REQUEST FOR EXPRESSIONS OF INTEREST AND STATEMENTS OF QUALIFICATIONS
ARCHITECTURAL AND ENGINEERING SERVICES
PEEBLES DEPARTMENT STORE REVITALIZATION PROJECT
The City of Logan, West Virginia, is seeking Expressions of Interest and Statements of Qualifications from qualified professional architectural and engineering firms to provide planning, design, bidding, construction administration, inspection, and related professional services for the Peebles Department Store Revitalization Project in downtown Logan.
The proposed project will revitalize and adaptively reuse the former Peebles Department Store property as a transformational downtown destination. Anticipated components may include space for the Island Creek Model Train Club, a multi-vendor market, the National Coal Miners Hall of Fame, a national eatery, a visitor welcome center, classrooms, community and event space, and other complementary economic-development uses.
The selected firm may be required to provide some or all of the following services:
1. Existing-condition and building assessments;
2. Structural, architectural, civil, mechanical, electrical, plumbing, and fire-protection evaluations and design;
3. Surveying, site planning, drainage, utility, accessibility, and streetscape-related services;
4. Environmental review and coordination, as required;
5. Preliminary design, final design, construction plans, technical specifications, and cost estimates;
6. Compliance with applicable building, fire, accessibility, historic-preservation, environmental, and funding-agency requirements;
7. Coordination with the City of Logan and applicable local, state, and federal agencies;
8. Assistance with permitting, bidding, and contractor procurement;
9. Construction administration, project oversight, and inspection services; and
10. Other professional services necessary for the successful completion of the project.
Interested firms must submit an Expression of Interest and Statement of Qualifications containing, at a minimum:
1. A description of the firm and its areas of professional expertise;
2. The qualifications and relevant experience of personnel who will be assigned to the project;
3. Experience completing similar adaptive-reuse, historic-building, downtown-redevelopment, cultural, tourism, or community-development projects;
4. Experience administering projects supported by state or federal funding;
5. Examples of the firm’s past performance, including references;
6. The firm’s current workload, availability, and ability to complete the work within the anticipated project schedule;
7. The location of the office from which the work will be performed;
8. Identification of proposed consultants or subconsultants;
9. The firm’s proposed general approach to the assignment; and
10. Documentation that the firm and its assigned professionals are properly licensed and authorized to perform the required services in West Virginia.
Selection will be made in accordance with Chapter 5G of the West Virginia Code. Firms will be evaluated based upon demonstrated competence and qualifications to perform the required professional services. A selection committee consisting of three to five representatives of the City of Logan will evaluate the submissions and select no fewer than three firms considered best qualified.
The shortlisted firms will be interviewed and ranked in order of qualification. Following the final ranking, the City will develop the detailed scope of services and negotiate a fair and reasonable fee with the highest-ranked firm. If a satisfactory agreement cannot be reached, negotiations will be formally terminated and initiated with the next highest-ranked firm.
Engineering or architectural fees shall not be included with the initial Statement of Qualifications.
An original and five copies of the Expression of Interest and Statement of Qualifications must be received no later than 4pm on Friday September 19th at:

The City of Logan reserves the right to request additional information, reject any or all submissions, waive minor irregularities, and cancel or modify this solicitation when determined to be in the City’s best interest. Issuance of this solicitation does not commit the City to award a contract or reimburse firms for expenses incurred in preparing their submissions.
The selected firm must comply with all applicable municipal, state, federal, and funding-agency requirements. Additional contractual provisions may be required based upon the source of project funding.
