month’s test, volunteers helped us gather sound decibel readings at various locations. This information will help us better understand how the sirens are heard throughout the community and identify opportunities to improve our flood warning system.

If bad weather is expected at that time, the test will be postponed and we will tell you here in advance. If the sound is difficult for you, or for the children and pets in your home, it may help to know exactly when it is coming so you can prepare. This is a reminder that the monthly outdoor warning siren test is coming up on Wednesday, August 5, 2026, at noon. This is only a test. The test lets us confirm the system is working and helps everyone recognize the sound so we are all prepared if it is ever needed for a real emergency. As our community continues flood recovery, we want to give you plenty of notice that the required monthly outdoor warning siren test is scheduled for next Wednesday, August 5, 2026, at noon. We know the sound of these sirens may bring back difficult memories for many of you, so we want you to know the exact day and time in advance. Testing the sirens is an important part of keeping our warning system ready. The test will be postponed if the weather is bad, and we will let you know on UGRA’s social media pages if that decision is made.
