Transportation Specialist - Oak Ridge, TN (Part-time)

Purpose: The primary purpose of this position is to analyze, develop, recommend and implement changes impacting joint operations and deployment planning and ensure the ex*****on of policy and procedures; to identify operation and systems technology requirements necessary for effective and efficient Department of Energy (DOE) global transportation.

Essential Job Functions:

Working knowledge of state and federal regulations, guidelines, and procedures for rail, air, and Federal Motor carrier requirements.

Serves as technical expert and adviser on transportation systems and processes.

Advising the command on the development of new processes and information technology systems requirements.

Serves as a Transportation System (TS) and Command and Control (C2) operations and systems technical expert.

Serves as a project leader to accomplish complex, sensitive, or long-term studies concerning major transportation programs and information technologies/C2 systems.

Serves as a transportation systems technical consultant and adviser for effective and efficient worldwide transportation.

Position Requirements:

BA/BS Degree plus 2-14 years of direct experience depending on level (see below)
Level l BA/BS 2-6 years experience, or MA/MS 1-3 years experience.
Level ll BA/BS 7-9 years experience, or MA/MS 6 years experience.
Level lll BA/BS 10-14 years experience, or MA/MS 9 years experience.

Working knowledge of state and federal regulations, guidelines, and procedures for rail, air, and Federal Motor carrier requirements.

US Citizen.

Position Preferences:

Professional level transportation work in such areas as research, planning, design, surveys, environmental studies, materials testing, etc.

HSEEP / CBRNE Exercise and Curriculum Development Specialist

Oak Ridge, TN
Contract position

Coordinate, design and/or conduct training, drills or exercises throughout the region to provide opportunities for law enforcement personnel to learn and demonstrate their CBRNE response capabilities. These training and exercise opportunities are often made possible through grant funding and require compliance with grant guidelines and Homeland Security Exercise and Evaluation. Program (HSEEP) processes and documentation. This coordination included training/exercise site, drafting of all relevant/required documentation, advertising and registration of participants, logistics coordination, and participant compensation (when necessary). Additionally, the Planner develops training materials relevant for DOE needs including videos and other training materials to assist DOE onsite training sections.
BA/BS degree in a related field and 7 years of related experience, or an equivalent combination of education and experience. Under direct supervision, performs Training job functions as assigned GSAT management. Personnel will have a certificate from the HSEEP Training Course and has committed to developing and delivering exercises in accordance with HSEEP guidelines.

Typical job responsibilities include assisting and supporting management in ensuring that the Training function operates in a manner that meets the operational and developmental needs of GSAT management and personnel, and ensures compliance with all contractual, statutory and regulatory requirements. The specific work assignment may include duties or activities that assist and support management in one or more functional areas in addition to other duties as assigned.

Skills and Experience
• Bachelor’s degree in strategic planning, urban planning, public administration, mathematics, business administration or related field, or work experience equivalency.
• Desired experience related to strategic plan development, project management, Chemical, Biological, Radiological, Nuclear and Explosive Hazards, or comparable professional certifications.
• Three years of experience in program management, analysis or research related to emergency preparedness or urban security, urban planning, law and justice planning, or other work directly related to strategic planning or a minimum of three years’ experience in military or law enforcement in a supervisory capacity with oversight of CBRNE or NBC activities.

General Plant and Capital Projects Operations Support
Specialist, Oak Ridge, TN

8+ years of relevant experience required. Under limited supervision, is responsible for providing senior level support on more complex projects. Provides services and oversight to projects and operations, coordinates regulatory interactions, and makes recommendations for setting overall strategies, policies, procedures, and standards.

Act as Subject Matter Expert as needed and appropriate. Ensures projects and operations achieve compliance and stewardship. Accuracy in performing work is essential as well as the ability to learn quickly and function with changing priorities

- Demonstrated proficiency with Microsoft Office Suite (Word, Excel, Outlook).

Experience with Access and SharePoint software is desired - Strong organizational, communication (oral and written), and interpersonal skills are required - Must be flexible and have the ability to work independently in a fast-paced, demanding work environment. Must be able to manage multiple tasks simultaneously in a proficient manner.

Duties
- Provides day-to-day support to General Plant and Capital Projects operations to ensure; 1) compliance with
policies, requirements, and procedures and; 2) objectives are met or exceeded
- Recommends policy changes and develops implementation plans, as necessary
- Compiles and analyze data for reports
- Develops and prepare reports and presentations
- Develops and maintains internal Performance Metrics charts and reports
- Act as a records liaison for the organization
- Maintains knowledge of safety policies and procedures and performs assigned duties in a safe manner
- Completes work assignments with a high level of personal accountability, teamwork, initiative, and quality
- Plan and coordinate meetings as required.
- Pull reports and information to aid in meeting discussions as required.
- Provide miscellaneous technical and administrative support
- Performs other tasks, as assigned
