On Tuesday, June 9th, 2026 the Liberal City Commission addressed the following items:

Consent Agenda items (CMB licenses, code enforcement statistics, advisory board meeting minutes, and airport leases) were approved by the Commission.

The Commission took no action on a resolution to ban the use of fireworks for the 2026 season following an evaluation provided by Liberal Fire Chief, Kelly Kirk, during which he expressed the hazardous fire danger risk for the city has been reduced due to recent rainfall.

Commissioners voted to approve Ordinance No. 4653 to amend Chapter 17 of the City Code to reduce the number of board members for the Traffic Safety Board from seven to five and to move meetings from a monthly to a quarterly basis.

The Commission voted to approve the purchase of two budgeted mowers to be used by the Water Department. Mayor Parsons abstained from the vote. Commissioners also approved a power line replacement for a water well to transition from a natural gas motor to an electric motor.

Commissioners approved the appointments of Jose Rodriguez and Jahir Escalante to the Liberal Memorial Library Board for four-year terms.

The next regularly scheduled Liberal City Commission meeting will take place June 23rd, 2026 at 5:30 p.m.

Yep, we’ve heard everyone loud and clear. Dorothy’s Slipper Slide color has been looking quite orange-y. The manufacturer believes the gold sparkle in the paint interacted with the top coat and changed the color over time.

The slide has a manufacturer’s warranty which will allow us to get this repainted AT NO COST. A different product and paint process has been tested in advance and a local company will begin painting this week. The process is expected to take 1-2 weeks.

As a friendly reminder, Dorothy’s Slipper Slide was a project funded through our local Transient Guest Tax (TGT). This is a tax charged on overnight hotel stays (not through property or sales taxes). These funds are allowed to be collected under Kansas law for the SOLE PURPOSE of reinvesting dollars back into local tourism. By law, we CANNOT use these funds to support our regular city operating budget. This means funds can’t be used on roads, sidewalks, parks, economic development, utility infrastructures, or funding for non-tourism related services. Chain restaurants and big-box stores don’t fall under the definition of a tourist attraction.

Applications for not-for-profit funding requests for the 2027 budget year are now available at City Hall, located at 324 N. Kansas.

Not-for-profit funding is available through the 1-Percent Sales Tax to provide financial support for local agencies which provide services for residents in Liberal.

To be eligible for funding, organizations must meet the following criteria:
• Must be a non-profit/not-for-profit 501 (c)(3) organization or recognized by the City as a non-profit organization.
• Must be located within the city of Liberal or Seward County.
• Must provide service or benefits to the local community.
• Must be a non-governmental agency.
• Must be non-political and/or non-religious organization.

Applications are due to the City of Liberal by 5:30 p.m on Tuesday, June 30th, 2026.

We’ve heard a lot of questions and conspiracies about utility bills lately, so we’re here to chime in with helpful tips and facts.

It’s summer time and we’ve had less rainfall than normal. Seasonal activities like filling a swimming pool and watering your lawn or garden require more water, meaning you may see a higher bill than usual.

We investigate complaints about utility bills to determine if there are meter problems on our end, or if a customer might have an unknown leak or sprinkler problem they do not know about. We can run an hour-by-hour usage report to show you how many gallons are being used. If you’re not running water at 3 a.m. but your meter is showing usage, you may have a leak. We can help determine what the problem is so you can make repairs to save you money moving forward. We can also check to see if your meter is functioning properly. In the rare case that we find a malfunctioning meter, we will own that problem and provide a bill adjustment accordingly.

Rates are adjusted annually in April to balance the stand-alone budgets for water, wastewater, and trash. These departments use revenues collected to pay for their operating expenses, required equipment, or infrastructure investments necessary to provide these essential services. Funds DO NOT cross over from your utility fees to pay for unrelated new projects happening in the community. Property taxes are not levied to support the budget for these departments.

Liberal’s base rate for water is well below the state average. Our sewer rates are in-line with the state average.

Sewer rates are set for each individual customer every year based on their actual water usage from the December billing through March billing cycles. Due to warmer weather conditions and regional fires in February, this year’s evaluation was ended early in 2026 so customers were not stuck paying a higher than normal sewer fee all year. We aim to keep all our rates as affordable as possible for residents without cutting corners when it comes to providing quality services.

A $10 sewer improvement fee was imposed last year in order to correct our wastewater department’s cash flows to appropriately fund debt payments for the wastewater treatment facility. This fee was only imposed after removing a previous water improvement fee from customer’s bills. We also provide a waiver of this fee for eligible customers. And one final note… as a government entity, our financial statements and records are closely audited by an independent firm and made available to the public in an effort to ensure we are in compliance with all laws governing the way we manage public funds.

Estos departamentos utilizan los ingresos recaudados para cubrir sus gastos operativos, el equipamiento necesario o las inversiones en infraestructura indispensables para prestar estos servicios esenciales. Los fondos provenientes de sus tarifas de servicios públicos NO se desvían para financiar nuevos proyectos no relacionados que se estén llevando a cabo en la comunidad. Tampoco se recaudan impuestos sobre la propiedad para respaldar el presupuesto de estos departamentos.

La tarifa base de agua de Liberal se encuentra muy por debajo del promedio estatal. Nuestras tarifas de alcantarillado están en línea con el promedio estatal.

Las tarifas de alcantarillado se establecen anualmente para cada cliente individual, basándose en su consumo real de agua registrado entre los ciclos de facturación de diciembre y marzo. Debido a las condiciones climáticas más cálidas y a los incendios regionales ocurridos en febrero, la evaluación de este año se concluyó de manera anticipada , con el fin de evitar que los clientes tuvieran que pagar una tarifa de alcantarillado superior a la habitual durante todo el año. Nuestro objetivo es mantener todas nuestras tarifas lo más asequibles posible para los residentes, sin comprometer la calidad en la prestación de nuestros servicios.

El año pasado se impuso una tarifa de mejora del alcantarillado de $10 para corregir los flujos de caja de nuestro departamento de aguas residuales y financiar adecuadamente los pagos de la deuda de la planta de tratamiento de aguas residuales. Esta tarifa solo se impuso después de eliminar una tarifa anterior de mejora del agua de las facturas de los clientes. También ofrecemos una exención de esta tarifa para los clientes elegibles.
