HSEEP / CBRNE Exercise and Curriculum Development Specialist

Contract position
Coordinate, design and/or conduct training, drills or exercises throughout the region to provide opportunities for law enforcement personnel to learn and demonstrate their CBRNE response capabilities. These training and exercise opportunities are often made possible through grant funding and require compliance with grant guidelines and Homeland Security Exercise and Evaluation. Program (HSEEP) processes and documentation. This coordination included training/exercise site, drafting of all relevant/required documentation, advertising and registration of participants, logistics coordination, and participant compensation (when necessary). Additionally, the Planner develops training materials relevant for DOE needs including videos and other training materials to assist DOE onsite training sections.
BA/BS degree in a related field and 7 years of related experience, or an equivalent combination of education and experience. Under direct supervision, performs Training job functions as assigned GSAT management. Personnel will have a certificate from the HSEEP Training Course and has committed to developing and delivering exercises in accordance with HSEEP guidelines.
Typical job responsibilities include assisting and supporting management in ensuring that the Training function operates in a manner that meets the operational and developmental needs of GSAT management and personnel, and ensures compliance with all contractual, statutory and regulatory requirements. The specific work assignment may include duties or activities that assist and support management in one or more functional areas in addition to other duties as assigned.
Skills and Experience
• Bachelor’s degree in strategic planning, urban planning, public administration, mathematics, business administration or related field, or work experience equivalency.
• Desired experience related to strategic plan development, project management, Chemical, Biological, Radiological, Nuclear and Explosive Hazards, or comparable professional certifications.
• Three years of experience in program management, analysis or research related to emergency preparedness or urban security, urban planning, law and justice planning, or other work directly related to strategic planning or a minimum of three years’ experience in military or law enforcement in a supervisory capacity with oversight of CBRNE or NBC activities.
