City of Leesburg Public Works The Public Works Dept consists of many divisions including Solid Waste, Water, Stormwater, Wastewater, Fleet, Buildings, Grounds, & Streets.

Leesburg's Public Works Department is the heart of several important city operations, providing award-winning service to our citizens and customers. The Department oversees everything from solid waste collection, street maintenance, engineering, development review, municipal fleet services and storm water control to Florida's leading water and wastewater utilities. The administrative division also

handles construction projects for the City of Leesburg. The Streets and Signs Maintenance Division is responsible for overseeing contracts for the maintenance and repair of existing streets and sidewalks, including the repair of potholes. The Fleet Maintenance Division is responsible for the maintenance and operation of more than 650 vehicles and pieces of equipment in the City’s inventory that include police and fire vehicles, heavy equipment, cars, and light trucks used in City operations. The Solid Waste Division services both Residential and Commercial customers. It is one of the enterprise utilities of the City of Leesburg, responsible for the collection of all residential and commercial solid waste and recyclable material in the City. The City Engineering Division is responsible for the coordination of development and development review activities for the department, and reviewing of construction plans and specifications and submittals for compliance with land development codes, construction standards, and actual progress in the field.

🚧 Haynes Creek Bridge Update 🚧

Good news, Lake County! Both lanes of the Haynes Creek Bridge in Leesburg will reopen to traffic after crews complete the installation of temporary steel plates on Friday, April 10.

These plates will cover the damaged section of the bridge deck, allowing traffic to safely resume in both directions, just in time for increased travel during the County Fair and Bike Week.

Please note:

⚠️ A temporary 16-ton weight limit will be in place
⚠️ Intermittent lane closures may still occur as work continues

Our Public Works team will continue monitoring the bridge daily while permanent repairs are designed and approved.

Steel plates will be installed over the affected area 4/10/26, allowing the lane to temporarily reopen while finalizing the design for the permanent repair.
A weight limit will be implemented until the final repairs are completed, and intermittent lane closures should be expected during the repair process.

LAKE COUNTY (April 1, 2026) — Drivers should use caution and expect delays near the Haines Creek Bridge in Leesburg.

Only one lane is currently open, with flaggers directing alternating traffic. The bridge, which carries vehicles along County Road 44, is under inspection for repair work.

U.S. Highway 441 and State Road 19 can serve as alternate routes, although they will add significant travel time.
A pothole was discovered on the bridge by Lake County Public Works the evening of April 1. Crews filled the pothole, and by this morning, the pothole had developed into a hole in the bridge deck.

A bridge engineering consultant will conduct an inspection, and Lake County will share updates as they become available.

Schedule:
- Monday, 4-6-26: We will begin distributing door hangers (attached).
- Tuesday, 4-7-26: We will display 5 signs (attached) indicating that smoke testing will occur “Tomorrow.”
- Wednesday, 4-8-26: In the morning, we will replace the signs with “In Session” before starting the smoke testing. Additionally, we will notify the Fire Department prior to initiating the smoke blow into the system.
We anticipate completing the smoke testing by noon that day. We will update all parties once the testing is finished.
FAQs for Customer Inquiries:
If we receive any calls about the smoke testing, please inform customers that they should not expect to see any smoke inside their homes. We recommend that they run water in all drains to fill the P-traps, which will help trap any smoke with water, preventing it from entering their home. It is normal for them to see smoke coming out of their vent stack on the roof. The visible smoke from the ground is what our crews will be looking for. They will identify and mark these issues for repair. This process is vital for reducing inflow and infiltration and sealing up our sewer system to minimize unnecessary entry into the wastewater collection system.

