As a County Commissioner in the January 24, 2023 meeting and January 28, 2025 the Commissioners passed Doña Ana County Ordinances "Authorizing a property tax rebate to benefit low-income property taxpayers for the years of 2023-2026. State Statute NMSA 7-2-14.3 (G) requires New Mexico Counties to consider this rebate.
Up until 2023, Doña Ana County had not approved this. Originally, County Management claimed that this Ordinance would cost the County $1.2 Million to $8 Million in rebates.
As you can see below the first year only cost the County $371,000.00. We, the Doña County Board determined that helping Low-Income property owners was more important than collecting another $400,000 in tax revenue.
While serving as the CD2 Vice-Chair of the New Mexico Democratic Veterans Caucus I/we supported State Statutes to "Increase" the Veterans property tax Exemption from $4000.00 to $10,000.00 with HB 47 and also to change the Exemption for Disabled Veterans from 100% to whatever their disability determination is. So, a veteran that is 40% disabled gets a 40% Exemption. If they are 80%, they get 80% Exemption. Etc.
As County Assessor, I plan to support the State Legislation being considered that will provide a 5% Cap on Commercial property Revaluations.
Since, we have not Revaluated many properties since 2008, it is important that we do not increase the tax burden on small businesses so quickly that is so excessive that it keeps them from hiring more employees or requires them to lay them off.
Also, increasing their taxes too quickly may require them to price their services so high; no one can afford them.
