**Fire Department personnel have recently cleared the scene of a multi-unit fire on Terrace Blvd. At this time they are asking all members of the public who do not live on the Terrace to avoid the area.

The 300 Block of Terrace Blvd has been closed to allow the residents to get belongings that are salvageable. Please watch for further announcements and news releases.**

Department: Mifflin County Office of Public Safety

Position: Public Safety Telecommunicator

Number of Openings: Full-time/Part-time (2)

Duties and Responsibilities: Attached

Pay Grade: 7

Purpose of Position:
The purpose of this position is to answer and respond to emergency and other calls, dispatching emergency response personnel as appropriate.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Answer 911 calls and dispatch appropriate units; dispatch police units and fire and EMS personnel for emergency and routine calls; monitor and answer radio calls on emergency communications frequencies; answer calls on communications lines for non-emergency calls; performs medical patches between hospitals and medic and ambulance personnel.

Contact surrounding counties to report incidents and obtain information; call telephone companies to trace calls; monitor weather conditions, alerting proper parties of serious weather conditions; contact media representatives, providing information on incidents, etc.; provide information and assistance to the general public by making referrals to the proper agency, etc.
Monitor and test communication equipment.
Monitor building entrance after normal business hours.
Part time Telecommunicators must be able to work a mandatory scheduled sixteen (16) hours per month.
Full time and part time Telecommunicators are required to obtain their state certification as required under Act 9-1-1.
Full time and part time Telecommunicators are required to attend all staff meetings and all training sessions as specified by the County of Mifflin and the Commonwealth of Pennsylvania.
Part time Telecommunicators must be prepared to respond on short notice to fill non-scheduled shifts during weekdays, holidays, and weekends. Available shifts may occur on holidays and weekends. Call up may occur anytime during the twenty four (24) hour day.
Minimum Training and Experience Required to Perform Essential Job Functions
High school graduate with training in telecommunications and emergency medical dispatch, and five to eleven months related experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Must attain Emergency Medical Technician certification, CLEAN certification, APCO Basic Telecommunicator and APCO Emergency Medical Dispatcher certifications, CPR certification, and any additional training and certification as required by the County of Mifflin and the Commonwealth of Pennsylvania.

Minimum Physical and Mental Abilities Required to Perform Essential Job Functions
Physical Requirements
Ability to operate a variety of office equipment including dictaphone, fax machine, and computer terminal.
Ability to operate a variety of communications equipment including TTY/TDD machine, telephones, communication terminal, etc.
Mathematical Ability
Ability to add, subtract, multiply, and divide.
Language Ability and Interpersonal Communication
Ability to comprehend and interpret a variety of documents including resource manuals, incident, daily 911, and other logs, etc.
Ability to prepare a variety of documents including incident, non-response, officer’s and other logs, etc. by using the prescribed format and conforming to all rules of punctuation, grammar, dictation, and style.
Ability to record and deliver information, explain procedures and follow instructions.
Ability to communicate effectively with police, fire ambulance, and other emergency personnel and the general public verbally and in writing.
Environmental Adaptability
Ability to work effectively in emergency situations.
Ability to work effectively in an office environment.

Given the critical nature of a 911 center, this position falls under the criteria of Essential Employee. As such, should Mifflin County Emergency Services have an emergency where by the E.O.C. is activated to a 24-hour operation, adequate telecommunicator staffing is required to provide for the alert and warning function.
Essential Employees are expected to work while others may not, including work stoppages and other emergency situations, weekends and holidays. Overtime is occasionally available and/or mandatory. Reimbursement for such hours worked would be in accordance with County policy.

The National Weather Service in State College has issued a Red
Flag Warning, which is in effect until 7 PM EDT this evening. The
Fire Weather Watch is no longer in effect.

* AFFECTED AREA...Blair, Huntingdon, Mifflin, Juniata, Bedford,
Fulton, Franklin, Union, Snyder, Montour, Northumberland,
Columbia, Perry, Dauphin, Schuylkill, Lebanon, Cumberland, Adams,
York and Lancaster Counties.

* TIMING...Until 7 PM EDT this evening.

* WINDS...West 10 to 15 mph with gusts up to 30 mph.

* RELATIVE HUMIDITY...As low as 25 to 30 percent.

* IMPACTS...Rapid wildfire growth and spread expected. Outdoor
burning is not recommended.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Red Flag Warning means that critical fire weather conditions
are either occurring or are imminent due to a combination of
strong winds, low relative humidity and dry fuels. Any fires that
develop may quickly get out of control and become difficult to
contain.

Notice is given that a public meeting to review the draft 2025 Mifflin County Hazard Mitigation Plan will be conducted on September 24, 2024 at 6:30 p.m. at ¬¬¬¬¬the Mifflin County Annex located at 101 W Third Street, Lewistown, PA, 17044. Public participation in the hazard mitigation plan update process is very important. This meeting will review the sections of the draft 2025 Mifflin County Hazard Mitigation Plan Update and identify a procedure for the public to provide comments on the draft plan. The public comment period will be conducted from September 24, 2024 through October 24, 2024. Our region continues to be in a Flood Watch (the Flood warning is expiring shortly). Overnight we received slightly less rain than expected which has helped reduce the localized flooding in small streams and areas with poor drainage. Small streams in our area will most likely peak later this evening with some at bank full or potentially just out of their banks – turn around, don’t drown in the event a roadway becomes covered with water.

Areas west of Mifflin County have received nearly the predicted amounts and continue to have issue with localized flooding. We should still expect the Juniata River to continue rising overnight and through the day Saturday with a lower predicted crest of ~18ft. around noon on Saturday.

New Lancaster Valley Road is currently closed due to trees and wires down. Please avoid that area if at all possible. Fire Dept. personnel, PennDot and Penelec are on site working to clear it.

A few other areas throughout the County are reporting trees and wires down on secondary roads. Please continue to use caution while traveling as the storm moves out this afternoon...

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of central Pennsylvania, including the following
counties, Juniata, Mifflin and Perry.

* WHEN...Until 1130 AM EDT.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
- At 900 AM EDT, Doppler radar indicated heavy rain due to
thunderstorms. Flooding is ongoing or expected to begin
shortly in the warned area. Between 1.5 and 2.5 inches of
rain have fallen.
- Some locations that will experience flooding include...
Lewistown, Mount Union, Belleville, Honey Grove, Strodes
Mills, Juniata Terrace, Allensville, East Waterford,

The most recent update from the National Weather Service – State College & Mid-Atlantic River Forecast Center indicate that the Juniata River will crest on Saturday at 2 PM at or near 21 ft. This is below flood stage but will certainly cause minor flooding in many areas adjacent to the Juniata River.

Residents should continue to expect minor flooding in poor drainage areas Thursday night through Friday afternoon as the rain moves through the area.

Our region continues to be projected to receive around 4 inches of rain over the 24 hour period Thursday afternoon through Friday evening.

There is a moderate risk (level 3 of 4) of excessive rainfall for most of Central PA tomorrow as the remnants of Tropical Storm Debby move through the region. A large area of 3 to 5 inches of rainfall is expected with localized amount of 6 to 7 inches possible.
