Did You Know?
The redevelopment of the Family Square property on Ogden and Main St. in Lisle is currently being considered by the Village of Lisle Board. It will place 206 apartments on Main St. and includes a request for Tax Increment Financing in the amount of $5.95 million plus interest that would be in effect until 2039 giving real estate taxes back to the developer for that period. The developer recently requested that the interest rate be set at 7.5% making the total cost of this TIF request approximately $11.6 million of taxpayer money. The Village of Lisle already has amongst the highest inventory of multi-family dwellings in DuPage County.

Why it matters…With a minimum amount of retail space included in this project and no resumption of property taxes to village taxing bodies until 2040, it is difficult to see the value to the village, school district, park district, library district or fire district and certainly not to existing residents in this TIF funded project.

As of the end of 2022, projected annual sales tax revenue in the Village of Lisle will have exceeded property taxes and will be approximately $6,000,000 while annual property taxes received by the Village of Lisle will be projected to be $4,700,000. Shopping & dining in Lisle are important to continued sales tax revenue growth which helps to offset potential increases in the Village’s portion of your real estate tax bill.

The property on Main St., Lisle now occupied by the Marq on Main apartment complex was sold to the developer by the Village of Lisle for $1,000,000. The major costs incurred by the Village of Lisle to execute this sale were as follows…
- Preparation of property for sale – demolition of old village hall,
etc - $383,663
- Realtor fees - $198,502
- 50% of Lisle Park District fees for development of the property
paid by the Village of Lisle - $162,216
- Stormwater management fee for the property waived by the
Village of Lisle - $325,000
- As a result, the Village of Lisle incurred a net loss of $69,381 on
the sale of a $1,000,000 asset
- The Village of Lisle portion of real estate taxes on this property
for the 2021 tax year were only $39,276
Can we expect this same costly outcome from the Lisle Village Board on the new property on Main St. currently being considered for multi-family residential development?
