It is September and we need the House to vote and pass SHINE. There are just a matter of days left for this vote as we need this to happen this month.

Please call and email your Representatives D.C. office requesting they make sure SHINE is voted on and passed. We are SO close!!!!! Please remember our precious babies and their families, and think about those whose lives may possibly be saved by getting this bill passed this month.

As a constituent your voice matters greatly to your elected officials. By sharing your concerns about issues important to you, like stillbirth, you can make a real difference in your community (and beyond)! This is why your advocacy is so critical to our success, especially throughout August when members are in their home districts!

There are three easy ways you can help this month, no matter how much time you have. Whether you have 1 minute, 10 minutes, or 30 minutes, your efforts can ensure that action is taken to advance SHINE (H.R. 5012/S. 2647) in September, before the chaos of election season!

Step #1—Call your Members DC office’s (3 calls total: 1 Rep and 2 Senators)

o Try to meet your members and/or their staff members – do not discount the importance of talking with their staffers!

o Share your "WHY" for SHINE'ing bright for stillbirth.
o Explain that getting SHINE passed is critical for addressing the unacceptably high stillbirth rates in the US.
o Ask for their help to get SHINE passed when Congress reconvenes in September!

It is a great honor to share that President Joe Biden just signed the bipartisan Maternal and Child Health Stillbirth Prevention Act of 2024, marking the first time in history that Congress has passed legislation to specifically address the stillbirth crisis. We never would have gotten to this place without you. It is your belief in the mission of stillbirth prevention and awareness that sparked this important legislation, which will fuel progress to educate millions of expectant parents on proven stillbirth prevention methods.

To the incredible parents who bravely shared their stories of loss, and to our allies whose steadfast support amplified our message, your contributions have been invaluable. We want to thank you all for propelling stillbirth prevention and research to the highest levels of American government. Together, we have made a profound impact that will save countless lives.

This is a great beginning, but there is much more that must be done to address this crisis. We will continue to advocate for change, including supporting the SHINE for Autumn Act, and hope you will continue to partner with us to save babies and moms too.

Now let’s get that final vote on the Stillbirth Health Improvement and Educations (SHINE) for Autumn Act, H.R. 5012 /S. 2647 and get it to the President’s desk also.

Washington, D.C. — Last Wednesday, June 12th, the bicameral and bipartisan Stillbirth Health Improvement and Educations (SHINE) for Autumn Act, H.R. 5012 /S. 2647 passed out of the House Energy and Commerce Committee unanimously (45-0) and currently awaits a vote on the House floor. The legislation is championed by Representatives Young Kim (CA-40), Kathy Castor (FL-14), Dave Joyce (OH-14), and Robin Kelly (IL-02), along with 90 U.S. Representatives.

SHINE is the first bill in U.S. history to provide a fully comprehensive strategy to address our country’s stillbirth crisis, which tragically accounts for the deaths of over 21,000 babies every year. Many stillbirths are preventable, at least 1 in 4, and occur in seemingly healthy low-risk pregnancies. In a global comparison, the U.S. ranked 160 out of 195 countries—with only 35 countries having made less progress in reducing stillbirth rates form 2000-2021. By focusing on improved data collection, education, awareness, and research the SHINE for Autumn Act aims to prevent future stillbirths and save more babies' lives.

The SHINE for Autumn Act aims to bridge gaps in stillbirth data, research, and education with:
Grants to states to support data collection, assessment, and reporting on stillbirth and stillbirth risk factors;
The Department of Health and Human Services (HHS), in coordination with health care providers, to develop guidelines and educational materials for state departments of health and statistics on stillbirth data collection, data sharing, and educational materials on stillbirth;
The incorporation of Perinatal Pathology Fellowship Program at the NIH to fund research fellowships on stillbirth, including research and training on fetal autopsies and improved education, research, and data collection