Backflow Freeze Protection
We all know that some areas may be subject to a freeze from time to time. Should this occur, your above-ground backflow device may freeze due to the location and exposure of the device. You may experience no water (frozen) or damage to the device caused by frozen internal water that may crack or warp the brass internal parts. Property owners are responsible for the installation, testing, maintenance, and repair of backflow prevention devices, as these are typically located on the customer's side of the water meter. While water providers manage the main supply line, owners must ensure their systems (irrigation, fire systems) do not contaminate the public water.
Key Responsibilities and Details:
Property Owner/Landlord: Responsible for annual testing, maintenance, and repair of backflow assemblies to comply with local Ordinances (03-66).
Compliance: Annual testing by a certified technician is legally required, with records being submitted to the water utility.
Failure to maintain these devices can result in fines or water service termination
Freezing weather is a major risk for backflow preventers because water trapped inside expands as it freezes, leading to cracked casings, ruptured seals, and expensive repairs. Taking action before temperatures hit 32°F is essential to keep your water service running and prevent contamination.
How to Protect Your Backflow Preventer
1. Shut Off the Water: Locate the isolation valve (usually underground between the water meter and the backflow) and turn it off.
2. Relieve Pressure: Use a flathead screwdriver to open the test c***s (small bleeder valves). Turn the main ball valves to a 45-degree angle; leaving them fully open or closed can trap water inside and cause it to burst.
3. Insulate the Device: Wrap the entire assembly (pipes and the main valve) in foam pipe insulation or specialized backflow covers.
4. Use Temporary Wraps: In an emergency, use towels, blankets, or pool noodles. Cover the insulation with a plastic bag to keep it dry, as wet insulation is ineffective.
5. Drip Your Faucets: For indoor pipes sharing an exterior wall with the backflow, let a small trickle of water flow to prevent static water from freezing.

EMERGENCY ROAD CLOSURE & REPAIR

Location: Intersection of Loves Point Drive & Lakeview Avenue
Closure Dates: Thursday, October 30, 2025 – 7:00 a.m.
Reopening: Friday, October 31, 2025 – 5:00 p.m.

The City of Leesburg will be performing an emergency stormwater pipe repair at the intersection of Loves Point Drive and Lakeview Avenue. The existing pipe has failed and caused a depression in the roadway. To ensure public safety, the area must be closed while crews complete the underground repair and restore the roadway surface.

Detour Information:
Residents will need to use Park Drive to enter and exit the neighborhood during the closure period. Please plan your travel accordingly.

We apologize for the inconvenience this may cause and appreciate your understanding as we work to complete this repair as quickly and safely as possible. The City’s priority is to maintain safe roadways and protect the wellbeing of all Leesburg residents.

The Florida Department of Transportation (FDOT) anticipates lane closures for the following projects from Sunday, Oct. 5, through overnight Saturday, Oct. 11.
NEW PROJECT
Project 448735-1, US 441, Leesburg
The Florida Department of Transportation (FDOT) is implementing operational improvements on U.S. 441 (State Road (S.R.) 44/S.R. 500/East Main Street/North Boulevard) from Mills Street to College Drive in Leesburg. The project will resurface all travel lanes, shoulders, and side street turnouts within the project limits.
Other planned improvements include:
• Upgrades to traffic signals and improved lighting for pedestrian safety at the intersections of U.S. 441 and S.R. 44 (East Dixie Avenue) and U.S. 441 and County Road (C.R.) 44.
• Construction of a 6-foot-wide sidewalk to fill gaps from Mills Street to S.R. 44, providing sidewalk connectivity.
• Extension of the dual left turn lanes at U.S. 441 and S.R. 44, and closure of the existing directional median at Nichols Drive.
• Addition of a dedicated right-turn lane at the RaceTrac gas station to improve traffic flow.
• Extending the left turn lane to North Lake Avenue for better traffic flow and enhanced safety.
In addition, curbs and curb ramps at all side streets will be upgraded to meet current Americans with Disabilities Act (ADA) standards, and landscaping enhancements will be provided along the corridor.
WHAT TO EXPECT
Residents and motorists should expect daytime and overnight single-lane closures, as well as overnight double-lane closures from 7 p.m. to 7:30 a.m. Motorists should also anticipate areas of uneven pavement within the project limits, a common condition during construction when the contractor applies multiple asphalt layers in phases. These roadway conditions are temporary and will improve gradually as the project progresses.
While workers are on site, motorists are strongly encouraged to exercise caution and reduce speed to ensure the safety of everyone on the roadway. The project timeline is subject to change and may be adjusted due to inclement weather or other unforeseen circumstances. The Florida Department of Transportation (FDOT) is implementing a resurfacing project on U.S. 27 (State Road (S.R.) 25), from County Road (C.R.) 33 to Middlesex Road, to extend the life of the roadway. For lane closures and detour updates go to project (448769-1) on CFLroads.com.
UPDATE
The “Y intersection” on the west side U.S. 27 to C.R. 25A has been permanently closed. The removal of this “Y intersection” was conducted to enhance safety. Southbound travelers must travel about 100 feet farther south and make a left turn on CR 25A, across from Saxon Road.
