Today’s Commission Feature is Wyoming Commissioner Chad Delbridge. Commissioner Delbridge has served as the MIC3 Wyoming Commissioner since 2018 and has chaired the Compliance Committee since 2021. Commissioner Delbridge also serves as the Principal of Freedom Elementary School in Cheyenne, WY.

When asked to share one thing that he wished schools and uniform-connected families better understood about the Compact, Commissioner Delbridge shared: “The Compact is in place to level the playing field for military dependents, not to give them special privileges.”

Commissioner Delbridge also shared that he is especially proud of the Wyoming MIC3 State Council’s engagement in raising awareness and finding effective ways to communicate the purpose and benefits of the Compact throughout the state. He stated, “Examples of these efforts include the Purple Cord Ceremony in Cheyenne, which recognizes graduating seniors from military families; celebrations across Laramie County School District #1 and Platte County School District #1 during the Month of the Military Child; and the growing number of Purple Star Schools in the Cheyenne area.”

Today’s Commission Feature is Kentucky Commissioner Steve Bullard. Commissioner Bullard has served as the MIC3 Kentucky Commissioner since 2019 and has chaired the Compliance Committee since 2021. Commissioner Bullard also serves as the Executive Director for the Kentucky Commission on Military Affairs.

When asked to share one thing that he wished schools and uniform-connected families better understood about the Compact, Commissioner Bullard shared:
“My goal would be better advertising of the Compact's existence to military families as an informational and problem-solving resource for K-12 education-related challenges related to uniformed services-related relocation. No one needs to be an expert on MIC3 guidance; however, they do need to know the Compact exists as a resource to access its advantages. That requires a determined effort to ensure that both families of uniformed services personnel and school administrators are aware of its existence.”

Commissioner Bullard also shared that he is especially proud of the establishment of a local school leaders council by both Fort Campbell and Fort Knox. He stated, “This invaluable partnership provides the opportunity to connect with the K-12 school leaders of our communities most affected by uniformed service transition at least two times a year. We applaud the garrisons at Fort Campbell and Fort Knox for their programs.”

Compact Rule, SEC. 5.105 Absence as Related to Deployment Activities
(a) A student whose parent or legal guardian is an active-duty member of the uniformed services, as defined by the Compact, and has been called to duty for, is on leave from, or immediately returned from deployment to a combat zone or combat support posting, shall be granted additional excused absences at the discretion of an LEA superintendent or head of school to visit with his or her parent or legal guardian relative to such leave or deployment of the parent or guardian. Notwithstanding the above, an LEA superintendent or head of school may provide a maximum number of additional excused absences.

Compact Rule, SEC. 5.102 Educational Program Placement

(a) The receiving state school shall initially honor placement of the student in educational programs based on current educational assessments conducted at the school in the sending state or participation/placement in like programs in the sending state. Such programs include but are not limited to: 1) gifted and talented programs; and 2) English as a second language (ESL). The receiving school may perform subsequent evaluations to ensure appropriate placement and continued enrollment of the student in the course(s). The receiving school may allow the student to attend similar educational courses in other schools within an LEA if the receiving school does not offer such programs.
