On Friday and Saturday, three members of Lebanon County Special Operations attended a Joint Hazard Assessment Team (JHAT) course hosted by Dauphin County Department of Public Safety.

Over the two days, Hazmat teams, Law Enforcement Agencies, and Fire-EMS personnel from across South-Central Region participated in a joint Hazard Assessment Team (JHAT) course presented by Safeware and Hazard 3.

The joint Hazard Assessment Team (JHAT) concept is designed to provide a coordinated approach for identifying, assessing, and managing potential hazardous materials threats and suspicious incidents, particularly during large-scale events and complex emergencies.

The JHAT program provides responders with valuable training in the recognition, assessment, and management of hazardous materials and potential weapons of mass destruction incidents. Through classroom instruction and practical discussions, participants enhanced their ability to identify threats, evaluate risks, and support safe and effective emergency response operations.

This valuable training was supported and funded through the South-Central Task Force and the FEMA Homeland Security Grant Program.

We also extend our sincere appreciation to the instructors from Safewear and Hazard 3 for sharing their expertise and making this training a success. Their knowledge and real-world experience provided participants with valuable tools and insights that will enhance regional preparedness and public safety.

On Thursday May 28th, Lebanon County Special Operations was proud to host a Liquefied Petroleum Gas (LPG) emergency response training program presented by Energy Transfer and Hilco Transport at Lebanon County Department of Emergency services. There were approximately 42 attendees from multiple departments in attendance.

This valuable training provided responders with an in-depth look at LPG transportation, storage, hazards, emergency response considerations, and incident management strategies. Participants had the opportunity to learn directly from industry professionals and gain hands-on knowledge that will help enhance responder safety and operational effectiveness during LPG-related incidents.

Training partnerships like these are critical to ensuring our personnel remain prepared for the unique challenges associated with hazardous materials emergencies within our communities and along the transportation corridors we serve.

Thank you to Energy Transfer and Hilco Transport for sharing their expertise, resources, and commitment to first responder education. We also thank all of the fire, EMS, emergency management, and hazardous materials personnel who attended.

On Tuesday May 12th, we were requested by Station 79 Maytown-East Donegal Township Fire Department Lancaster County to respond to State Routes 441 & 743 for reported 600 gallons of UAN 27% liquid fertilizer spilled on the roadway.

Upon arrival, Hazmat personnel worked alongside local emergency responders to assess the situation, identify potential hazards, and assist with containment and mitigation operations. To mitigate the fertilizer as it was a water soluble substance, local fire departments responded with tankers to wash the roadway down. There was no hazard to residents and or the environment.

On Sunday, May 3rd, 2026, members of the Lebanon County Hazmat Team participated in an ammonia release drill at Swiss Dairy alongside Neversink Fire Company, Annville Cleona Fire Department, South Lebanon Fire Department, Speedwell Fire Department, Cornwall Fire Department, and First Aid and Safety Patrol.

The training focused on coordinated response operations, hazard recognition, air monitoring, PPE operations, and incident management during a simulated ammonia emergency. Drills like this are critical in strengthening interagency communication and ensuring responders are prepared to safely and effectively handle hazardous materials incidents within our communities.

Thank you to all participating agencies and personnel who dedicated their time and effort to making this training a success. Continued training and cooperation between departments are essential to maintaining a high level of preparedness and public safety.

We would also like to thank Swiss Dairy for allowing us to utilize their facility for this specialized training opportunity. Partnerships like these are invaluable in providing realistic training environments for our responders.

On Saturday April 25th, our members attended the Responder Safety 101 to Advanced tactics Propane class, continuing to build the knowledge and skills needed to safely handle propane-related emergencies.

We would like to extend a sincere thank you to Countryside Fuel for their generous donation of propane, Energy Transfer for providing the grant that made this class possible, Campbelltown Fire Department for supplying water support throughout the training, and to 1986 Responder Training.

On Saturday, April 18th, while members were attending a scheduled training class, Station 50 was dispatched to Drumore Township, Lancaster County to assist Station 89 Robert Fulton Fire Department with a reported manure spill from a local farm.

Within minutes of dispatch, Hazmat 50 responded with four personnel, arriving on scene approximately 51 minutes after dispatch. Upon arrival, our team met with personnel from Station 89 to receive a briefing on actions taken prior to our arrival.

Initial assessments determined that approximately 15,000 gallons of manure had spilled, traveling down a side hill and entering a nearby creek. Hazmat 50 personnel worked in coordination with vacuum truck operators on scene to assist with containment and mitigation efforts. Proper environmental notifications were made to the Pennsylvania Department of Environmental Protection (PA DEP) and the Pennsylvania Fish and Boat Commission.

This incident highlights the importance of inter-agency cooperation and rapid response to protect our local waterways and environment.

RIP Walnuttown Brothers

The members of the Lebanon County Special Operations express our deepest sympathy to the families of Walnuttown Fire Co. Chief Jeff Buck and Asst. Chief Robert Shick, who were tragically killed in the line of duty on Saturday April 4, 2026. Chief Buck and Asst. Chief Shick were operating a UTV while engaging in a search for a missing person when their vehicle was struck by a car along Rte. 222 in northern Berks County.
