The Honorable Brian D. Seaman was honored this past Saturday by the Niagara County Judges and Police Conference. He received the 2026 Lawman of the Year Award, as well as a proclamation from the Niagara County Legislature.

Monday, April 20, 2026

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Gabriel Moyer, age 24, of Sanborn, plead guilty this morning to the crime of Manslaughter in the First Degree. Moyer admitted to shooting and killing 26 year old Keith Agee on June 4, 2022 in Niagara Falls. Moyer faces between 18 and 22 years in prison when he returns to be sentenced by County Court Judge John Ottaviano on June 29th. A previous trial in this case took place in July 2024 but ended in a mistrial after jurors could not agree on a verdict.

“Today’s plea brings to an end what has been a long and drawn out ordeal for Mr. Agee’s family,” said Seaman.

The case was investigated by the Niagara Falls Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Assistant District Attorney Susan Bjornholm.

April 15, 2026

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Richard J. Fox was sentenced to 25 years to life in state prison, to be served consecutive to sentences for his Erie County cases. The sentence imposed by County Court Judge John Ottaviano was the maximum possible for Fox’s conviction of Murder in the Second Degree. Fox previously admitted that he killed 32 year old Crystal Curthoys, formerly of Lockport, in January 2023, in Niagara Falls. Curthoys’ remains were found by Falls police in a house formerly occupied by Fox.

Seaman stated: “I am thankful that we were able to provide some answers to Crystal’s family, and that they know that her killer was held to answer for this awful crime. Crystal and her family deserved that.”

The case was investigated by the Niagara Falls Police Department with the assistance of the Chautauqua County Sheriff’s Office and the Buffalo Police Department, and prosecuted by First Assistant District Attorney Doreen Hoffmann and Executive Assistant District Attorney Maria Stoelting.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that a Niagara County jury returned a guilty verdict this afternoon convicting 33 year old Brandon J. Wall of Niagara Falls of Aggravated Cruelty to an Animal and Criminal Mischief in the Second Degree. Wall was convicted of strangling a puppy belonging to his significant other, requiring intensive veterinary care to save it from its injuries.

“It is hard to imagine how a person could hurt a helpless pet in this way,” said Seaman. “We will be asking the judge to impose a state prison sentence.”

The defendant faces as much as 7 years in prison when he returns to court to be sentenced by County Court Judge Caroline Wojtaszek. The case was investigated by the Niagara Falls Police Department and prosecuted by Assistant District Attorneys Derek Hafner and Raymond Fadel.

April 14, 2026

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Darrion A. Cotton, age 59, of Niagara Falls, was sentenced to spend the next 19 years in prison following his guilty plea to the crime of Assault in the First Degree. Cotton previously admitted to seriously injuring a gas station cashier by striking her in the head with a hammer during a robbery on January 19, 2024, in Niagara Falls.

“The Niagara Falls Police Department did an outstanding job in identifying the individual responsible for this horrendous attack,” said Seaman. “The defendant had three prior felony convictions, and had made three prior trips to state prison. This sentence will protect the community from this dangerous and violent individual.”

Sentence was imposed by Acting Supreme Court Justice Mario Giacobbe. The case was investigated by the Niagara Falls Police Department and prosecuted by Assistant District Attorneys Derek Hafner and Richelle Kloch-Krantz.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that 29 year old Jalik George of Niagara Falls, was sentenced to spend the next 25 years to life in prison for his convictions of Attempted Murder in the Second Degree, Assault in the First Degree, and Criminal Possession of a Weapon in the Second Degree. George was found guilty late last year of gunning down a man in the street in Niagara Falls on March 3, 2024, using an illegal handgun. The man survived the gunshot wound to the torso after emergency medical intervention.

Seaman stated: “This case highlights some of the challenges that law enforcement face in keeping our communities safe. Despite the shooting being committed in public in front of a group of people, not one witness, not even the shooting victim, was willing to cooperate with police. The case was investigated and prosecuted based on other evidence collected by the police, including video and forensic evidence. Thanks to the efforts of many dedicated law enforcement personnel, we were able to obtain a conviction and put this extremely dangerous and violent individual away for a very long time.”

