Congratulations to Wohlsen Construction Company for receiving a 2026 C. Emlen Urban Award from the Historic Preservation Trust of Lancaster County. Wohlsen was honored with an Adaptive Reuse Award for their work on the Clay Street Low-Barrier Emergency Shelter project at Otterbein United Methodist Church on East Clay Street.

These awards recognize outstanding efforts to preserve and revitalize the historic places that shape Lancaster County. The Clay Street Shelter is transforming a historic space into a vital community resource—providing safe, dignified shelter and support for neighbors experiencing homelessness while honoring the history of the building itself.

Thank you to Wohlsen, Marotta/Main Architects and the many community partners who helped bring this vision to life. Projects like this show how Lancaster County can preserve its past while building solutions for the future.

We also congratulate the other 2026 award winners whose projects continue to strengthen and revitalize our community.

Notice of Public Comment Period and Public Meeting: 2025 Consolidated Annual Performance Evaluation Report (CAPER)

The Lancaster County Redevelopment Authority, on behalf of the County of Lancaster, will submit the Fiscal Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD) by March 31, 2026. The Authority is now providing a public comment period for the Report. A formal comment period will be open from March 8, 2026 to March 23, 2026.

This required annual document for U.S. Department of Housing and Urban Development (HUD) grantees evaluates progress on goals outlined in the Consolidated Plan and Annual Action Plan.

The Report details the performance of Lancaster County's Community Development Block Grant Program (CDBG), Community Development Block Grant CARES Act Program (CDBG-CV) HOME Investment Partnerships Program (HOME), Emergency Solutions Grant Program (ESG) for the period January 1, 2025 through December 31, 2025. It provides an assessment of program progress according to specific objectives and activities and an analysis of the programs' benefits to low-and moderate-income residents of Lancaster County.

The public hearing on Fiscal Year 2025 Performance objectives and achievements related to funding provided to the county by HUD will be held at the offices of the Lancaster County Redevelopment Authority located at 28 Penn Square, Lancaster PA 17603, Suite 100 on Monday, March 23, 2026, at 11:00 am. Participation is welcome in person or virtually, please contact Shane Waddy for attendance.

A copy of the report is available for public review mailed by request or on the Redevelopment Authority's website at https://lchra.com/resources/document-center/plans-reports/.

Comments made in writing during this period will be forwarded to HUD along with the CAPER.
