She currently serves as Section Chief at the Ohio Department of Job and Family Services and is the Chief Visionary Officer of Bright Minds Consulting, where she partners with mission-driven organizations to strengthen leadership, board effectiveness, and organizational capacity.

Latisha also serves on the Franklin County Board of Health (Ohio) and as a national board member of the National Association of Local Boards of Health, bringing firsthand experience in public health governance. She is a BoardSource Certified Nonprofit Board Consultant and a dynamic speaker known for translating complex governance concepts into practical, actionable strategies that empower boards to lead with clarity, accountability, and impact.

Valeria has more than 25 years of experience leading public health performance and process improvement projects, much of it at the CDC. Ms. Carlson left CDC in 2025 and founded Clyde Consulting, LLC, a boutique consulting firm that offers facilitated strategic planning services for local governments.

NALBOH is pleased to announce that City of San Antonio Health Director Dr. Claude Jacob will deliver special remarks at the 2026 Annual Conference!

Dr. Claude A. Jacob has over three decades of administrative experience in public health. Since July 2021, Dr. Jacob has served as the Public Health Director of the San Antonio Metropolitan Health District.

Before joining Metro Health, Dr. Jacob served as Chief Public Health Officer for the City of Cambridge (MA), Deputy Director for the Office of Health Promotion at the Illinois Department of Public Health, Bureau Chief at the Baltimore City Health Department, and Director of Community Affairs at Sinai Health System in Chicago.

Dr. Jacob has been an active member of several national boards and state associations, including the American Public Health Association, the Public Health Accreditation Board (PHAB), the National Association of County and City Health Officials (NACCHO) (2010-2018), and the Texas Association of City and County Health Officials.

Jacob received a Doctor of Public Health degree from the University of North Carolina Gillings School of Global Public Health and a Master of Public Health degree from the University of Illinois Chicago School of Public Health.
