Tribal Liaison Lt. Frace was honored to attend on behalf of the Lake County Sheriff’s Office and join Tribal leaders and community members in recognizing this exciting investment in the Big Valley community.

LOCATED SAFELY - August 25, 2026

The Lake County Sheriff’s Office is asking for the community’s assistance in locating Mason Ryan Rupp, 14, who was last seen on August 22, 2026, between approximately 5:30 and 6:00 PM in the area of Venus Village in Clearlake Oaks. He was reported missing today, August 24, 2026.

Mason is described as a white male juvenile, approximately 5’9” and 170 pounds, with blonde hair worn with a “tail” in the back and hazel eyes. He has several tattoos, including “Rachel” on the right side of his neck, “1979” on his right arm, a cross with the name “Zoey” on a finger, and “Rupp” on his back.

Mason was last seen wearing a gray shirt, black jeans, a white Bass Pro Shops hat, and a silver chain with a pendant containing a photograph of his father.

Mason left the residence in Venus Village on foot following an argument with his parents. He is known to frequent the Clearlake area, including the area around 19th Street.

Anyone who sees Mason or has information regarding his whereabouts is asked to contact the Lake County Sheriff’s Office at 707-263-2690.

Deputy Sheriff Robert Paul Rumfelt suffered a fatal heart attack after responding to a fight call involving approximately five people.

Deputy Rumfelt aided in subduing one of the subjects who resisted arrest before being taken into custody. As Deputy Rumfelt drove away from the scene, he experienced a medical emergency that resulted in his death.

On August 20, 2026, at approximately 4:30 pm, Lake County Sheriff’s Office deputies responded to Hill Lane in Finley for reports of a grass fire. Upon arrival, deputies spoke with neighbors who reported that Keith Miller, 38, of Finley, had possibly been firing a mortar or firearm near dry grass on the property.

Fire personnel quickly brought the fire under control while deputies attempted to contact Miller. After a search warrant was obtained, deputies located Miller inside a detached garage. Miller refused to exit the garage. Deputies and Detectives from the Sheriff’s Office Patrol, Major Crimes, and Community Oriented Policing and Targeted Restoration (COPTR) units worked together to gain entry into the garage and detain Miller without further incident.

Miller was arrested on felony charges related to arson and possession of a destructive device. Deputies transported Miller to the Hill Road Correctional Facility, where he was booked into custody.

Great work, Sgt. Besgrove!

Lake County Fire Protection District would like to recognize Sgt. Besgrove of the Lake County Sheriff’s Office for his recent above-and-beyond actions.

Recently, one of our medic units responded to a cardiac arrest where Sgt. Besgrove, an off-duty law enforcement officer, had already initiated CPR - continuing until EMS arrival.

Our paramedics continued resuscitation efforts, including advanced life-support interventions, and ultimately achieved ROSC (return of spontaneous circulation).

This incident is an excellent example of how immediate, high-quality bystander CPR, followed by advanced care from EMS, can make a lifesaving difference.

We are proud of everyone involved in this lifesaving effort and deeply grateful to Sgt. Besgrove for immediately stepping in to help. His quick actions made all the difference.

The Lake County Sheriff’s Office has officially been operating from our new building for one week!

Deputies Investigate Shooting and Assault in Upper Lake

On August 7, 2026, at approximately 3:00 pm, Lake County Sheriff's Office deputies responded to a residence on Upper Lake Lucerne Road in Upper Lake following a report of an assault and possible shots fired.

Deputies contacted an adult female victim who had sustained injuries after being physically assaulted and shot. The victim was transported by air ambulance to an out-of-county medical facility for treatment and is currently reported to be in stable condition.

During the initial investigation, the victim reported that the assault had occurred at a separate residence on Upper Lake Lucerne Road, where the suspect was believed to still be located.

Deputies, assisted by California Highway Patrol officers and CAL FIRE Law Enforcement personnel, responded to the second residence and established a perimeter. The Lake County Sheriff's Office deployed a drone, which located the suspect a short distance from the residence.

The suspect was identified as Robert "Bobby" Lovrin, 39, of Upper Lake, who was determined to be the victim's former boyfriend. Lovrin was located deceased outside the residence from an apparent self-inflicted gunshot wound. A handgun was recovered at the scene near the decedent.

The Lake County Sheriff's Office extends its appreciation to the California Highway Patrol and CAL FIRE Law Enforcement for their assistance and coordinated response during this incident.

The Lake County Sheriff’s Office Major Crimes Unit has taken over this investigation, and it remains ongoing. Anyone with information related to this incident is asked to contact Detective Nakahara at (707) 262-4236 or by email at [email protected].
