Abbott-appointed board diverted millions meant to fight catalytic-converter theft toward supercharging the state’s Flock network

The legislature in 2023 unanimously passed a law raising auto insurance costs for Texans by $1 to combat rampant catalytic converter theft.

Three years later, reports the Texas Tribune, the Motor Vehicle Crime Prevention Authority, flipped that $1 fee into at least 3,200 Flock cameras.

The agency has awarded at least 95 grants to help law enforcement agencies purchase and maintain about 2,000 Flock cameras. Another $15.9 million is helping the Texas Department of Public Safety add almost 1,200 more.

But wait! There’s more! In early August, the agency approved another $3 million to help DPS install 583 more cameras along Texas tollways over the next year.

Abbott cheer led for the cameras, as late as May: "DPS uses them as do police departments in many jurisdictions across the state of Texas, and they find it far easier and far quicker to solve crimes and actually prevent crimes." https://www.youtube.com/watch?v=yg-ZjW45QxQ

But in August, Gov Flip Flop cuyt off state funding for the cameras. His spokesman spoke: “To the extent that cities get any funding for those cameras, most of it comes from the federal government. To the extent any funding comes from Texas agencies, those agencies are clarifying that those funds cannot be used for Flock cameras.” https://www.texastribune.org/2026/08/28/texas-greg-abbott-flock-cameras-order-state-money/

Greg Abbott: From huge data-center cheerleader to opponent; from buying ALPR cameras across the state to ending funding.

The higher fee, meant to combat catalytic converter theft, provided millions to expand the Flock network across Texas. Some lawmakers say that wasn’t the intent.

Our state’s chief financial officer should be a watchdog for your money, not a lapdog for the rich and powerful.