George, who had prior convictions for weapons, assault, and narcotics crimes, and committed this crime just 10 days after being released from prison, was sentenced as a persistent violent felon by County Court Judge Caroline Wojtaszek. The case was investigated by the Niagara Falls Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Assistant District Attorney Grace Tesmer.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Seleste J. Bomberry, age 30, of Niagara Falls, was sentenced this morning to spend the next 20 years in prison for her conviction of Manslaughter in the First Degree. Bomberry was convicted of stabbing and killing her 48 year old mother, Gennie Blackwell, on March 23, 2025 inside their apartment on Main St. in Niagara Falls.

“This morning’s sentencing brings this tragic case to it’s conclusion,” said Seaman.

Sentence was imposed by County Court Judge Caroline Wojtaszek. The case was investigated by the Niagara Falls Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Assistant District Attorney Grace Tesmer.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Charles Jackson III, age 19, of Niagara Falls, was sentenced by County Court Judge Caroline Wojtaszek to spend the next 20 years in prison for his conviction of the crime of Manslaughter in the First Degree. Jackson previously admitted to shooting 26 year old Michael Hathaway to death behind Hathaway’s home in Lockport on November 20, 2023.

Seaman stated: “Unfortunately, the defendant’s decision to use extreme violence in a situation where it was completely unnecessary cost Mr. Hathaway his life, and the defendant he next 20 years of his life. There was no reason for this to have been the outcome.”

The cases were investigated by the Lockport Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Assistant District Attorney Carrington Crossley.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Edward J. Parmer, Sr., 65 years old, plead guilty as charged this morning to the crime of Murder in the Second Degree. Parmer admitted to stabbing 48 year old Jeanine M. Scull to death in their home in Niagara Falls on July 24, 2024. The defendant will be sentenced to serve 20 years to Life in prison when he returns to court for sentencing before County Court Judge Caroline Wojtaszek on April 27th.

Seaman stated: “This was a vicious crime for which the defendant will hopefully spend the rest of his life in jail.”

The case was investigated by the Niagara Falls Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Assistant District Attorney Richelle Kloch-Krantz.

January 29, 2026

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Richard J. Fox entered a guilty plea in County Court today to the crime of Murder in the Second Degree. Fox admitted that he killed 32 year old Crystal Curthoys, formerly of Lockport, in January 2023, in Niagara Falls. Curthoys’ remains were found by Falls police in a house formerly occupied by Fox. It is believed that Curthoys was also living at that address for a time before her murder.

Seaman stated: “Although this defendant is already serving a life sentence, it was important to us to hold him accountable for this murder. Crystal was not just a number to be added to this defendant’s tally sheet. She was a person with a family and a life. What she would have made of the life before her will now never be known. We hope that holding this defendant accountable for her killing brings some small amount of consolation to Crystal’s family.”

Fox faces as much as 25 years to life when he returns to court to be sentenced by County Court Judge John Ottaviano. That sentence can be added to the time he is already serving. The case was investigated by the Niagara Falls Police Department and prosecuted by First Assistant District Attorney Doreen Hoffmann and Executive Assistant District Attorney Maria Stoelting.

LOCKPORT, NY: Niagara County District Attorney Brian D. Seaman announced that Chanel N. Groom, age 38, entered a guilty plea in County Court this morning to the crime of Manslaughter in the First Degree. Groom admitted to killing 36 year old Timothy Day of Buffalo on June 1, 2024, inside her home in Niagara Falls. Day died as the result of a single stab wound to the chest. Groom faces up to 18 years in prison when she returns for sentencing before Niagara County Judge Caroline Wojtaszek on March 25th.

Seaman stated: “This domestic incident was quickly escalated by the defendant to extreme violence. There was no reason for Mr. Day to loose his life that night.”

The case was investigated by the Niagara Falls Police Department and prosecuted by District Attorney Brian Seaman and First Assistant District Attorney Doreen Hoffmann.
