Niagara County Clerk Joseph A. Jastrzemski accepted a check from Teresa Manna, Commander of the Navy Marine Club Ship 110 in Lockport that will be used for the beautification of the county’s Purple Heart Monument and surrounding courtyard outside of the Niagara County Courthouse. Joining Clerk Jastrzemski and Commander Manna were County Legislators Tony Nemi and Rick Abbott as well as the county’s Veterans Service Agency (VSA) team.

Niagara County became a Purple Heart County in 2019 and dedicated the Purple Heart Monument in 2023. The Purple Heart is awarded to those wounded or killed as a result of enemy action while serving in the U.S. military. Nearly 500 names of Niagara County residents who received a Purple Heart are currently listed on the monument and in the Purple Heart Book which is on display in the courthouse rotunda.

“We thank Commander Manna and all the members of the Navy Marine Club for their generous donation that allows us to enhance the monument and surrounding courtyard so veterans, their families and other community members can visit and reflect on these great heroes who sacrificed so much serving our country,” said Jastrzemski.

Niagara County Clerk Warns of Fake Summons Scam

Niagara County Clerk Joseph A. Jastrzemski is warning local residents of a scam involving a fake traffic summons. Drivers are being sent the fake toll violation summons along with a QR code to send payment to the fraudsters. Jastrzemski was alerted to the scam by county clerks in other regions of the state.

The summons appears to come from New York State Supreme Court and is a notice for a toll violation hearing. Drivers are given the option to appear in court for the hearing or pay the fine.

“This summons looks very real and people in other parts of the state have already been duped,” said Jastrzemski. “Let me be clear that we do not have any reports of this particular scam happening in Niagara County yet, although it is very similar to an E-Z pass scam we warned about last year that still continues.”

In the E-ZPass scam, a text message is sent attempting to collect tolls on behalf of “NY Toll Services” or “E-ZPass Toll Services. People receiving the text are directed to click a link to pay an outstanding toll balance to avoid a late fee. The toll account information provided in these texts is neither valid nor accurate.

“All of these scams operate under the premise that people will panic when they see some sort of official notice or violation and want to pay it right away,” said Jastrzemski. ““It’s important to look the document over carefully, and call the government agency if you have any questions. Remember, legitimate government agencies will never ask for your date of birth, social security number or other personally identifiable information in an unsolicited communication.”

Niagara County Clerk Announces DMV Closure Schedule for State System Upgrades

Niagara County Clerk Joseph A. Jastrzemski today announced the planned closures and schedule changes of the county’s three Department of Motor Vehicles (DMV) offices in February as the New York State DMV begins a large-scale system upgrade next month to modernize its technology platforms and service delivery. The upgrades impact every DMV across the state.

“This has been a long-planned upgrade from the state that will vastly improve our ability to serve our residents but the scope necessitates we close our office for a few days in February,” said Jastrzemski. “We encourage people to plan accordingly and make appointments in advance to get your business done.”

Jastrzemski said the DMV offices in Lockport, Niagara Falls and North Tonawanda will be closed from noon on Friday, February 13, through Tuesday, February 17, which includes the President’s Day holiday. The offices will reopen to appointments-only from Wednesday, February 18 through Friday, February 20. Beginning Monday, February 23, the offices will return to regular business.

During the closure time, the state DMV will migrate about 30 million records to the new system and complete the transition to bring the first phase of the upgrade online. Again, no DMV transactions will be able to be completed during this period, including through the state DMV website, and no one will be available to answer phones.

According to the state DMV, the new modernized system will enable employees to process transactions effectively and efficiently in one secure platform rather than moving between outdated systems, further supporting the agency’s goal of one trip to an office and done. It will also bring with it additional online transactions, making it easier for New Yorkers to do what they need on their own time and from the comfort of their own homes. It will also help the agency implement future technology enhancements faster and more seamlessly.

Statement from Niagara County Emergency Services Director Jon Schultz: “Between the extreme cold and potential for a significant amount of snow, we could be facing some dangerous conditions through Monday. This has led the governor to already declare a state of emergency for all of New York, which allows for quicker deployment of resources wherever needed. Having said that, there is still uncertainty on the route the storm will take and how it will impact Niagara County. I encourage everyone to take all necessary precautions, especially when it comes to dealing with the cold. While we hope it’s not as bad as it could be, we need to be prepared.”
