The Town of Lapel would like to clarify the purpose of the emergency declaration issued on June 8, 2026. The emergency declaration was made to authorize the repair of one of the two pumps at the wastewater lift station located in Fishersburg. The declaration was necessary due to the significant cost of the repair and to allow the Town to respond promptly to the equipment failure. At no time was there a public health or safety hazard associated with the lift station. The facility remained operational, and there was never a threat to residents, the environment, or the wastewater system as a result of this pump issue. The emergency declaration was issued solely to address the urgent repair needs and associated costs, ensuring that the Town could maintain a reliable service and prevent potential future disruptions. NOTICE OF PUBLIC HEARING CONCERNING UNIFIED DEVELOPMENT ORDINANCE AMENDMENTS IN THE TOWN OF LAPEL, INDIANA

The residents and taxpayers of the Town of Lapel, Indiana, are hereby notified that the June 11, 2026 Lapel Plan Commission Special Meeting has been cancelled and will hold a Public Hearing and Special Meeting at 6:30 p.m. local time, on Monday, June 15, 2026, at the Lapel Lions Club, located at 329 S Main Steet, Lapel, Indiana, on the amendments of the Unified Development Ordinance.

All interested parties may appear and be heard. Written objections that are filed at or before the hearing will be heard. The hearing may be continued from time to time if necessary. The complete text of wastewater rate ordinance is on file and available for examination and copying at the office of the Lapel Town Hall, 825 N. Main Street, Lapel, 46051, during regular business hours, and will be available at the public hearing.

It is the policy ofthe Lapel Town Council that all public meetings and events comply with Title Il of the Americans with Disabilities Act and are accessible to people with disabilities. Individuals with disabilities, as defined under the ADA, who may need auxiliary aids, services, or special modifications to participate in a public meeting or event should contact the offce of the ClerkTreasurer of the Town of Lapel, Indiana as soon as possible, but no less than forty-eight (48) hours before the scheduled meeting or event.

Details
The Town of Lapel is applying for a $750,000 Community Development Block Grant from the Indiana Office of Community and Rural Affairs (OCRA). The sanitary sewer system was built in 1951, and the aging vitrified clay pipe (VCP) have deteriorated, allowing stormwater to enter the wastewater system through cracks and separated joints. This unintended entry of rainwater inflow and infiltration (I/I) reduces available sewer pipe capacity. When the system becomes overloaded, wastewater can surcharge back through manholes and catch basins, contributing to localized street flooding, sewer backups and sewer odors in homes, as well as overloading the treatment plant with the additional storm water. The project will improve public health and safety by reducing these sewer and hazardous gas backups into people’s sinks, showers, and toilets, (hydrostatic surcharge) and will reduce flooding that can cause dangerous driving conditions, property damage, and sewer contamination of waterways and groundwater wells.

These grants are very competitive, and OCRA wants to know what residents are experiencing, and that they support the Town's efforts to apply for the grant. There is a community survey that can be found here:
