Coordinated Investigation Leads to Felony Indictments and Arrest of Alvin Recycler for Money Laundering and Environmental Crimes
ALVIN, TX – May 28, 2026 – Following a comprehensive, multi-agency investigation spanning several months, the Brazoria County Precinct 1 Constable's Office, in conjunction with the Brazoria County District Attorney’s Office, Pearland Fire Marshall’s Office, and Houston Police Department, Environmental Crimes Division, has announced the indictment and arrest of Randall Hutchinson on multiple felony charges, including money laundering and environmental violations.
After months of investigation, a search warrant was executed on February 25, 2026, at a residential property located at Wickwillow Lane outside of Alvin, Texas. The warrant was executed in reference to severe violations involving illegal dumping, including breaches of the laws governing hazardous waste and used oil.
Following the initial ex*****on of the warrant, the investigation expanded the scope into a comprehensive financial probe. Working in close coordination with various agencies, investigators launched a targeted money laundering investigation focusing on Randall Hutchinson and his business, Golden Boy Recycling LLC.
On May 1, 2026, a second executed coordinated search warrants at both the Wickwillow Lane property and a Wells Fargo bank account. The simultaneous operations resulted in the seizure of substantial assets determined to be the alleged proceeds of criminal activity, including four vehicles and a large sum of cash.
The case was subsequently presented to a grand jury, which returned formal indictments against Hutchinson.
On May 27, 2026, Precinct 1 deputies officially served three felony arrest warrants on Randall Hutchinson. He faces the following charges:
• Money Laundering** (Second-Degree Felony)
• Violation Relating to Hazardous Waste** (Felony)
• Violation Relating to the Handling of Used Oil** (Felony)
Hutchinson was taken into custody without incident and booked into jail, where his bond has been set at $100,000.
"Environmental crimes are not victimless, nor are they just a regulatory nuisance, they are serious, deliberate felonies," said Constable Mike Fulton. "When individuals dump hazardous waste and toxic oil into our ecosystems, they are poisoning our communities and stealing from our future. We will not allow our backyard to be treated as a dumping ground. It is cases like this why I started the Coastal Clean Up Program, where citizens and law enforcement work hand in hand solving environmental crimes. I hope this arrest sends a definitive message that if you pollute Brazoria County, we will be knocking on your door very soon!"
The sheer scale and complexity of this case highlight a rapidly growing challenge within the region. In direct response to the critical need for specialized enforcement, Precinct 1, along with the Brazoria County District Attorney has initiated the formation of regional environmental task forces dedicated strictly to combating illegal dumping and complex environmental crimes.
