BYLAWS OF THE BARTON COUNTY REPUBLICANS (CLUB)
ARTICLE I
NAME The name of this organization shall be the Barton County
Republicans (Club). To increase the effectiveness of people in the cause of good
government through active political participation. To promote ideals and candidates of the Republican Party. To promote the principle
of freedom, equality, and justice on
which the government of this country was founded. Section 2. The Club SHALL NOT endorse any candidate until after the
primary election. Individual club members are free to work for
or support candidates of their choice as long as it is not done in
the name of the Club. ARTICLE III
MEMBERSHIP
Section 1. Any person believing in Republican Party principals and
intending to support its candidates is eligible for membership. Voting rights are limited to dues-paying members. ARTICLE IV
OFFICERS AND EXECUTIVE COMMITTEE
Section 1. The officers of this Club shall be President, Vice-President,
Secretary, Treasurer, Chaplain, Parliamentarian, and Reporter. Duties of Officers:
PRESIDENT: The President shall preside at all meetings of the
Club and Executive Committee and have general supervision of
the organization. The President shall be an ex-officio, non-voting,
member of the Club and its committees except in the case
of a vote that ends in a tie; the president may vote to break a tie. VICE-PRESIDENT: The Vice-President shall perform the duties of the
President if the President is unable to serve, and oversee the program
for meetings subject to the approval of the Executive Committee. SECRETARY: The Secretary shall keep and read the minutes of the
club meetings, be the custodian of records and papers of the club,
except those pertaining to other officers and committees, and conduct
correspondence of the club as directed by the President and Executive
Committee. TREASURER: The Treasurer shall receive and be custodian of all funds
and pay all bills on the vote of the membership, report the current
balance of funds including receipts and disbursements since the last
meeting, keep and up-to-date roster of members and send out dues
notices. Records shall be open to inspection at any reasonable time by
members and submitted annually to an audit committee for inspection. CHAPLAIN: The Chaplain opens meetings with an invocation and
leading the Pledge of Allegiance to the Flag. Faith and patriotism should
not be confused. The Pledge gives two clues which help us in planning
our public prayers: “one nation” and “under God”. We are a nation
founded under God and we are one nation despite diversity in
background, race, and creed. PARLIAMENTARIAN: The Parliamentarian assists the President in
managing meetings and advises on parliamentary procedure using
Robert’s Rules of Order as a reference guide, and shall chair a
committee to review bylaws yearly. REPORTER: The Reporter shall inform people about the Club’s past
and future activities to create interest in the Club and community. Section 3. EXECUTIVE COMMITTEE: This committee shall be comprised of the
elected officers. A quorum of the Executive Committee shall be a
majority of members thereof. In the event of an officer not being able to
fulfill their term, the presiding officer may appoint someone to fill the
vacant position until the next election. They serve as the governing body
of the Club. Section 4. Officers shall be elected at the last meeting of the calendar year in the
odd-numbered years, then serving Jan. 1 to Dec. 31 two years after
election for a two-year term. They may serve more than one term. Voting
for officers may be done by a voice vote, but in the case of more than one
candidate running for an office, a paper ballot should be used. A simple
majority is needed for winning an election. ARTICLE V
MEETINGS
Regular club meetings shall be held the fourth Monday of the
month at 7:00 p.m. unless otherwise ordered by the club. ARTICLE VI
QUORUM
A quorum to be able to hold a vote on business matters shall be
five dues-paying members. Robert’s Rules of Order will be the reference in
determining the necessary percentage to pass a vote, dependent upon the
matter at hand. ARTICLE VII
DUES
The fiscal year shall be January 1 to December 31. Local dues shall
be voted on by the Club each year. ARTICLE VIII
AMENDMENTS
Bylaws may be amended by a two-thirds vote, with one month’s notice to
the membership required. In the event of the dissolution of this organization, all assets
remaining after payment of all costs and expenses of such dissolution, the
decision of disposal of the remaining treasury will be made by a
committee of no less than three paid members.
