Ulster County Resource Recovery Agency

Ulster County Resource Recovery Agency Promote sustainable practices & efficiently manage solid waste with a focus on resource conservation.

In 1986, the Ulster County Legislature obtained authorization from the State Legislature for the creation of the Ulster County Resource Recovery Agency (the "Agency"), a public benefit corporation which was formed for the purpose of developing, financing, and implementing a comprehensive Countywide solid waste management program. In the mid-1980's, after new initiatives to close non-complying exis

ting landfills were undertaken by the NYSDEC and strict requirements for the siting, construction, and operation of new disposal facilities were enacted, many communities found it beyond their financial and managerial capability to continue to dispose of waste in traditional ways. Consequently, many of the local municipalities in Ulster County requested that the Ulster County government assumed the responsibility for solid waste management, and the Agency was created by the New York State Legislature pursuant to Chapter 936 of the Public Authorities Law approved December of 1986. The Agency's organizational structure consists of a five-member Board of Directors; an Executive Director; Agency Counsel; a seven-member management team; forty administrative and operations personnel; and engineering consultants on an as needed basis.

What you’re looking at is a microscopic snapshot of healthy compost. Fungi. Bacteria. Protozoa. Nematodes. All working together in a single drop. When we make compost — when we consider the health of our soils — we are choosing a macro collaboration with an entire ecosystem of microbes.

Meat. Dairy. Bones. 🥩🥛🍖

Most composting methods say "no thanks" to these scraps. But Bokashi says "yes please."

That's because Bokashi isn't composting — it's fermentation. Beneficial microbes break down everything from your kitchen right in a sealed container. No backyard required.

After a few weeks, the fermented pre-compost finishes quickly in soil or a regular compost pile — giving you a richer, more biologically diverse product than traditional methods alone.

Join us for a free Intro to Bokashi class to wrap up our International Compost Awareness Week celebrations!

You'll learn:
✅ The science behind fermentation
✅ What tools you need
✅ Step-by-step instructions
✅ How to make your own Bokashi bran

Will you take action to help fight plastic pollution?

A NY state bill would tackle the root cause by addressing single-use packaging, if we can get it over the finish line. The Packaging Reduction and Recycling Infrastructure Act (S1749a/A1646a) reduces plastic packaging, bans some of the toxic chemicals used in packaging (including PFAS) and makes big corporations pay for waste management. The bill would help reduce climate emissions, while protecting public health, and saving millions of tax dollars! But industry lobbyists are fighting hard against this bill. We need local voices to share their support!

Call your state assemblymember today.

1. Dial the Assembly Switchboard at 518-455-4100 and ask to be connected to your Assemblymember’s office. If you’re not sure who your Assemblymember is, click here to look them up.

Use this short script:
“Hi, my name is ____ and I’m a constituent calling from _____. I’m calling to urge the Assemblymember to please vote YES on the Packaging Reduction & Recycling Infrastructure Act (Assembly Bill 1749a). This bill passed through the Senate two years in a row but has never come up for a floor vote in the Assembly. Also, please inform the Speaker you'll vote YES on A1749a.
