On 08-20-2022 at approximately 7:30 pm, 17-year-old Demetrius Harbour was murdered in the east alley of the 2700 block of Gibson Street in Lake Station, IN. After a lengthy and thorough investigation, the case remained unsolved. In early 2025, detectives of the Lake Station Police Department took it upon themselves to form a Cold Case Unit, looking into all unsolved homicides in Lake Station dating as far back as 1975. Demetrius’ homicide became a priority case. After another year of investigating, and with the cooperation and direction from the Lake County Prosecutor’s Office, the following charges were filed this morning:

Keshaun Rey Perkins (already in custody on other charges):
COUNT I – MURDER (a Level 1 Felony)
COUNT II – MURDER (a Level 1 Felony)
COUNT III – ROBBERY RESULTING IN BODILY INJURY (a Level 3 Felony)
ENHANCEMENT TO COUNT I – FIREARM USED IN COMMISSION OF OFFENSE
ENHANCEMENT TO COUNT II – FIREARM USED IN COMMISSION OF OFFENSE
ENHANCEMENT TO COUNT III – FIREARM USED IN COMMISSION OF OFFENSE

Keontay Maurice Perkins (taken into custody in Lake Station, IN today):
COUNT I – MURDER (a Level 1 Felony)
COUNT II – ROBBERY RESULTING IN BODILY INJURY (a Level 3 Felony)

Mariana Jeanette Puentez (taken into custody in Gary, IN today):
COUNT I – ASSISTING A CRIMINAL (a Level 5 Felony)
COUNT II – ASSISTING A CRIMINAL (a Level 6 Felony)
COUNT III – OBSTRUCTION OF JUSTICE (a Level 6 Felony)
COUNT IV – FALSE INFORMING (a Class B Misdemeanor)

These resulting charges were truly a team effort from the Lake Station Police Department’s Cold Case Unit, with special thanks to Detective Cameron Price. His relentless pursuit of justice in this case, along with his excellent work ethic were paramount to this outcome. Also, a special thanks to the Lake County Prosecutor’s Office. This case would remain unsolved if not for their willingness and passion to assist by working closely with detectives during this investigation. We would also like to thank the following organizations that played a part in this outcome:
The Lake County High-Tech Crime Unit, and Coroner’s office; The Indiana State Police Lab and Crime Scene Investigators; The Lake Station Fire Department; St. Mary’s Medical Center; Hobart Police Department; The Northwest Indiana Major Crimes Unit.

Over the past several days, we have received two reports of vehicles being broken into on the east side of our city. The suspects are pictured in this post. Due to social media and word of mouth, it seems as if there are a lot more incidents like this that have gone unreported. Please call us if you have any information or were also a victim, even if nothing was taken or damaged. Please check your cameras and if you happen to observe any footage that you think may be helpful, please email it to:

[email protected].

While we are increasing our patrols of the affected area during the midnight shift, please be mindful of the following:

- It is not the best practice to leave fi****ms in unattended vehicles overnight. If you need assistance or advice on how to best secure fi****ms, please come to the Lake Station Police Department for assistance and/or advice.

- Please lock the doors on your vehicles. An overwhelming percentage of thefts from vehicles are from when they are left unlocked. Rarely is entry forced, or is there damage to the vehicles to gain entry.

- Lastly, please call 911 if you hear or see anything suspicious. If you believe you have been the victim of your vehicle being broken into, even if nothing is missing, please call us. Every documented incident helps us stop those responsible.

Apologies for the delay in posting this, as we were processing the loss of not just one of our own, but the backbone and pillar of the Lake Station Police Department.

On December 3, 2025, Assistant Chief Billy Taylor passed away during surgery. This happened unexpectedly. More importantly than it being a loss for his fellow officers at the Lake Station Police Department and anyone who had the pleasure of meeting him, it is a massive loss for the family that he leaves behind.

Being from Lake Station and growing up here, Billy started his career at our police department in 1993. It is rare for an officer to serve one community for that long, but it is even more rare to find an officer that has had the impact on a community that Billy had. Billy was the most kind, loving, fair, and genuine officer and person you could ever meet. There is not a single officer or person whose day was not brightened when Billy entered the room. Billy would go out of his way to ask how you were doing, or would remember and ask how a family member of yours was doing that was having issues. You could tell by his words, the look on his face, and his attentiveness, that he took on the weight of your problems, and was praying for you.

As you read this, you may have noticed that Assistant Chief Taylor quickly being referred to as Billy. That is not intended to disrespect his position of authority at the Lake Station Police Department. He was not that way. He was known as Billy to everyone. Everyone loved Billy. He was a great leader who stood up for what was right, did his best to help the officers under his command, but he was still Billy. His positive impact will continue to be felt for years and years to come.

Assistant Chief Taylor, Billy, you will forever be missed and remembered.
