FBI KANSAS CITY ISSUES DRONE RESTRICTION PSA AHEAD OF
WORLD CUP AND FANFEST MATCHES
June 5, 2026
KANSAS CITY, Mo. – As fans, coaches, players and personnel arrive in Kansas City for the World Cup, the FBI is reminding
the public of the dangerous and criminal action of flying a drone in unauthorized spaces.
Today the FBI has released a Public Service Announcement for Kansas City to warn drone operators of the potential
consequences of flying in restricting spaces.
“As teams from around the world convene in and around Kansas City for FIFA World Cup Matches, the United States
Government will establish Temporary Flight Restrictions around the World Cup Stadiums, Fan Festivals and other events.
Flying a drone in these areas is strictly prohibited. Flying in a restricted zone isn’t just dangerous, it’s a federal crime,” said FBI
Kansas City Special Agent in Charge Chris Ormerod. “With your help, we can keep the skies and the FIFA World Cup Matches
safe for everyone.”
The Federal Government has and will continue to establish Temporary Flight Restrictions around major events or sensitive
locations and plans to do so during the World Cup. Taking off, landing or flying a drone in these restricted areas is a serious
offense. Temporary Flight Restrictions protect fans, players and critical infrastructure from accidents and security threats.
Flying your drone in restricted airspace is a federal crime. The consequences are severe, and can result in up to $100,000 in
fines, up to a year prison sentence and seizure of your drone.
The FBI works with the Federal Aviation Administration (FAA) to enforce Temporary Flight Restrictions, using federally
authorized capabilities to detect, track, and assess unauthorized drone activity, with personnel from both agencies deployed
full-time to identify drone activity that could threaten aviation safety, critical infrastructure, or public safety at and around
event venues.
The FBI is legally authorized to use counter-UAS capabilities to detect, assess, and mitigate unauthorized drone activity within
restricted airspace, while preserving evidence for potential enforcement action. The FBI and our interagency partners will
thoroughly investigate illegal drone activity to protect U.S. national security, promote safe air travel for the public, and protect
individuals on the ground. Violations could include both criminal and civil charges and fines. Learn more about safe and legal
drone operation on the FAA website: https://www.faa.gov/uas.
Before every flight, drone operators should check for active flight restrictions using an FAA-approved B4UFLY service
provider. A list of approved providers offering free airspace awareness tools for desktop and mobile is available
at https://faa.gov/uas/getting_started/b4ufly. These tools provide real-time information on TFRs, restricted airspace, and other
advisories based on the operator's location.
If you observe unsafe or improper use of a drone, report it to the FBI tipline at 1-800-CALL-FBI or tips.fbi.gov.

Increased fines and penalties for not stopping at school buses loading and unloading children

Missouri House Bill 2742, sponsored by Rep Mike Jones passed on the final day of the 2026 legislature session. HB 2742 targets school bus safety by increasing penalties for improperly passing a stopped school bus and authorizing the use of automated safety cameras on buses. It has been sent to Governor Kehoe.
“This bill helps us better protect our children at the bus stop by establishing minimum penalties for those who illegally pass a stopped school bus while children are loading and unloading.” - Rep Mike Jones
Drivers failing to yield for stopped school buses is a common occurrence with thousands of incidents each year in Missouri. The Platte County R-3 School District in the Kansas City area logged over 350 violations during a single school year (KCTV5).
Missouri drivers who illegally pass stopped school buses will face steeper penalties including mandatory fines and suspension of drivers license when passing stopped school buses loading and unloading children.
Currently, a person is guilty of a class A misdemeanor if they pass a stopped school bus in the process of loading or unloading students; the person is guilty of a class E felony if the offense results in the injury of any child; and a class D felony if the offense results in the death of any child. The court can order the suspension of a person's license for 90 days after a first offense and 120 days after a second or subsequent offense. These suspensions are in addition to other suspensions for other violations of law.
Increased fines for repeat offenders. A person who is found guilty of a first offense will receive a fine of at least $500 (currently about $130) and no more than $1,000. The mandatory fine increases for second, third and subsequent offenses within a five-year range — a second offense results in a fine of at least $1,000 and no more than $2,000; third or subsequent offenses face a fine of at least $1,500 and no more than $3,000.
Missouri legislative session ended May 15. 80 bills passed and have been sent to Governor Kehoe. He has until July 15 to sign bills into law, veto them or allow them to become law without a signature. The Governor can also issue line-item vetoes on budget bills. The General Assembly gets a chance to override any vetoes during the September 16 annual veto session. A two-thirds vote in both the state house and senate would be required for an override.

Most bills signed by the Governor will take effect on August 28, 2026.
