🚦 TRAFFIC SIGNAL UPDATE: Route 3

Drivers will soon notice a change to the traffic signal on Route 3 at the Food Lion shopping center.

The signal will be converted to a flashing yellow arrow for permissive left turns. Instead of seeing a solid green light when making a permissive left turn, drivers will see a flashing yellow arrow.

What does a flashing yellow arrow mean?
➡️ You may turn left, but you must yield to oncoming traffic and pedestrians before proceeding.

The signal timing and permitted movements will not change — only the way the permissive left-turn signal is displayed.

This type of signal may already look familiar to local drivers. It will operate similarly to the flashing yellow arrow currently in use on Route 3 at Walmart as shown below.

🚗 As always, please use caution, pay attention to the signal and yield when making a left turn.

💧 INVESTING IN KILMARNOCK’S WATER SYSTEM💧

The Town of Kilmarnock is beginning a multi-year Water Storage Tank Maintenance Program to help protect and extend the service of an essential part of our community’s infrastructure.

Following a professional assessment of our water storage tanks completed in 2025, the Town is moving forward with recommended preventative maintenance and rehabilitation of all three of our water towers.

Together, the East Church Street, Hospital, and Radio water towers provide approximately 560,000 gallons of water storage and are an important part of the system serving approximately 1,500 customers.

This work is about being proactive. Regular maintenance and rehabilitation help extend the useful life of our water storage tanks, protect the Town’s investment, and reduce the potential for more significant and costly repairs in the future.

The project is also part of a larger, long-term effort to ensure the continued reliability of our water system for years to come.

The Town has contracted with USG Water Solutions, which specializes in the inspection, maintenance, rehabilitation, and preservation of municipal water infrastructure, to complete the work.

📍 First up: East Church Street Water Tower

Work will begin at the East Church Street tower before moving to the Hospital Tower and then the Radio Tower.

Important: This project involves our water storage tanks, not our wells. The wells will continue pumping water into the system, and only one storage tank will be taken out of service at a time. No disruption to normal water service is anticipated.

Over the coming weeks, we’ll share more about the project, how our water system works, what residents can expect during construction, and the improvements being made to each tower.

We’re excited to introduce Movies on the Half Shell Stage, a brand-new FREE outdoor movie series at Town Centre Park!

Presented by the Town of Kilmarnock with the generous support of Chesapeake Bank, this new community program was made possible in part through a VATC DRIVE Tourism+ Grant. We’re excited to bring even more opportunities to gather, have fun, and enjoy Kilmarnock together!

💧 DROUGHT UPDATE: Northern Neck Remains Under a Drought Warning

The Virginia Department of Environmental Quality (DEQ) has released its latest drought update, and Lancaster County remains under a Drought Warning Advisory.

The recent rainfall across Virginia has been welcome news and has helped prevent conditions from worsening. However, drought conditions have not ended. While the rain has improved soil moisture in many areas, long-term rainfall deficits remain, groundwater levels continue to decline seasonally, and it takes time for aquifers to fully recharge.

What does this mean for Kilmarnock?
Our community relies on groundwater for its drinking water supply. One or two heavy rain events may green up our lawns, but they don’t immediately replenish the groundwater beneath our feet. Consistent rainfall over an extended period is needed before drought conditions can truly improve.

💧 You can help by continuing to conserve water:
• Water lawns only when necessary.
• Repair leaking faucets and toilets.
• Run full loads of laundry and dishes.
• Turn off the tap while brushing your teeth or shaving.

Every drop conserved helps protect our community’s water supply.

The Drought Monitoring Task Force will meet again on August 4 to reassess conditions across the Commonwealth.
