IMPORTANT BETTER ROADS PROGRAM UPDATE FOR LIVINGSTON PARISH

Promises Made. Promises Kept.

When I asked the people of Livingston Parish to trust me with the office of Parish President, I made a commitment that we would make historic investments in our roads and infrastructure. Not with talk. Not with studies that sit on a shelf, With real projects that improve the daily lives of our residents.

Today, I am excited to share that the Better Roads Program continues to gain momentum and construction is officially underway.

Project 26-1 is now under construction, with crews mobilized and work beginning on roads included in this phase of the program.

Project 26-2 has been awarded, and a pre-construction meeting is scheduled for Monday. Once that meeting is complete, we expect to receive a construction schedule and will immediately share that information with residents.

Project 26-3 is scheduled for bid opening next Thursday and will then move forward for Parish Council consideration.

Project 26-4 is currently out for bid as we continue advancing projects through the engineering, bidding, and construction process.

I know that sometimes residents ask, “Why does it take so long before we actually see construction begin?”

That’s a fair question.

The truth is that every road project starts long before the first dump truck arrives. Engineering, surveying, drainage evaluations, utility coordination, environmental reviews, right-of-way considerations, bidding requirements, and contract approvals all take place before construction can begin. While that process may not always be visible, it is necessary to ensure projects are done correctly and taxpayer dollars are protected.

The good news is that many of those steps are now behind us on multiple projects, and residents will begin seeing more and more activity throughout the parish.

By the end of 2027, the Better Roads Program is expected to improve approximately 140 miles of parish-maintained roads through reconstruction, base stabilization, drainage improvements, and resurfacing.

This program is about more than asphalt.

It’s about helping a young family get to work safely each morning.

It’s about reducing wear and tear on your vehicle.

It’s about improving drainage alongside our roadways.

It’s about making Livingston Parish a better place to live, work, and raise a family.

For years, residents have told me the same thing:

“Fix the roads.”

We listened.

We are doing exactly that.

As your Parish President, I believe transparency matters. You deserve to know where projects stand, where your tax dollars are being invested, and what comes next. That’s why I will continue providing regular updates as projects move through every phase of construction.

In the coming weeks, I’ll also begin highlighting individual projects from around the parish and sharing construction photos so you can see the progress for yourself.

We still have a lot of work ahead of us. No one project will solve every road issue in Livingston Parish, but with each project completed, we’re moving closer to the road system our residents deserve.

Road by road.
Project by project.
Community by community.

Together, we’re building a stronger Livingston Parish.

Today, Livingston Parish agencies and emergency partners came together at the Livingston Parish Sheriff’s Office Training Facility for our 2026 Hurricane Preparedness Meeting.

Representatives from Livingston Parish Government, the Livingston Parish Sheriff’s Office, Homeland Security, local fire departments, emergency officials, and other agencies met to discuss forecasts for the upcoming hurricane season and review our emergency response plans.

These meetings and continued coordination efforts help create a more prepared Livingston Parish when natural disasters and emergencies impact our area. Each hurricane season gives us an opportunity to review what worked well during previous storms, improve areas where adjustments may be needed, and strengthen communication between agencies before a storm ever enters the Gulf.

Preparation and planning remain one of the most important ways we can protect residents, respond quickly during emergencies, and continue moving Livingston Parish forward.

One of our Livingston Parish DPW crews is currently cleaning ditches along Buddy Ellis Road and will continue working in the area over the next several days.

Drainage work continues daily across Livingston Parish as crews work to improve water flow and maintain roadside ditches throughout the parish. These projects are part of our ongoing efforts to address drainage needs and keep infrastructure maintained in communities across Livingston Parish.

We appreciate the hard work of our DPW crews and their continued commitment to serving the residents of Livingston Parish.

Today, we pause to honor and remember the brave men and women who gave their lives in service to our country.

Memorial Day is a time to reflect on the sacrifices made by those who fought to protect the freedoms we enjoy every day. Their courage, dedication, and love for this nation will never be forgotten.

As families and communities gather across Livingston Parish today, let us all take a moment to remember the heroes who made the ultimate sacrifice for our country.

May God bless our fallen service members, their families, and the United States of America.

Yesterday, the Livingston Parish Council on Aging held its annual meeting, bringing together participants from across the parish for a day of fellowship, appreciation, and community engagement.

From daily meals and transportation assistance to wellness checks, senior activity centers, and community programs, the Council on Aging plays a vital role in helping elderly residents remain healthy, independent, and connected to their communities. Their work provides support not only for seniors, but also for many families who depend on these services every day.

We also want to recognize and thank the Livingston Parish Sheriff's Office for partnering and participating in today’s event, along with the staff, volunteers, and supporters who continue working to improve the quality of life for the senior citizens of Livingston Parish.

Every five years, Livingston Parish updates its Hazard Mitigation Plan to help identify long term drainage, flooding, infrastructure, and emergency management needs across our parish.

This process is important because it helps Livingston Parish remain eligible for state and federal funding opportunities used for drainage improvements, flood reduction projects, road and bridge protection, and other infrastructure investments that continue moving Livingston Parish forward.

Today, we held our final public input meeting before submitting the updated plan. I want to personally thank everyone who attended, shared feedback, asked questions, and participated throughout this process.

I also want to thank the planning team and everyone involved for holding multiple public meetings at different times throughout this process to help provide residents with several opportunities to attend, participate, and provide input.

The plan is now entering its final two week public review period. Residents can review the draft plan and submit comments online at:

As we continue recognizing National Public Works Week, I want to personally thank the hardworking men and women of Livingston Parish Public Works for their commitment to safety, service, and getting the job done.

For the past 2.5 years, our Public Works Department has achieved zero lost time accidents while continuing to complete more work orders than ever before. Because of their focus on safety and accountability, Livingston Parish has a workers compensation EMOD rating of .70, helping reduce insurance costs and save taxpayer dollars.

These employees work long hours in difficult conditions every day to improve roads, drainage, and infrastructure throughout our parish, and their efforts do not go unnoticed.

Thank you for putting safety first and for your continued dedication to the people of Livingston Parish.
