Coordinated Investigation Leads to Felony Indictments and Arrest of Alvin Recycler for Money Laundering and Environmental Crimes

ALVIN, TX – May 28, 2026 – Following a comprehensive, multi-agency investigation spanning several months, the Brazoria County Precinct 1 Constable's Office, in conjunction with the Brazoria County District Attorney’s Office, Pearland Fire Marshall’s Office, and Houston Police Department, Environmental Crimes Division, has announced the indictment and arrest of Randall Hutchinson on multiple felony charges, including money laundering and environmental violations.

After months of investigation, a search warrant was executed on February 25, 2026, at a residential property located at Wickwillow Lane outside of Alvin, Texas. The warrant was executed in reference to severe violations involving illegal dumping, including breaches of the laws governing hazardous waste and used oil.
Following the initial ex*****on of the warrant, the investigation expanded the scope into a comprehensive financial probe. Working in close coordination with various agencies, investigators launched a targeted money laundering investigation focusing on Randall Hutchinson and his business, Golden Boy Recycling LLC.

On May 1, 2026, a second executed coordinated search warrants at both the Wickwillow Lane property and a Wells Fargo bank account. The simultaneous operations resulted in the seizure of substantial assets determined to be the alleged proceeds of criminal activity, including four vehicles and a large sum of cash.
The case was subsequently presented to a grand jury, which returned formal indictments against Hutchinson.

On May 27, 2026, Precinct 1 deputies officially served three felony arrest warrants on Randall Hutchinson. He faces the following charges:
• Money Laundering** (Second-Degree Felony)
• Violation Relating to Hazardous Waste** (Felony)
• Violation Relating to the Handling of Used Oil** (Felony)
Hutchinson was taken into custody without incident and booked into jail, where his bond has been set at $100,000.
"Environmental crimes are not victimless, nor are they just a regulatory nuisance, they are serious, deliberate felonies," said Constable Mike Fulton. "When individuals dump hazardous waste and toxic oil into our ecosystems, they are poisoning our communities and stealing from our future. We will not allow our backyard to be treated as a dumping ground. It is cases like this why I started the Coastal Clean Up Program, where citizens and law enforcement work hand in hand solving environmental crimes. I hope this arrest sends a definitive message that if you pollute Brazoria County, we will be knocking on your door very soon!"

The sheer scale and complexity of this case highlight a rapidly growing challenge within the region. In direct response to the critical need for specialized enforcement, Precinct 1, along with the Brazoria County District Attorney has initiated the formation of regional environmental task forces dedicated strictly to combating illegal dumping and complex environmental crimes.

"Cases like this demonstrate an urgent, undeniable need for more dedicated environmental investigators," said Constable Fulton. "The sophistication of these operations requires specialized eyes. Through these new task forces, we are expanding our reach, combining regional resources, and training the next generation of investigators to protect our communities from those who look to profit off environmental devastation."

Pct. 1 was honored to participate in Career Day at Southside Elementary School! Sergeant Houston and Deputy Burmeier spent the day connecting with students to share insights on our drone program, safety awareness, and the importance of environmental cleanup.

Also Reserve Deputy Giles made a special appearance in his other uniform—proudly representing his role as a Captain for Southwest Airlines.

ATTENTION: Liverpool, Amsterdam, Alvin residents and Pct 1 friends UPDATE ON Grand Parkway Extension!

Long story short (see full TxDot release below). AND DONT KILL THE MESSENGER PLEASE :D Just trying to update our Citizens as much of advance as possible!

Ultimately between this section of the construction and the next one connecting Hwy35 to Hwy 288 - EVERY PIECE of the current Highway 35 roadway from Main Street in Liverpool C.R. 192 (Dollar General) to Victory lane (where the new Brazoria County Pct 1 and Pct 3 annex building is) will be torn up and replaced making way for Highway 99.

This Section will start just South of FM2403 on Hwy 35 to Victory Lane on the North side of Alvin. Per the below TxDot Public release this will start THIS SUMMER and go through 2032. Please be aware traffic will be delayed during this massive road construction project.

The Texas Transportation Commission recently approved Ferrovial Construction-Webber 99 as the apparent best value proposer and authorized a conditional award for the design-build (DB) and capital maintenance contract for the State Highway (SH) 99 Grand Parkway Segment B-1 project.

Following a year-long best-value procurement process, TxDOT ranked and scored the pricing and technical proposals submitted by three shortlisted contractors. Ferrovial Construction-Webber 99 ranked highest, with a price of $1,438,590,000 to design and construct the project with a 5-year capital maintenance contract.

“This milestone brings us one step closer to delivering this critical link in the Grand Parkway System,” said TxDOT Houston District Engineer Glenn Allbritton, P.E. “In addition to further integrating the transportation networks of Brazoria and Galveston counties, this transformative project will serve as a catalyst for growth in surrounding communities, while supporting long-term regional economic development.”

Grand Parkway Segment B-1 extends 15 miles, from south of Farm-to-Market Road (FM) 2403 to FM 626 in Brazoria and Galveston counties. The project aims to enhance safety, mobility, and system connectivity while accommodating economic development and providing an alternate emergency evacuation route.

This portion of the Grand Parkway loop is designated as a toll project on the state highway system and is being developed by TxDOT under a market valuation waiver agreement executed March 2009.

Full contract ex*****on is anticipated in summer 2026, with project completion anticipated by 2032.

Behind every successful department are people who keep everything moving… and for us, that’s Miss Anna and Miss Savannah.

Whether it’s entering paperwork, researching individuals to help protect our deputies, or keeping all of us on schedule and where we need to be, they handle it all and then some.

You two are the backbone of this department, and we are incredibly thankful for everything you do. We appreciate you more than words can say.

As the Constable my job is to be out in the field listening and talking face to face with citizens about their concerns. I simply cannot do this without the dedication of these two ladies. Truly, you two make our department successful.

Please join us in a massive round of applause for Deputy David Crawford, who was just honored as the 2nd runner-up for the 100 Club of Brazoria County Officer of the Year!

David is assigned to our Brazoria County Parks Department Division, and while he is officially part-time, he consistently puts in full-time work and heart. His dedication to our citizens, our communities, and our county parks is simply inspiring.

To give you an idea of the caliber of deputy David is, let me share a story from earlier this year. On a freezing February morning, just after a harsh cold front and storm had blown through, Deputy Crawford was patrolling the county beach area. He spotted what looked like a fallen, discarded tent. Sadly, abandoned items are common on the beach after a storm, and it would have been easy to just drive on by.

But David didn't. He decided to investigate, and inside that tent, he found a diabetic amputee in dire need of immediate medical attention. Because of his willingness to go that extra step, a life was saved. If he hadn't checked, the odds are extremely high that we would have been working a tragic death investigation instead.

Medical attention was quickly provided, but David’s compassion didn't stop there. He went the extra mile yet again and personally drove the woman to the women’s shelter in Alvin to ensure she was safe and cared for.

Congratulations, Deputy Crawford, on this incredibly well-earned recognition. Both the Parks Department and all of us here at Precinct 1 are extremely proud to have you as part of our family.

We also want to send a huge congratulations to Officer Joey Earl of the Iowa Colony Police Department (City of Iowa Colony) for being named 1st runner-up, and to Deputy Vincent of the Brazoria County Sheriff's Office for winning the Officer of the Year award! Thank you all for your outstanding service to Brazoria County.
