Farmer’s Electric is increasing cost by 4.8%.
MRWA Voluntary Legislative Assessment
-$175.00 fee-call to see if surrounding towns paid.

-$20.00 membership fee or donation-as a city we cannot pay the fee.

Water Tower Painting Bids-we have received 3 bids-I will get a cost for the painting of the Rocket vs the wrap.
Ed Evans made a motion to table the water tower bids until next meeting and see what the cost to paint the rocket vs a wrap would be.
New Trees/DNR Grant-Cindy working on this
Water Policy/ Certified Backup Operator-Tyler Wattenbarger decided against taking this. Shorty Davis from Linneus Water Department will be the backup. Shorty will bring his paperwork to post in our office.
Campers/Tiny Homes/Ordinance-Continued
Deposit History/Resolution for deposits-Ed Evans made a motion to get a new resolution for next meeting, that will be posted and read twice and adopted. Cheryl Wallace seconded. Motion carried 3/0.

GFL Increase-GFL has raised our cost 3% for the last 3 years, with another raise coming in June. Discussion on raising the cost. How many don’t use the trash service?

Election Results-New and returning members were sworn in: Cindy Ludington, Mayor, Jesse Evans, Alderman, Phylis Aldrich.

Bank account regarding deposits-Tabled

More clean up needs to be done around the lift station. Jesse made a motion to have Brad Christensen do the work. Cheryl Wallace seconded. Motion carried 3/0.

Ed Evans made a motion to approve the Treasurer’s report, with the change of $2077 plumber bill coming out of sewer instead of water and Joe Ortiz seconded. Motion carried 4/0.

CEMETERY SEXTON-need to pick up the crumbled concrete bench.

CITY COMMISSIONER-Kale reported that the company that came and inspected the water tower suggested getting it washed and over coated. This needs to be done within the next 2- 4 years. With the Pershing Memorial Committee wanting to put a wrap on the tower, this will need to be done as soon as possible.
Kale will work getting bids for the washing and overcoating.

Ed Evans made a motion to advertise for bids for the power washing and overcoating of the water tower. Joe Ortiz seconded. Motion carried 4/0.

CITY OF LACLEDE, MISSOURI BILL NO. ____________ ORDINANCE NO. ________________ AN ORDINANCE AUTHORIZING A WATER CONTRACT WITH THE CITY OF BROOKFIELD.
Be it ordained by the Board of Aldermen of the City of Laclede, Missouri as follows:
Section 1. The Board of Aldermen authorizes the City to enter into a Water Contract with the City of Brookfield, Missouri, substantially in the form which is on file with the City Clerk. The terms and provisions of the Water Contract referenced are hereby approved and adopted by the Board of Aldermen of the City on behalf of said City. The Mayor is authorized to execute the Water Contract and any documents the Mayor deems necessary to carry out the terms of the Water Contract.
Section 2. That all ordinances or parts of ordinances therefore enacted which are in conflict herewith is hereby repealed.
Section 3. That if any section, subsection, sentence, clause or phrase of this ordinance is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The Board of Aldermen hereby declares that it would have passed this ordinance, and each section, subsection, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared unconstitutional.
Section 4. This ordinance shall be in full force and effect from and after the date of its passage and approval.
A copy of this Ordinance has been made available for public inspection prior to its adoption by the Board of Aldermen and this bill was read by title in the open meeting two times prior to its final passage.

Streets
Most work on the streets will halt work until Spring. Cleaning ditches will continue.

Bank Accounts- We will close ARPA account, CDBG account and the Water tower account and move money to appropriate accounts. Cheryl Wallace made a motion to approved closing these accounts and Jesse Evans seconded. Motion carried. 3/0

We had an arborist look at the trees in the park to see if any needed to be cut down, and he thought they were fine, but did suggest a grant that would allow new trees to be planted in the park. Jesse Evans made a motion to follow up with The Conservation on the grant and Cheryl Wallace, seconded. Motion carried 3/0.

Insurance
There was discussion on how much each item is covered for. Mayor Ludington will continue to work on this.

There was one bid from Joe Head on the old lawn mower and old city truck. Cheryl Wallace made a motion to accept the bid and Jesse Evans seconded. Motion carried 3/0.

Kenny Stark-discussed some more information on the wrap for the water tower. More to come.

Phyliss Aldrich spoke on behalf of the Community Housing requesting a refund on the sewer after a leak had been fixed, that caused 2 months of higher bills.

Joe Ortiz made a motion to adjourn the meeting at 7:30 PM. Cheryl Wallace seconded. Motion carried 3/0.

Candidate Filing for Laclede City Council
Candidate filing for the April 7, 2026 election begins on December 7, 2025 and will close on December 30, 2025.
Those wishing to file can do so at Laclede City Hall during regular business hours (Monday, Wednesday, Friday 8:00-11:30) or by appointment. There are two Council Member positions open for 2-year terms and a mayor position open for a 2-year term.
Candidates will be required to file an affidavit with the Department of Revenue regarding payment of any state income taxes, personal property taxes, municipal taxes, real estate property taxes on place of residence listed on the Declaration of Candidacy.
Those who plan to file for the Laclede City Council must be a resident of Laclede for one year at the time of election & must be a registered voter.
