Greenbrier County Courthouse The Greenbrier County Courthouse is located in Lewisburg, WV. The eastern and western portions of the County are linked by Interstate 64.

Greenbrier County is the second largest county in West Virginia, with 1021 square miles and was created in March of 1778 from portions of Montgomery and Botetourt counties (Virginia) and was named for its primary river. Greenbrier County is considered the "mother county" of southern West Virginia as Boone, Cabell, Jackson, Kanawha, Mason, Monroe, Nicholas, Putnam, Roane, Wayne and Webster counties

were created either in part or in whole from the original territory. The leading industries in the County are coal, timber and agricultrual operations, including livestock, dairy products, hay, grain, poultry and fruit. Nestled in the Alleghany Mountains, the area offers many recreational opportunities and considers outdoor recreation and tourism one of its most important resources. Lewisburg is the County Seat and is located in the south central part of the County just northwest of White Sulphur Springs, home of the world renowned Greenbrier Resort and Spa. Two of the main highways in the County are historical transportation routes that have been used for hundreds of years. US Route 219 (Seneca Trail) and US Route 60 (Midland Trail) intersect in downtown Lewisburg. Historically, Greenbrier County has been primarily agricultural, but is experiencing some population growth and significant development, so the issues the County government faces is an ever changing challenge.

REQUEST FOR BID - MEADOW RIVER RAIL TRAIL – FY27 MOWING AND TRIMMING

The Greenbrier County Commission solicits bids for grass mowing and trimming of the Meadow River Rail Trail. The Meadow River Rail Trail starts at the Rainelle Trailhead on Snake Island Road, Rainelle, WV (37.977663°, -80.764739°) and extends to Nallen Trailhead located adjacent to the Post Office in Nallen, WV (38.106025°, -80.880475°). The Greenbrier and Fayette County Commissions own an approximately sixty-six feet wide thirty-three feet from the center of the trail) right of way that was formerly the Nicholas, Fayette, and Greenbrier Railroad. The former railroad corridor has been repurposed into a non-motorized recreational use trail.
In addition to the sixty-six feet wide right of way associated with the trail, the Greenbrier County Commission also owns approximately three acres in Russellville that will require mowing and trimming as part of this project.
Greenbrier County Commission requests that the Meadow River Rail Trail be mowed once in July, September and October of 2026, as well as May and June of 2027. At the discretion of the Greenbrier County Commission, the contract may be extended for one year for a maximum of three times to potentially include mowing in Fiscal Years 2028, 2029, and 2030.
The object of the competitive process is to award the mowing and trimming contract to the qualified bidder with the lowest price.
All bids must be submitted on the bid form included in the Request for Bid document available at https://www.greenbrierwv.gov/document-center or by contacting the Meadow River Rail Trail Project Coordinator, Matt Ford via email to [email protected].
A mandatory pre-bid meeting will be held starting at 1:00 PM ET on June 17, 2026 starting at the Rainelle Trailhead located on Snake Island Road in Rainelle, West Virginia (37.977663°, -80.764739°). Sealed bids must be received by 3:00 PM ET on July 6, 2026. Bids received after 3:00 PM ET on July 6, 2026 will not be accepted. Mailed or delivered bids must be clearly marked “RFB Response for MRRT-Mowing and Trimming” in the lower left corner.
The Greenbrier County Commission will afford full opportunity for minority business enterprises to submit a bid in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, s*x, age, handicap or national origin in the contract award. The Greenbrier County Commission reserves the right to accept or reject any and/or all bids.
All questions regarding the Request for Bids shall be received in writing via email to [email protected]. Questions are due no later than 5 PM on June 22, 2026.

Today, the flags at the Greenbrier County Courthouse have been lowered to half-staff in honor and memory of retired Circuit Judge Frank Jolliffe.

Judge Jolliffe faithfully served the people of the 11th Judicial Circuit, representing Greenbrier and Pocahontas counties, for 27 years on the bench. Appointed in 1979 by Governor Jay Rockefeller, he dedicated his career to upholding the law with integrity, fairness, and professionalism, later earning the trust and support of the citizens through multiple elections.

His years of service left a lasting impact on our communities and our judicial system. We extend our deepest condolences and prayers to his wife, Marlene Jolliffe, along with their family and loved ones during this difficult time.

May we all remember Judge Jolliffe’s commitment to public service and the legacy he leaves behind.
