In the face of an ongoing and significant threat of the New World Screwworm (NWS) identified in neighboring Gillespie County, Kerr County Judge Rob Kelly today, June 15, signed a Kerr County Local State of Disaster Declaration, which went into effect immediately.

The declaration will continue for a period of 7 days, after which it will appear before the Kerr County Commissionersโ€™ Court in its regular, open session planned Monday, June 22, for consideration of an extension.

By signing the disaster declaration, Judge Kelly has activated the countyโ€™s Emergency Management Plan, which directs the Kerr County Emergency Management Coordinator and all other county officials and personnel to coordinate with all the appropriate local, state and federal agencies and stakeholders when it comes to surveillance, reporting, public information, preparedness and response operations related to the screwworm threat in the county.

Additionally, the county judge signed a letter to Texas Governor Greg Abbott stating that he recognizes that the presence of the screwworm in our area poses an imminent threat of widespread and severe damage, injury or loss of life or property, specifically threatening Kerr Countyโ€™s wildlife and livestock industry and economy.

On Jan. 29, Gov. Abbott issued a state of disaster for all Texas counties proclaiming that the northward spread of the New World Screwworm from Central and South America toward the U.S. southern border threatens the stateโ€™s livestock industry and economy and posed an imminent threat of widespread and severe property damage.

On June 9, the Texas Animal Health Commission issued an executive director order restricting animal movements in part of Kerr County due to a case of screwworm confirmed in adjacent Gillespie County.

On Monday, June 15, there were 6 infested zones identified by TAHC in Texas.

To view a map of active infested/surveillance zones, visit the TAHC website and click on โ€œViewable Zone Mapโ€: https://www.tahc.texas.gov/emergency/nws.html

Kerr County Emergency Management is proud to be an operating partner in one of the most significant public safety investments this community has ever seen. The Guadalupe River Flood Warning System is not simply a network of sirens and gauges. It is a commitment - one that demands clear protocols, trained personnel and disciplined coordination across multiple agencies. That is exactly what we are building.

We are actively developing and finalizing the Standard Operating Procedures that will govern how and when this system is activated. Those procedures define who has the authority to trigger a siren, under what conditions and through what chain of communication - from National Weather Service flash flood warnings and observed river conditions to real-time data flowing directly to our emergency managers through the UGRA watershed dashboard, RiverHub.

Every decision point will be documented, tested and backed by signed memorandums of understanding with our partner agencies.

"Should another flooding event affect the area, we are ready and able to activate all completed outdoor warning sirens, along with our other warning methods,โ€ said Kerr County Emergency Management Coordinator Shorey Harmon. โ€œAs this system continues to roll out, these and additional capabilities will be reflected in our final plan for operations.โ€

This work does not happen in isolation. The close collaboration among the UGRA, local cities and our state and federal partners has been essential โ€” and it continues every week. This team has worked side by side to ensure that hardware, communications, data systems and human procedures are integrated into a single, reliable, actionable system. That kind of coordination takes time to do right, and our community is doing it right.

When a siren sounds in Kerr County, it will mean something. We are working to help the public know what it means, why it sounds and what to do when they hear it. That clarity is the product of deliberate preparation, and it is the foundation of public trust.

โ€œWe are deeply aware of the history of this river and the lives it has touched. This system, built by this community, will provide a layer of safety that future generations will inherit and build upon,โ€ Harmon said.

โ€œWe are grateful to UGRA, Kerr County leadership, our city partners, and every agency that has contributed to this effort. We are ready to do our part in Emergency Management,โ€ he added.

For real-time river and rainfall conditions, the public is encouraged to monitor RiverHub a https://riverhub.ugra.org and to ensure they have enabled emergency alerts on their devices.

Stay informed. Have a plan. Know your route to safety.

Due to the detection of New World Screwworm in neighboring Gillespie County, some areas of Gillespie, Kerr and Kimble Counties have been designated as an Infested Zone 03.

To protect the health of animals in this state, reduce the spread of NWS to non-infested animals, and prevent NWS from establishing in new areas, a quarantine has been imposed by the Texas Animal Health Commission and animal movements are restricted.

New World Screwworm (NWS) is a parasitic fly that poses a serious threat to livestock, exotic livestock, fowl and exotic fowl in Texas.

NWS flies lay eggs in wounds or soft tissues of live warm-blooded animals; the larvae hatch and burrow into living tissue, leading to the painful condition NWS myiasis. As the infestation worsens and the wounds become larger, it can cause serious injury, secondary infection and possibly death if not treated.
