CITIZEN INITIATIVES – Reclaiming America Through “SINGLE ISSUE” Conventions

anced Budget Amendment,” without the intervention of the US Congress and the Executive Branch, (President), and do it in a completely legal, and Constitutional manner? How would you like your State, and other States to be able to re-assert the power and Constitutional authority that they have lost to the ever growing, bloated and out-of-control federal government? How would you like to re-establish and unleash the power of the individual, and truly begin to restore the concept of “We The People?”
The gist of the program I’m describing is outlined in the book, “RECLAIMING AMERICA through SINGLE ISSUE Federal Conventions” by Charles Kacprowicz. The whole idea is rather simple, but can seem confusing. Basically it uses Article V of the Constitution which allows the states to convene a Constitutional Convention based around a single issue, (a proposed amendment). He’s trying to start with the “Balanced Budget Amendment,” because of its popularity, necessity, and timeliness. The great thing about the whole idea is that Congress and the Executive Branch wouldn’t have anything to do with the process and would have no say so at all in the undertaking. The issues are pushed through the use of signed petitions that anyone (Citizens), can sign. These are taken to the State’s legislators who call for a limited amendment convention. We will have legislative calls for the states to use for each amendment, so the call will be uniform. Because all the states are equal in their constitutional voting rights, the popular vote is irrelevant. Alabama would have as much say so as California and Wyoming would have as much clout as New York. It would only take a consensus of 34 States to call for a convention, and 38 states to ratify it and add a new amendment to the Constitution, which Congress would have to agree to, whether they liked it or not. Helpful to our purposes is the fact that Article V only refers to conventions for amendments. Article V does not refer to an open convention, where the whole content of the Constitution could be changed, possibly for the worst. Single Issue Conventions would be a great idea because:
(1) Average citizens could use their own power with petitions to advance much needed conservative issues that would become new Constitutional Amendments- this could be done without the long process of voting for politicians, who still might not work out once they get to Congress. (2) The State Legislatures, working with other States could affect national policy without the intervention of Congress, or the President. This would be a tremendous boost to States Rights, which a taken a back seat to our ever expanding Federal Government. That of course is not how the Founding Fathers intended it. (3) This whole process would draw much needed emphasis on the Constitution, and actually empower it in the political process. It is being ignored by Congress and the Executive Branch and this would bring it immediate clout and relevance. (4) This would be a much quicker way of getting conservative issues advanced to the national level, especially now when our economy, freedoms, and our way of life are under assault. Any single issue could be tackled, even multiple single issues at the same time. This could be done in a much shorter time than voting for politicians and waiting for the usually slow and corrupt Washington Congressional two-party system to pass anything resembling conservative-constitutional issues. Charles Kacprowicz has been working on this idea and book for over 35 years. I was impressed by him during his talk here. He is a religious man who is a Bible scholar and he is very concerned about the direction of our country and especially how this might affect our religious freedom. We are primarily just trying to get as many people as possible to hand out petitions and get them signed. Then we will take these to our State Legislators to get the process started. Of course we also need people through handing out the petitions, to tell others by word-of-mouth to spread information about the program. This thing would have to go nationwide pretty soon to have any impact at all. We need as many state directors, and regional directors as possible to organize groups within their states. Charles is trying to get people started in all states as directors to get the ball rolling.
“Citizens Initiatives” is also trying to raise money by selling his book for $25.00 and he’s also taking contributions because there are going to be a lot of expenses going nationwide. Refreshingly though, most of this can be done through a grass roots movement of ordinary citizens just getting petitions signed and telling others about it. I think it’s a great program and I’d like as many people to hear about it as possible. I believe we have just a limited time to take our country back. This might be one of the quickest ways to do it.
