It is with profound honor and sadness that the Windham Fire-Rescue Department announces the death of Deputy Chief John L. Kooistra following a spirited battle with cancer.

Deputy Chief Kooistra has been a leader in our department since February 2019. As a paramedic/firefighter and educator, Deputy Chief Kooistra’s time here has been dedicated to our members and community; ensuring quality, compassionate and modern emergency medical care as well as relevant, fact-based, skill-proficient training and education.

Prior to joining Windham, Deputy Chief Kooistra served the City of Portland Fire Department through MEDCU for 25 years, and in collaboration with the Portland Police Department Special Response Team, retiring from the city in 2018 at the rank of Lieutenant.

Through his more than 32 years in public safety he has cared for our colleagues, families, and neighbors in Windham, Portland, Westbrook, Wells and United Ambulance. He has taught hundreds of EMS Clinicians, law enforcement, firefighters, and so many others in public safety and health care around the world in trauma and operational K9 care.

His impact will be felt for years to come. His genuine concern and care as well as his quick-witted humor will always be remembered. Arrangements will be forthcoming.

The Paramedic Program Director for United Training Center’s Paramedic Program is directly responsible and accountable for ensuring the fulfillment of educational goals and objectives. He provides program compliance with the United Ambulance Service Compliance Department, as well as obtaining and maintaining full accreditation through the Commission on Accreditation of Allied Health Education Programs (CAAHEP). This position also serves as the Lead instructor for the paramedic program.
